Provincial Party Secretary: Promoting democracy in the process of preparing documents for the Provincial Party Congress

On the morning of September 30, at the 16th Conference, the Provincial Party Executive Committee gave opinions on the draft detailed outline of the Political Report of the Provincial Party Executive Committee to be submitted to the 19th Provincial Party Congress, term 2020-2025.

Pursuant to Directive No. 35 - CT/TW dated May 30, 2019 of the Politburo on Party congresses at all levels towards the 13th National Party Congress, the full-term working program of the Provincial Party Committee and the 2019 Working Program of the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee directed the Provincial Party Committee Office to coordinate with the Department of Planning and Investment to develop a preliminary outline.

Before submitting to the Provincial Party Executive Committee, the draft detailed outline was consulted with the Document Subcommittee, the Provincial Socio-Economic Advisory Group, and the Provincial Party Standing Committee.

The Standing Committee of the Document Subcommittee has directed the Provincial Party Committee Office to coordinate with the Provincial Party Committee's Party building committees, the Department of Planning and Investment, departments, branches, the Fatherland Front, and socio-political organizations to develop a detailed draft of the Outline.

At the meeting, members of the Provincial Party Executive Committee discussed the congress's theme in the spirit of ensuring five elements: the Party, the nation, innovation, national defense, and goals according to the Central's guidance.

The structure of the Political Report consists of two main parts:

The first part is the assessment of the 5-year implementation of the Resolution of the 18th Provincial Party Congress in the fields of economy, culture, society, national defense, security, Party building, political system building and the topics of the Resolution of the 18th Provincial Party Congress. The socio-economic part of the assessment includes the results of implementing the 10-year socio-economic development strategy (2010 - 2020).

The second part is the direction, goals, tasks, and solutions for the 2020-2025 period, including the following sections: situation forecast; development orientation, viewpoints, and goals; tasks and solutions; key tasks and development breakthroughs; and leadership and implementation.

Based on the draft detailed outline, opinions at the Conference focused on discussing and evaluating the results achieved in the work of building new rural areas, eliminating hunger and reducing poverty, administrative reform, and implementing investment attraction policies. In particular, many opinions said that it is necessary to clearly identify development breakthroughs for the 2020-2025 term, identifying key economic zones, etc. After listening to the discussion opinions, the Provincial Party Secretary discussed the mentioned contents.

The draft outline is built in the spirit of the Central's outline, closely following the Political Report of the 18th Provincial Party Congress, the 5-year review of the implementation of Resolution 26 of the Politburo on the direction and tasks of developing Nghe An province until 2020 and Notice No. 55 - TB/TW dated April 20, 2019 of the Politburo on the 5-year review of the implementation of Resolution No. 26 - NQ/TW of the 11th Politburo on the direction and tasks of developing Nghe An province until 2020, and the mid-term review report.

During the process of discussing and drafting documents to prepare for the Provincial Party Congress, on the principle of inheritance and development, the Provincial Party Secretary emphasized the need to promote democracy, respect all opinions and then discuss to gradually reach consensus on issues with different opinions. Finally, it is important to vote according to the principle of democratic centralism. Giving opinions and drafting the detailed Outline is just the first step, so it is recommended that the members of the Provincial Party Executive Committee continue to study and give opinions.
