On July 7, 2022, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh chaired a working session to listen to and give opinions on the draft Summary Report of 10 years of implementing Resolution No. 26-NQ/TW of the Politburo on directions and tasks for the development of Nghe An province to 2020 (socio-economic and national defense - security). Attending the working session were representatives of leaders of departments and branches: Planning and Investment, Finance, Agriculture and Rural Development, Industry and Trade, Natural Resources and Environment, Construction, Transport, Southeast Economic Zone Management Board, Information and Communications, Tourism, Labor - Invalids and Social Affairs, Education and Training, Health, Culture and Sports, Science and Technology, Home Affairs, Provincial Ethnic Committee, Provincial Police, Provincial Military Command, Provincial Border Guard Command, Foreign Affairs, Justice, Provincial People's Committee Office; representatives of Vinh City People's Committee.
After listening to the Director of the Department of Planning and Investment briefly present the construction process and main contents of the draft Report summarizing 10 years of implementing Resolution No. 26-NQ/TW of the Politburo (hereinafter referred to as the draft Report); comments from members attending the meeting; Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh concluded as follows:
Acknowledging and appreciating the proactiveness of departments, branches, and localities, especially the Department of Planning and Investment - the presiding agency, in a short time, compiled the draft Report and organized to collect comments from relevant agencies and units. The draft Report closely followed the outline of the Central Economic Committee. However, the draft Report is a bit long, there are still overlapping contents, some assessments, comments, and data in the words and tables are not consistent, the recommendations and proposals need to be reviewed to be more convincing...
To continue to complete the content of the draft Report to ensure the quality and progress set out in Plan No. 85-KH/BKTTW dated May 23, 2022 of the Central Economic Committee, Plan No. 102-KH/TU dated May 28, 2022 of the Provincial Party Standing Committee, Plan No. 348/KH-UBND dated June 2, 2022 of the Provincial People's Committee, departments, branches and localities are requested to focus on implementing the following contents:
1. Departments, branches, sectors and localities:
- Based on the draft Report, continue to research and contribute comments, carefully review the comments, assessments, and data in the report (both the words and tables) in the assigned sectors, fields, and localities; the content of comments must be specific, not general; be responsible to the Provincial People's Committee for the information and assessment data of the sectors, fields, and localities under their responsibility; research, select, and unify recommendations and proposals associated with scientific development orientations with a long-term vision.
2. The Department of Planning and Investment presides over and coordinates with departments, branches and localities.
- Research and absorb comments and select contents to incorporate into the draft Report; review and update data to ensure consistency; express and edit in a concise, succinct, and selective manner to highlight each sector and field and ensure the required capacity of the Central Economic Committee.
- The draft Report's layout closely follows the outline, ensuring scientificity; comments, assessments, shortcomings, limitations, and supporting data need to be consistent; research and assessment according to time milestones by stage (from the issuance of Resolution No. 26-NQ/TW, Notice No. 55-TB/TW, Resolution No. 36/2021/QH15 to present); positioning Nghe An in comparison with the North Central region and the whole country (for some key indicators).

- Forecast the situation, advantages, opportunities, difficulties and challenges to determine goals and targets (pay attention to closely following the Resolution of the 19th Provincial Party Congress and the draft Provincial Planning for the period 2021-2030, vision 2050); key tasks and solutions must be scientific, minimizing overlap in development orientations of sectors and fields.
- Preside and coordinate with departments, branches and localities to research and select suitable, feasible and highly motivating recommendations and proposals to achieve the set goals and targets; pay attention to minimizing duplicate content. Proactively research and develop mechanisms and policies suitable to the characteristics and actual situation to fully institutionalize the Resolution of the Politburo in the process of summarizing Resolution No. 26-NQ/TW on the direction and tasks for the development of Nghe An province.
- Focus on completing the draft Report to ensure quality; proactively propose and report to the Provincial People's Committee and the Chairman of the Provincial People's Committee to listen and give comments on the content of the draft Report to promptly send to the Provincial Party Committee Office before July 15, 2022.
