(Baonghean.vn) - Regulations on the protection of the transportation of special goods of the State; Clarifying the reflection of the petroleum hub benefiting more than 3,300 billion VND; Strengthening the fight against smuggling at sea; Promoting payment via banks for public services;... are the outstanding directions of the Government and Prime Minister last week.

1.Regulations on the protection of the transportation of special goods of the State

According to regulations, special goods that the People's Police force is responsible for protecting and transporting include: 1- Cash (Vietnamese Dong), valuable papers (bonds, promissory notes, stocks, government bonds and other valuable papers as prescribed by law) in the State Bank system and the State Treasury; 2- Precious assets (gold, precious metals, precious stones, foreign currency cash and other valuable assets) in the State Bank system and the State Treasury; 3-Relics, antiques and national treasures are owned by the State.

Armed forces protecting the transport of special goods include: a- The People's Police unit under the Ministry of Public Security is responsible for armed protection of special goods transports requested by central special goods management agencies; b- The People's Police unit under the Public Security of provinces and centrally run cities is responsible for armed protection of special goods transports requested by special goods management agencies in provinces and centrally run cities.

2.Clarifying the reflection that the petroleum hub benefited more than 3,300 billion VND

Prime Minister Nguyen Xuan PhucRequest the Ministry of Finance to preside over and coordinate with the Ministry of Industry and Trade to clarify the reflection that the application of normal preferential import tax from markets other than MFN (20%) in the management of gasoline and oil is inconsistent with the reality arising at import hubs.

Vnexpress e-newspaper issue dated January 26, 2018 reported that "According to the State Audit, in 2015 and 5 operating periods in 2016, the application of normal preferential import tax from markets other than MFN (20%) in the management of gasoline and oil was not consistent with the reality arising at import hubs, leading to an increase in base prices, creating a large surplus for the hub units. Thanks to this difference, 10 audited hub traders benefited more than 3,300 billion VND".

Prime Minister Nguyen Xuan Phuc requested the Ministry of Finance to preside over and coordinate with the Ministry of Industry and Trade to clarify this matter and report to the Prime Minister in March 2018.

3.Strengthening the fight against smuggling at sea

The Government Office has just announced the conclusion of Permanent Deputy Prime Minister Truong Hoa Binh at a working session with the Vietnam Coast Guard Command and the Coast Guard Region 4 Command on the fight against smuggling, trade fraud, and illegal transportation of goods at sea.

Accordingly, the Deputy Prime Minister requested the Vietnam Coast Guard to closely and regularly coordinate with relevant functional forces (Police, Border Guard, Customs, etc.) to do a good job of collecting and sharing information, conducting basic investigations, grasping subjects, locations, methods, and tricks to jointly establish major projects, conduct in-depth investigations, and expand investigations after solving cases to ensure that the main smugglers who take advantage of the temporary import and re-export policy to illegally transport goods at sea are hit correctly, focusing on domestic subjects.

4.Promote bank payments for public services

The Prime Minister has approved the Project to promote payment via banks for public services: taxes, electricity, water, tuition, hospital fees and payment of social security programs.

Accordingly, by 2020, for budget collection services, 80% of tax payment transactions in centrally run cities and provincial cities will be conducted through banks; 100% of State Treasuries of centrally run provinces and cities; State Treasuries of districts, cities and towns in provinces and centrally run cities will have equipment to accept bank cards to serve state budget collection.

Promote payment of public services and social security payments through banks, contributing to the development of e-Government, improving the economy's access to banking services and developing non-cash payments.

5.Priority investment in building headquarters of judicial agencies

The Prime Minister has directed to focus on prioritizing investment in building working headquarters of judicial agencies in general and headquarters of the Court and the Procuracy in order to meet the requirements of judicial reform.

According to Decision No. 547/QD-TTg dated April 20, 2017 and Decision No. 1291/QD-TTg dated August 21, 2017 of the Prime Minister, projects to build headquarters of district-level judicial agencies (without headquarters) have been allocated sufficient capital in the Medium-term Public Investment Plan for the period 2016 - 2020.

For 35 district-level People's Courts and 33 district-level People's Procuracies that do not have headquarters and are having to rent, in addition to prioritizing the allocation of annual state budget investment capital in the assigned medium-term plan, in order to accelerate the completion progress before 2020, the Prime Minister has directed to focus on prioritizing investment, including advancing planned capital for implementation, and at the same time directing localities to prioritize land allocation for building headquarters with the goal of investing in working headquarters of judicial agencies in general and headquarters of the Court and the Procuracy in particular, ensuring spaciousness, modernity and full amenities, meeting the requirements of judicial reform. The arrangement of working equipment for the Court and the Procuracy has also been and is being invested in according to Phase III Projects from the career capital source.

6.Regulations on compulsory fire and explosion insurance

Decree 23/2018/ND-CP applies to: Agencies, organizations and individuals with facilities at risk of fire and explosion as prescribed in Appendix II issued with Decree 79/2014/ND-CP (insurance buyers); insurance companies; other agencies, organizations and individuals related to compulsory fire and explosion insurance.

The Decree stipulates: Insurance buyers and insurance companies shall implement compulsory fire and explosion insurance according to the conditions, insurance premiums, and minimum insurance amounts as prescribed.

According to regulations, the subject of compulsory fire and explosion insurance is all assets of establishments at risk of fire and explosion, including: a- Houses, buildings and assets attached to houses and buildings; machinery and equipment; b- All types of goods and materials (including raw materials, semi-finished products and finished products).

The minimum compulsory fire and explosion insurance amount is the monetary value calculated according to the market price of the above assets at the time of entering into the insurance contract.

In case the market value of the property cannot be determined, the amount of compulsory fire and explosion insurance shall be agreed upon by the parties. Specifically, for the properties specified in Point a, the insurance amount shall be the monetary value of the property according to the remaining value or replacement value of the property at the time of entering into the insurance contract.

For assets specified in Point b, the insurance amount is the monetary value of the asset based on valid invoices, vouchers or related documents.

7.Completing the planning for exploration, exploitation and use of minerals for cement production

Deputy Prime Minister Trinh Dinh Dung has just directed the Ministry of Construction to complete the Planning for exploration, exploitation and use of minerals for cement production until 2025 and orientation to 2035.

Specifically, the Deputy Prime Minister requested the Ministry of Construction to study and include some necessary contents in the draft Plan for the development of Vietnam's cement industry to 2025 and orientation to 2035 into the Plan for exploration, exploitation and use of minerals for cement production to 2025 and orientation to 2035, ensuring strict management of the cement sector, balancing supply and demand in each stage and using resources economically, effectively, protecting the environment, in accordance with the 2017 Law on Planning, and reporting to the Prime Minister.
