On the morning of August 1, under the chairmanship of Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, Chairman of the Provincial Science and Technology Council, the Provincial People's Committee held a meeting to give opinions on determining the list of science and technology tasks to be implemented in 2017 (phase 2) and 2018 (phase 1).

According to the review results, in the second phase of 2017, there were 8 topics and projects included in the list of proposed orders, including: Project on Building a new rice variety production area with high value associated with product consumption. Project on Building a model for applying integrated pest management process on passion fruit trees. Project on Researching a model for conservation and sustainable development of Konjac trees in mountainous districts of Nghe An province. Project on Applying water membrane technology to build a model for environmental pollution treatment for carpentry villages in Thai Hoa town. Project on Building smart traffic for Vinh city roads. Project on Building, managing and developing collective trademarks for Hong Quang Tien grapefruit products of Thai Hoa town. Project on Building and developing the trademark and certification of "Quynh Luu deer velvet".

In addition, in the first phase of 2018, there are 17 scientific topics and projects expected to be included in the list of proposed orders related to the fields of agriculture, medicine, engineering and technology, science and technology serving socio-economic development of districts, cities and towns.

Giving opinions on the list of scientific topics, delegates affirmed that the general trend of science and technology is towards application to serve economic and social development. In which, they emphasized that the solution for research topics to be applied in practice requires the participation of businesses, connecting 3 parties: farmers, scientists and investors.

According to comrade Trung Thanh Cong, Deputy Head of the Provincial People's Committee Office, in the list of proposed topics, it is necessary to review and reselect some topics that still have opinions and concerns. For scientific topics in the health sector, it should be assigned to hospitals so that hospitals can proactively research and apply new treatment methods to improve the quality of medical examination and treatment.

Regarding the poverty reduction model project, comrade Trung Thanh Cong said that the projects on trees and animals are mainly general in nature, with few research projects supporting businesses to create high-quality products. "Each locality should build a model suitable to their practical situation, and it is not appropriate to build a model that is generally applicable to all communes. Moreover, the application of scientific projects in practice also needs to be tested and evaluated, and should not be imposed on a regional basis," comrade Trung Thanh Cong suggested.

Agreeing with the province's viewpoint on granting autonomy to hospitals, Doctor Duong Dinh Chinh, Deputy Director of the Department of Health, suggested that topics should adhere to scientific and highly applicable criteria, classifying provincial-level topics from grassroots-level topics.

Commenting on the list of science and technology projects, Mr. Phan Nguyen Hao, Deputy Director of the Department of Information and Communications, said that the list needs to be reviewed and researched. If the project scale is very large, it should be selected for pilot implementation and gradually expanded. For example, the smart traffic project needs to be implemented on a large scale, piloted on a number of routes. If it is suitable and effective, it will be expanded for application.

At the meeting, members of the Provincial Science and Technology Council voted unanimously to approve the list of 7 projects in the second phase of 2017 and 16 science and technology projects in various fields in the first phase of 2018.

In his concluding remarks at the meeting, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien affirmed the role of Science and Technology in the socio-economic development of the province, especially in the current period when Science and Technology is developing rapidly. Therefore, the Vice Chairman of the Provincial People's Committee requested the Council members and the sectors, localities and units to pay attention to directing the implementation of the Resolution of the Provincial Party Committee on Science and Technology. Accordingly, Science and Technology projects must follow the trend of high efficiency and application, serving the socio-economic development of the province.

Vice Chairman of the Provincial People's Committee Huynh Thanh Dien requested the Department of Science and Technology to review, supplement and complete the list of projects and topics approved by the Council. For topics that have not been approved by the Provincial Science and Technology Council, they must review, complete and supplement the list in the next rounds.
