Chief of Office of the Government's Steering Committee for Administrative Reform works with Vinh City
(Baonghean.vn) - On the morning of October 17, a working delegation from the Ministry of Home Affairs led by Mr. Pham Minh Hung - Director of the Department of Administrative Reform (Ministry of Home Affairs), Chief of Office of the Government's Steering Committee for Administrative Reform, Deputy Head of the delegation had a working session at the People's Committee of Vinh City.

In recent times, the administrative reform (AR) work of Vinh City has always received attention, close leadership and direction from Party committees and authorities at all levels, achieving many comprehensive results in all areas of State administrative management.
In the first 8 months of the year, Vinh City People's Committee received and resolved 19,466 files, of which 18,892 files were resolved (574 files were returned on time, 27 files were returned late, and there were no pending files).
The satisfaction level of organizations and citizens with the service of the city's Reception and Result Delivery Department reached 97%; that of wards and communes reached 94.3%.
In order to meet the requirements of building e-Government, Vinh City People's Committee has officially operated VNPT-IOFFICE software smoothly from the city to wards and communes and deployed it to a number of affiliated units.
At the working session, in a frank spirit, officers of departments and offices of Vinh City People's Committee discussed and made recommendations to the working delegation on a number of issues of concern.
In providing level 3 and 4 public services, the Office of the Vinh City People's Committee expressed concerns about the legal validity of receiving documents from people on the electronic public service management system. Therefore, it is recommended that ministries and branches need to adjust the software and require people to commit and take responsibility for the content when posting on electronic public services.
The Department of Natural Resources and Environment said that land procedures account for 90% of administrative procedures, but are facing difficulties in building a cadastral database; therefore, it is proposed to build a common database software to facilitate exploitation and reduce the time for processing records.

At the end of the working session, on behalf of the working delegation, Mr. Pham Minh Hung - Director of the Department of Administrative Reform (Ministry of Home Affairs) acknowledged the recommendations of Vinh City People's Committee and said that he would synthesize and forward them to relevant ministries and branches for consideration and resolution.
