The Provincial Party Standing Committee approved the policy of issuing special mechanisms and policies for Thai Hoa town.
(Baonghean.vn) - Accordingly, the Provincial Party Standing Committee agreed on the policy of issuing a Resolution of the Provincial People's Council associated with 3 specific policies and guidelines for Thai Hoa town on increasing the rate of land use fee regulation, supporting cement and funding for urban infrastructure.
On the morning of September 27, at the regular September meeting, the Standing Committee of Nghe An Provincial Party Committee gave opinions on the issuance of a Resolution of the Provincial People's Council on a number of specific mechanisms and policies to develop Thai Hoa town into a central urban area of the Northwest region of Nghe An, period 2022-2025.
Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting. Also attending were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of the Central Organizing Committee, members of the Provincial Party Committee Standing Committee and a number of relevant departments and branches.

According to the Submission of the Party Committee of the Provincial People's Committee, this draft Resolution will issue 3 specific policies.
First of all, the policy of increasing the land use fee adjustment rate for Thai Hoa town in the period of 2022 - 2025 aims to create conditions for the town to have more resources to build and upgrade the infrastructure system in the area, meeting the needs of economic, cultural and social development, serving the people's daily life and production, and building a civilized and modern urban area.
Specifically for land use fees, after deducting the compensation, site clearance and infrastructure investment costs, the adjusted percentage rate will increase the town's expenses corresponding to the two groups.
Group 1 is real estate projects in the town but not determined to invest in specific works, the proposed percentage of land use fees to be regulated for the provincial budget is 50% (reduced by 20% compared to current regulations) and for the town budget is 40% (increased by 20% compared to current regulations), the regulation rate for ward and commune budgets remains the same at 10%.
The second group is land use fees from auctions, land allocation, and land use conversion. According to the proposal, it will not be allocated to the provincial budget (current regulations stipulate 30%); the allocation rate for the town budget is 70% (an increase of 30% compared to current); and the allocation rate for wards and communes remains at 30%.

The second policy is to provide support of 3,000 tons of PCB40 cement/year (equivalent to 4.2 billion VND/year) for Thai Hoa town to upgrade and build roads, irrigation works and build civilized urban areas.
And the final policy is to support Thai Hoa town with 80 billion VND/year to maintain, repair, and upgrade the lighting system, roads, sidewalks, water supply and drainage systems, parks, trees, and other urban infrastructure; control environmental pollution, ensure clean water and environmental sanitation, and spend on other economic activities.
Based on the Submission and discussion, the Standing Committee of the Provincial Party Committee approved the policy of issuing a Resolution of the Provincial People's Council on a number of specific mechanisms and policies to develop Thai Hoa town into a central urban area of the Northwest region of Nghe An, period 2022 - 2025 with the above 3 policies.
After being approved by the Provincial Party Standing Committee, it is expected that this draft Resolution will be submitted to the 18th Nghe An Provincial People's Council for consideration and approval at the year-end meeting in December 2021.

The construction of the above specific mechanisms and policies for Thai Hoa is considered very necessary for the town to have more resources to invest in infrastructure and urban embellishment to meet the requirements of becoming the central urban area of the Northwest region of Nghe An, creating a driving force to promote socio-economic development in the Western region.
Previously, on July 2, 2021, the Standing Committee of Nghe An Provincial Party Committee issued Resolution No. 02-NQ/TU on the construction and development of Thai Hoa town into a central urban area of the Northwest region of Nghe An, in which the goal is to strive to build Thai Hoa town into a type III urban area by 2025, a city directly under the province before 2030; a center of services, trade, education, health care, vocational training and high-tech agriculture of the Northwest region of Nghe An and South Thanh Hoa - North Nghe An.
