(Baonghean.vn) - On the afternoon of October 21, in Vinh City, a working delegation of the Ministry of Agriculture and Rural Development led by Deputy Minister Phung Duc Tien worked with the People's Committee of Nghe An province on the development of agricultural production; animal disease prevention and control; and the implementation of the Project to enhance the capacity of veterinary management agencies at all levels for the period 2021-2030.

Receiving and working with the delegation, on the side of Nghe An province, there was comrade Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, and leaders of departments and branches.

LARGE CONTRIBUTION TO THE NATIONAL AGRICULTURE SCALE

Nghe An is one of the provinces that contributes greatly to the country's agriculture, playing the role of a pillar of the economy, especially in the years affected by the Covid-19 pandemic. The 2021-2022 winter-spring crop and the recent summer-autumn crop had a good harvest, the yield and output of many crops increased quite well, the spring rice yield reached 66.37 quintals/ha, the summer-autumn crop was estimated at 51.67 quintals/ha; the output of exploited timber and aquatic products increased quite well.

In the first 10 months of the year, the GRDP growth rate of agriculture increased by 4.47%; forestry increased by 7.46% and fishery increased by 4.62%. The production value of agriculture, forestry and fishery (at 2010 comparative prices) is estimated at 39,887,788 billion VND, an increase of 4.69%.

At the meeting, Nghe An province proposed that central ministries and branches pay attention to investing in infrastructure construction projects: upgrading fishing ports, fishing wharves, storm shelters, and sand-blocking embankments at some key estuaries to ensure that fishing boats have enough conditions to dock at designated ports to unload goods, increasing post-exploitation value.

In which, we continue to pay attention to supporting the Sustainable Fisheries Development Project (SFDP) in Nghe An province, borrowing capital from the World Bank to soon get investment policy approval to carry out the next steps.

Nghe An also proposed to supplement medium-term public investment capital for the period 2021-2025 to implement the project of Investing in and upgrading infrastructure of concentrated aquaculture areas in Hoang Mai town, Nghe An province with a total investment of 120 billion VND to build and upgrade infrastructure for concentrated aquaculture areas with an area of ​​192.7 hectares in Quynh Xuan ward.

The province requested the Ministry of Agriculture and Rural Development to soon study and issue a Circular regulating the establishment of fisheries control forces in the provinces; direct units to upgrade the fisheries database system, the quality of fishing vessel monitoring equipment; provide VMS equipment to improve signal quality to ensure accurate and effective management. Strictly handle units providing VMS equipment that do not ensure quality according to regulations. Require inspection units to update fishing vessel registration data to the fisheries database system to ensure accurate monitoring and assessment.

The province also proposed that the Ministry support attracting slaughterhouses, livestock product processing plants or businesses to invest in the chain from livestock breeding, slaughtering, processing and product consumption; continue to support vaccines and chemicals for Nghe An in the work of preventing livestock, poultry and aquatic diseases, especially after the recent floods caused by storm No.

At the meeting, in the spirit of "holding hands and showing work", members of the working delegation of the Ministry of Agriculture and Rural Development discussed and oriented some key contents for the province, especially on the issue of varieties, crops, livestock; factors determining productivity to improve the productivity and value of the province's agricultural sector.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Van De reported to Deputy Minister Phung Duc Tien and the working delegation a number of contents related to the development of key fruit tree varieties; at the same time, he discussed and emphasized a number of recommendations, especially resources for upgrading fishing ports, fishing wharves, storm shelters, and sand barriers at some key estuaries; and paid attention to providing a number of varieties and medicines to serve production after the recent floods.

FOCUS ON PROCESSING TO IMPROVE PRODUCTION EFFICIENCY

Concluding the meeting, Deputy Minister of Agriculture and Rural Development Phung Duc Tien assessed that the scale and value of Nghe An agriculture is very large, contributing significantly to the growth of Vietnam's agricultural sector.

Therefore, in the context of 2022 being a pivotal year, but the weather conditions in the province have many unfavorable factors, especially the impact of floods, the province needs to focus highly in the remaining time of the year to complete the development goals of 2022, contributing to the development in particular and contributing to the agricultural sector of the whole country achieving the growth target of 2.8% - 3.2% and exporting over 50 billion USD this year, worthy of being the pillar of the economy.

On that basis, Deputy Minister Phung Duc Tien suggested that the province closely follow Resolution No. 19-NQ/TW, dated June 16, 2022, the 5th Conference of the 13th Party Central Committee on agriculture, farmers, and rural areas to 2030, with a vision to 2045; The Strategy for Sustainable Agricultural and Rural Development for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 150/QD-TTg dated January 28, 2022.

In particular, the Deputy Minister of Agriculture and Rural Development noted that the province should focus on caring for and protecting rice and other food crops to ensure food security and develop the orange brand.

In the field of aquaculture, the province needs to have a plan and strategy to develop in the direction of reducing exploitation and increasing farming; at the same time, restructuring the livestock industry through increasing the number of farms, reducing small-scale farming; re-establishing livestock and veterinary stations at the district level. As for the agricultural sector, it is necessary to review agricultural and forestry land to have appropriate solutions to improve production efficiency.

Deputy Minister Phung Duc Tien also suggested that the province review and propose to the Ministry areas that need to be prioritized for promotion in the processing sector. The Ministry will assign relevant Departments and introduce businesses to work with Nghe An to develop the processing sector to increase the value of Nghe An's agricultural, forestry and fishery products.
