(Baonghean.vn) - On the afternoon of July 18, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation was present in vulnerable areas, inspecting the situation of storm prevention No. 3 in Dien Chau and Quynh Luu. Accompanying him was comrade Hoang Nghia Hieu - Director of the Department of Agriculture and Rural Development.
According to the report, on July 16 and 17, 2018, there was moderate and heavy rain in Dien Chau district; total rainfall was 155 mm. Heavy rain caused flooding of crops and flowers. By the end of July 17, 514 hectares of rice were flooded, greatly affecting growth; 1,900 hectares of sesame were flooded, possibly losing 50% of yield; 50 hectares of melons were completely damaged.

The district has nearly 200 hectares of aquaculture, of which 230 hectares are under care for shrimp. About 20 hectares of shrimp farmed outside the dike are likely to be affected by the storm.

In Dien Thinh commune, Provincial Party Secretary Nguyen Dac Vinh inspected the shrimp farming area outside the Trung - Thinh - Thanh sea dike. The Secretary noted that before the storm, it is necessary to mobilize and not let any people take shelter in temporary shrimp farming houses; at the same time, pay attention to electrical safety issues.
Inspecting Dien Thanh sluice, the Secretary directed Dien Chau district to urgently move fishermen's fishing boats out of the sluice area and to a safe location.
Dien Thanh dam is a project in the upgrading category of the Do Luong Bara system funded by Japan. The construction has now been completed. The Provincial and District Flood Control Steering Committees have directed the removal of the dike to drain water to save the flooded rice. Currently, the dike has been almost removed, meeting the need for flood drainage when the storm hits.

According to the report, up to now, the Steering Committee for Flood and Storm Prevention and Control of Dien Chau district has directed 1,537 boats to come ashore, anchor safely, assign members to stay at the base, and have 100% of the staff on duty. Prepare a plan to evacuate people at level 1. The district also has a plan to evacuate all 312 households with 754 people doing tourism and aquaculture business in Dien Hai; Dien Kim, Dien Thanh, Dien Thinh and Dien Trung before 5:00 p.m. today.

Directly arriving at the scene of the anchoring of boats at Lach Quen fishing port in Quynh Thuan commune, comrade Nguyen Dac Vinh directed the functional forces to actively guide people on storm prevention plans. Storm No. 3 is forecast to make landfall in the North Central provinces on the evening of July 18 and there is a possibility that Quynh Luu will be the center of the storm. Therefore, after grasping the situation of the storm's path and the status of the sea dike, Provincial Party Secretary Nguyen Dac Vinh requested the district to assign people to be on duty regularly, ensure smooth information, promptly update information on the storm's path to have appropriate prevention solutions, ensuring the safety of life and property of fishermen.

Vice Chairman of the District People's Committee Dang Ngoc Binh said: By 7:00 a.m. on July 18, 2018, 100% of the boats had returned to safe shelters, including 36 boats taking shelter outside the province (Bach Long Vi: 2 boats of Tien Thuy; Hai Phong: 3 boats of Son Hai; Quang Tri: 2 boats of Quynh Nghia; Quang Binh: 29 boats, including Tien Thuy (10 boats), Quynh Nghia (12 boats), Son Hai (1 boat), Quynh Long (6 boats).
The District People's Committee also assigned the Chairmen of the People's Committees of 33 communes and towns; Heads of the District Sub-committees for Flood and Storm Prevention and Control to inspect and control, absolutely not allowing boats to go to sea during this time; at the same time, organize forces to coordinate with the communes to guide the arrangement, anchoring, securing and have plans to protect the assets of the boats returning to port.

The People's Committee of Quynh Luu district has deployed a plan to evacuate 2,361 households with 11,923 people in coastal communes of Quynh Long, Son Hai, Quynh Thuan, Quynh Tho, and Tien Thuy to safety.
The relocation work was completed before 5:00 p.m. on July 18.
