Directive of the Secretariat on organizing the Lunar New Year 2022

To prepare well the conditions to serve the people to celebrate the New Year 2022 and enjoy Spring, welcomeLunar New YearIn the Year of the Tiger, a healthy, safe, economical year, creating momentum and determination to continue successfully implementing the Resolution of the 13th National Party Congress; effectively implementing the work of preventing and fighting the COVID-19 pandemic, the plan for economic and social recovery and development, the Secretariat requests Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations at all levels to focus on leading, directing and organizing the good implementation of the following key tasks:

1.Focus on making the highest efforts in the prevention and control of the COVID-19 epidemic, strictly implement regulations on prevention and control of the epidemic, absolutely do not be subjective, negligent, or lose vigilance; promote the responsibility of leaders, be ready to respond to all situations, direct resolutely and synchronously the measures of safe and flexible adaptation, effectively control the COVID-19 epidemic nationwide and at the agencies, organizations, units, and localities under their charge to ensure both epidemic prevention and control and production recovery, striving to achieve the highest level of the set goals and targets. Have a specific plan, arrange cadres and employees to be on duty during Tet, promptly handle and effectively resolve all arising work and situations; strictly implement the information and reporting regime during the Tet holiday; minimize the organization of activities with large crowds to ensure the requirements of epidemic prevention and control.

2.Promoting the tradition of great solidarity and the spirit of "mutual love and support" of the nation, implementing social security policies well, taking care of the material and spiritual life of the people. Paying attention to families with meritorious services, people in difficult circumstances, affected by the COVID-19 epidemic; poor households, people in localities affected by natural disasters, epidemics, remote areas, border areas, islands, mountainous areas, ethnic minority areas; workers and laborers working in industrial parks, export processing zones, industrial clusters. In particular, taking care of and visiting families with relatives, children whose parents died due to the COVID-19 epidemic..., ensuring that every family and every person can enjoy Spring and celebrate Tet.

Organize well the visits and New Year greetings to war invalids, sick soldiers, families of martyrs, families with meritorious services to the country, veteran revolutionary cadres, Vietnamese Heroic Mothers, intellectuals, artists, outstanding religious dignitaries, armed forces units, forces on the front line against the epidemic and forces on duty during the New Year, especially at the border, islands, difficult areas, quarantine areas, concentrated treatment areas, areas with complicated political security, order and social safety.

3.Carry out well the management and organization of festivals in accordance with the spirit of Directive No. 41 of the 11th Party Central Committee Secretariat and regulations and guidelines on COVID-19 prevention and control, ensuring that festival activities, Spring Festival, traditional anniversaries, year-end conferences, tree planting festivals, etc. are practical, safe, economical, in line with civilized lifestyle, cultural traditions of the nation and good customs and practices of each locality. Local leaders, based on specific situations, carefully consider and decide on organizing fireworks displays to welcome the New Year 2022 and the Lunar New Year of the Tiger, ensuring savings, safety, and not using the state budget.

4.Do not organize visits and New Year greetings to superiors and leaders at all levels; do not organize delegations of the Central Government to visit and wish New Year greetings to Party committees and authorities of provinces and cities; strictly prohibit giving or presenting New Year gifts to leaders at all levels in any form; do not attend pagodas and festivals if not assigned; do not participate in superstitious activities; do not use state budget, means, and public assets against regulations for festival and entertainment activities... Strictly implement Regulation No. 08-QDi/TW, dated October 25, 2018 of the 12th Party Central Committee on the exemplary responsibility of cadres and party members, first of all members of the Politburo, members of the Secretariat, members of the Party Central Committee and Regulation No. 37-QD/TW, dated October 25, 2021 of the 13th Party Central Committee on things that party members are not allowed to do.

5.Inspect and closely monitor to ensure food safety and hygiene, environmental sanitation, and disease prevention and control. Strengthen market forecasting and management, stabilize prices, ensure balance between supply and demand of goods and services; promptly detect and strictly handle all acts of trade fraud, production and trading of counterfeit and poor quality goods, speculation, hoarding, and abnormally high prices of goods for illegal profits. Proactively plan to ensure sufficient means of transporting goods and serving people's safe travel during Tet...

6.Focus on ensuring national defense, security, social order and safety. Proactively prevent, detect early, prepare plans to prevent and effectively handle complicated situations, avoid being passive and surprised; firmly protect the independence, sovereignty, borders and territories of the Fatherland. Strengthen preventive measures, effectively combat all types of crimes, violations of the law and social evils; strictly handle violations, especially violations related to the prevention and control of the COVID-19 epidemic; absolutely protect the safety of key targets, works, political, foreign affairs, cultural and social events of the country. Strengthen patrolling, controlling, ensuring traffic order and safety; prevent and fight fires and explosions. Strictly implement regulations on the management and use of fireworks and explosives.

7.Party committees, party organizations, authorities, the Fatherland Front, and socio-political organizations must complete the summary of work in 2021 before January 15, 2022 to focus on directing the implementation of political tasks in 2022 from the beginning of the year and taking care of Tet for the people; seriously grasp and effectively organize the implementation of this Directive, contributing to the successful implementation of all assigned tasks.

8.The Central Propaganda Department shall preside over and coordinate with the Ministry of Information and Communications, the Ministry of Health, the Ministry of Culture, Sports and Tourism and relevant agencies to direct, guide and strengthen propaganda on mass media about the country's achievements, activities celebrating the Party, celebrating Spring, cultural, sports and festival activities during Tet; raise people's awareness in preventing and fighting the COVID-19 epidemic, regulations on traffic safety, firecrackers and explosives; proactively fight against wrong views and distorted arguments, and defeat all sabotage plots of hostile forces.
