Violations in labor export must be strictly handled.
(Baonghean.vn) - That was the consistent request at the working session of the Provincial People's Council's Culture - Social Committee with the People's Committee of Yen Thanh district on the afternoon of September 27, according to the plan to supervise the implementation of recommendations after supervising vocational training, job creation and implementation of a number of labor export policies in the province.

According to the District People's Committee, vocational training, job creation and labor export have continued to receive leadership and direction from the Party Committee and the government. In 2016, the district issued a project "Strengthening job creation and labor export" and many documents directing the strengthening of state management, in conjunction with handling difficulties and problems in vocational training, job creation and labor export in the area.
The district has also directed communes, towns and Yen Thanh Industrial and Agricultural Technical College to review the need for vocational training support, job referrals, and labor export for individuals and households, including those whose land has been recovered; and coordinate with high schools to provide vocational training advice and student orientation; thereby developing training plans that are close to actual needs, linking training with job creation.
The total number of workers with new jobs in 3 years (2015 - 2018) is about 14,500 people, of which 3,950 are overseas workers (the total number of workers in the labor markets of the whole district is more than 15,000 people).

However, in general, the rate of trained workers in the district is still low, only 48%. As a result, the shift in labor structure through vocational training and job creation in the district is still slow. The number of workers in the agricultural sector is high, accounting for 66.33% and the number of workers in the industrial and service sectors is only over 33%.
At the meeting, members of the monitoring delegation raised many existing problems and limitations in vocational training, job creation, and labor export. Pointing out the reality of the number of laborers going to work abroad not through the official route in Do Thanh commune, but through monitoring, the Provincial People's Council working delegation recorded that there were nearly 2,500 laborers working freely in European and Lao markets. Deputy Head of the Economic - Budget Committee of the Provincial People's Council Dang Quang Hong suggested that the district should pay attention and avoid risks for workers.
Some members of the monitoring delegation also asked the district to clarify the consequences of labor export activities and solutions to limit illegal and overstayed workers in other countries; handling fraud in labor export; socialization of vocational training funding...

Explaining the issues that the members of the monitoring team were concerned about, Vice Chairman of the District People's Committee Hoang Danh Truyen admitted that currently, in the district, there are many workers who go to work abroad through family relationships or acquaintances in some European labor markets and the number of freelance workers in Laos is also quite large. This poses potential risks to workers.
In addition, although the district has had many solutions to propagate, mobilize, and send letters to each household with workers whose illegal residence has expired to call on their children to return home. However, there are still 151 illegal workers residing in the Korean labor market.
To continue to create changes in vocational training, job creation, and labor export in the district, Yen Thanh district is requested to strengthen the implementation of solutions and state management measures for these activities, in order to better meet people's needs and contribute to increasing people's income.

Pointing out some difficulties and shortcomings, the Deputy Head of the Provincial People's Council's Culture and Social Affairs Committee also requested Yen Thanh district to step up propaganda work, fully convey information to people to avoid being scammed in labor export; strengthen inspection and examination, associated with strict handling of violations, focusing on handling and overcoming labor export fraud that has occurred recently in the area, and handling overdue debts in labor export.
