Provincial Party Secretary: Thai Hoa needs to comprehensively evaluate results after 10 years of establishment

Attending the meeting were comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and representatives of provincial departments, branches and sectors.

Looking back at the results of 2.5 years of implementing the Resolution of the Town Party Congress and the Provincial Party Congress for the 2015-2020 term, the average economic growth rate for the 2 years (2016-2017) is estimated at 6.9%. The added value per capita in 2017 reached 32.3 million VND/person/year, an increase of 19.6% compared to 2015.

The economic structure has shifted towards increasing the proportion of services, industry - construction, and reducing the proportion of agriculture. Total budget revenue in 2 years (2016 - 2017) reached 266.5 billion VND. The poverty rate by the end of 2017 was only 2.2%.

Party building work has been enhanced, the political system from the town to the grassroots level has continued to be consolidated; internal solidarity and unity are high; the fighting spirit of cadres and party members has many positive changes.

In particular, after one year of reviewing in the spirit of Resolution 4 of the Central Committee (term XII), the Standing Committee of Thai Hoa City Party Committee has overcome 5 shortcomings, and is continuing to overcome 3 shortcomings. The Standing Committee of the City Party Committee leads and directs grassroots party organizations to link the year-end review with the review in accordance with Resolution 4 of the Central Committee (term XII).

However, according to Thai Hoa Town Party Secretary Nguyen Dinh Hoa, the economy has developed quite well, but it is still slow and not commensurate with its potential. "The average economic growth rate is lower than the provincial average and lower than the Resolution of the Town Party Congress" - the head of Thai Hoa Town Party Committee frankly shared.

Giving opinions on the development of Thai Hoa town, Deputy Director of the Department of Industry and Trade Nguyen Huy Cuong assessed that the town's determination to develop in the direction of trade, services and industry is in the right direction, consistent with its strengths.

Regarding the development of trade services, the representative of the Department of Industry and Trade proposed that the town coordinate with the department to call for projects on trade, services, and industry; especially projects to fill the Nghia My industrial cluster which has been expanded from 35 hectares to 70 hectares and the Tay Hieu industrial cluster of 44 hectares.

The Deputy Director of the Department of Industry and Trade also asked Thai Hoa to upgrade and relocate some markets in the area, and at the same time coordinate to call for the construction of large-scale commercial centers to develop both trade and services.

Deputy Director of the Department of Agriculture and Rural Development Nguyen Tien Lam assessed that Thai Hoa agriculture, rural areas, and farmers have strengths due to their origins as farms and forestry farms. Currently, the town's farm economy is developing strongly, so it is promoting the development of high-tech farms to provide agricultural services for the entire Western Nghe An region.

Standing Vice Chairman of the Provincial People's Committee Le Xuan Dai suggested that the town needs to promote administrative reform and strongly improve the investment environment.

“How to increase the number of enterprises quickly to solve employment and increase tax revenue” - Comrade Le Xuan Dai emphasized the solution; at the same time, he requested that the leadership and direction of the Standing Committee of Thai Hoa City Party Committee must be both comprehensive and focused.

After listening to the opinions and concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh acknowledged that the town's Party Committees at all levels have made many efforts and gradually built Thai Hoa to develop, striving to meet the criteria of a type III urban area in the near future.

The Provincial Party Secretary agreed with the town's decision to organize the 10th anniversary celebration this year; at the same time, he emphasized that instead of organizing a grand celebration, Thai Hoa should consider this an opportunity to summarize and re-evaluate the results achieved as well as point out difficulties and concerns.

"Based on that, launch emulation movements, programs, and events at the grassroots level to create a new atmosphere for Thai Hoa people to be proud of 10 years of construction and growth with certain achievements and progress, and lay the foundation for the following years" - the Provincial Party Secretary emphasized.

On the other hand, Secretary Nguyen Dac Vinh also noted that the town needs to absorb opinions at the meeting, from the province, the Central Government, experts, and neighboring localities to review the mid-term and evaluate the results of 10 years of establishment, thereby establishing tasks and development directions for the locality in the coming time.

Regarding socio-economic development, the Provincial Party Secretary suggested that it is necessary to closely follow and base on the Decision approving the adjustment of the town's overall socio-economic planning for management and leadership; especially, it is necessary to specify the solutions that have been pointed out to achieve the goals and targets.

In particular, expressing concern about Thai Hoa's growth target being lower than the target of 11 - 12%, Secretary Nguyen Dac Vinh emphasized that the town needs to re-evaluate, especially the factors that have not been implemented well, to find solutions.

In particular, the town needs to base on the advantage of traffic convergence to promote service development; promote the agricultural sector which is growing well.

Regarding the industrial sector, the Provincial Party Secretary emphasized that Thai Hoa needs to consider regional linkages with Nghia Dan and Quy Hop, two neighboring localities with more developed industries, to consider and calculate appropriate directions.

Regarding Party building work, comrade Nguyen Dac Vinh assessed that the town has paid attention to and accomplished many tasks, but there are still tasks that need more effort; emphasizing that Thai Hoa needs to ensure internal solidarity in a constructive spirit to lead and direct the implementation of development goals.

"To develop internally, we must be extremely united" - Secretary Nguyen Dac Vinh emphasized.

The Provincial Party Secretary also requested the Standing Committee and the Standing Committee of Thai Hoa town to base on the cadre planning to have a training and development plan to create a source of cadres at all levels in the spirit of basing on the cadre standards according to regulations.

Implementing Project 01-DA/TU of the 18th Provincial Party Executive Committee on building Party cells and developing Party members in blocks, hamlets, and villages without Party cells or Party members and blocks, hamlets, and villages at risk of no longer having Party cells in the period 2016 - 2020, Thai Hoa town has 126/126 blocks and hamlets with Party cells and 3 hamlets have been removed from the risk of no longer having Party cells and currently 5 hamlets are at risk of no longer having Party cells.
