Provincial Party Secretary: Vinh City needs a development strategy with a long-term vision

21/22 socio-economic targets achieved and exceeded

After nearly 1 year of implementing Notice No. 936-TB/TU dated March 1, 2018 of the Provincial Party Standing Committee, the results show that in 2018, 21/22 socio-economic targets of the city reached and exceeded the set plan. The economy grew quite well, estimated at 9.12%/plan 9-10%. Total social investment capital is estimated at 15,965 billion VND, reaching 100.1% of the plan. The economic structure shifted in the right direction. Average income per capita reached 84.6 million VND/person/year.

The total budget revenue managed by the city is estimated at 2,330 billion VND, reaching 111% of the estimate assigned by the province. Mobilizing resources to build technical infrastructure reached 69,442 billion VND/55-60 billion compared to the plan; The poverty rate is only 0.41%/0.52%.

Implementing Resolution 26 of the Politburo on Nghe An development until 2020, Vinh city has made significant progress. Some areas have formed the central factor of the North Central region. Of which, there are 5 feasible areas that are focused on: science and technology, education and training, health, information technology - communication, tourism.

Regarding urban planning and land management, the city has coordinated with consulting units, departments and branches to speed up the progress of building zoning plans for wards and communes. Up to now, 3 projects have been appraised and are being submitted to the Provincial People's Committee for approval (Hong Son, Cua Nam and Le Mao wards); 20 projects have been submitted to the Department of Construction; 02 projects are being completed at the city level. It is expected that in the coming time, 3 projects will be approved, 10 projects will be appraised and submitted to the Provincial People's Committee for approval.

Regarding industrial development, the city has attracted a number of investors to implement high-tech industrial projects such as: New generation electrolyzed water production project serving the medical and environmental treatment sectors; electronic components production project; High-tech wood production project for export; Elevator production project... Coordinate with relevant departments and branches to speed up site clearance, invest in infrastructure construction; continue to complete the infrastructure of industrial clusters in the area.

Movements to develop urban culture and civilization are maintained and promoted.

Problems that need to be overcome

Speaking at the conference, delegates mentioned a number of problems that the city needs to focus on overcoming. These include complex problems arising in apartment buildings; the situation of old apartment buildings overlapping with the planning but not being resolved promptly; the selection of projects to implement public investment capital; and problems in site clearance for the Vinh - Cua Lo road project.

Besides, delegates also pointed out the shortcomings in urban land management, administrative reform in granting land use right certificates, environmental protection, etc.

Regarding the city's proposal to change the investment form from BT to public investment, the representative of the Department of Planning and Investment said that the city currently has 5 projects being invested in the form of BT, including 4 projects to build roads. In the context of very difficult public investment capital sources, the solution for Vinh city is to indicate the land fund, request the exploitation policy, and auction to create sources according to the correct process. Or it will be included in the balance of public investment sources in the next 5 years.

Acknowledging the efforts of Vinh city in recent times, delegates also said that the city's current tax debt collection work is not very effective, with nearly 230 billion VND in tax arrears, of which about 180 billion VND cannot be collected. In addition, the problem of black credit, debt collection, social evils, drug crimes, mass complaints, traffic safety violations, etc. in Vinh city is also very complicated and requires strong measures to resolve.

Speaking at the conference, he said that Vinh city has formed elements of an economic and cultural center of the North Central region. However, comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee also emphasized some current situations of Vinh city that need to be focused on solving.

Regarding planning management, Chairman of the Provincial People's Committee Thai Thanh Quy said that for a long time, many projects and constructions have been built and formed in conditions of unsynchronized infrastructure, narrow roads, and inadequate traffic, but the city still made adjustments and allowed construction. This has not only created bad public opinion but also caused flooding when it rains.

Regarding the management of construction order, the Chairman of the Provincial People's Committee agreed with the opinion that this is a sensitive issue that can easily lead to complications. However, without strict supervision and inspection, it can easily create negative public opinion.

Regarding administrative reform solutions, the Chairman of the Provincial People's Committee suggested that the city focus on applying information technology in administrative management; using high technology to support the direction and operation activities and inspect and supervise the activities of civil servants.

Regarding investment attraction, comrade Thai Thanh Quy said that the city has not really been concerned and does not have strong enough mechanisms and policies to pursue and attract investors, while the potential areas in Vinh city are high-tech agriculture, healthcare, education, and information technology.

Regarding the proposal to change the investment form of some projects from BT to public investment, Chairman of the Provincial People's Committee Thai Thanh Quy requested that city leaders carefully study and base on the law to advise the Provincial People's Council for consideration.

The city needs a strategic and long-term vision.

Appreciating the results that Vinh city has achieved after nearly 1 year of implementing Notice 936 of the Provincial Party Committee, speaking at the conference, Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation said that Vinh city must have a long-term vision. That is, it must determine a development strategy to create a breakthrough. According to the head of Nghe An Provincial Party Committee, in terms of economy, Vinh city needs to compare with surrounding urban areas to know where it is. On that basis, learn and gain experience to build and develop the city.

Directing the direction of economic development, comrade Nguyen Dac Vinh said that the city must identify and select the service sector as a key industry. This sector not only meets the requirements of the province and the city but also reaches out to the provinces in the region. Financial services, banking, healthcare, education, etc. must be the locomotive to attract the elite from all over to Vinh city. Besides services, tourism activities will be promoted, because Vinh city is not only a key destination of the province but also of the region and the whole country.

Regarding the industrial structure, Provincial Party Secretary Nguyen Dac Vinh noted that the city needs to shift and change. Accordingly, industrial clusters in the inner city will be gradually eliminated and replaced with high-tech, environmentally friendly projects. The highest goal, according to the Provincial Party Secretary, is to shift industrial development to change the social structure.

Regarding the planning of Vinh - Cua Lo, comrade Nguyen Dac Vinh said that there is currently a relatively complete general plan, and the detailed plan is also being implemented. Therefore, the highest requirement for the city is to ensure the planning, not self-adjust and not let the planning be affected by other factors.

Agreeing with the opinions of many delegates who raised issues related to urban infrastructure, comrade Nguyen Dac Vinh added that Vinh city currently has many problems in construction planning and technical infrastructure, in which the drainage system, power grid infrastructure, and tap water have not yet met the needs of the people. Therefore, the city must ensure the wishes of the people on the one hand, and create the best infrastructure conditions for investors on the other hand, but at the same time, it must be economical.

Emphasizing that the work of Party building and political system building is of special importance in the current period, comrade Nguyen Dac Vinh requested the city to focus on propaganda and mobilization work, improve political and ideological education for Party members and officials, and properly resolve the issue of petitions...

The Provincial Party Secretary also affirmed that Vinh City is the leading city in education and training in the province. Therefore, the city needs to overcome difficulties and promote the achievements it has made to continue its comprehensive development.
