Details of administrative unit adjustment of 10 provinces nationwide
The National Assembly Standing Committee approved the establishment of four district-level administrative units and 45 commune-level urban administrative units in nine provinces as well as the adjustment of the boundaries of two commune-level administrative units of Tra Vinh province.
On the afternoon of February 13, at the 20th session of the National Assembly Standing Committee, the Government submitted a report on the establishment and merger of urban administrative units of 9 provinces: Binh Duong, Bac Ninh, An Giang, Quang Nam, Vinh Phuc, Thai Nguyen, Ben Tre, Bac Kan, Dak Lak (establishing 1 city and 3 provincial towns, 34 wards and 12 towns, of which 5 towns are district capitals) and adjusting the administrative boundaries of 2 communes in Tra Vinh province.

Authorized by the Prime Minister to present the report, Minister of Home Affairs Pham Thi Thanh Tra said that the establishment, merger of urban administrative units and adjustment of the boundaries of the above administrative units must ensure the fulfillment of the five conditions specified in Clause 2, Article 128 of the Law on Organization of Local Government and meet all the standards specified in Resolution No. 1211/2016/UBTVQH13.
Agreeing with the submission, Chairman of the Law Committee Hoang Thanh Tung said that the examining agency requested the Government to direct attention to the contents of arranging, organizing and training the staff, civil servants, public employees and workers to meet the management requirements of the urban government; have plans to arrange and organize the working headquarters and assets of agencies and organizations and the conversion of administrative documents for people when needed.
For Binh Duong province, the plan is to establish Tan Uyen city on the basis of the original natural area, population size, 10 wards and 2 communes of Tan Uyen town.
In Bac Ninh province,Establish Thuan Thanh town in Bac Ninh province on the basis of the original status of Thuan Thanh district. Of which, 10 wards (Ho, An Binh, Song Ho, Gia Dong, Thanh Khuong, Ha Man, Tram Lo, Tri Qua, Xuan Lam, Ninh Xa) were established from Ho town and 9 communes of Thuan Thanh district today.
Que Vo town was also established on the basis of the original status of Que Vo district. In which 11 wards (Pho Moi, Bang An, Cach Bi, Phuong Mao, Phuong Lieu, Dai Xuan, Viet Hung, Bong Lai, Phu Luong, Que Tan, Nhan Hoa) were established from Pho Moi town and 10 communes of Que Vo district today.
With An Giang province, established Tinh Bien town on the basis of the original status of Tinh Bien district. Of which, 7 wards (Tinh Bien, Nha Bang, Chi Lang, An Phu, Nhon Hung, Nui Voi, Thoi Son) were established on the basis of 3 towns (Tinh Bien, Nha Bang, Chi Lang) and 4 communes.
In addition, Da Phuoc town was established on the basis of the original status of Da Phuoc commune, An Phu district; Hoi An town was established on the basis of the original status of Hoi An commune, Cho Moi district.
For Quang Nam province, established 5 wards (Dien Thang Bac, Dien Thang Trung, Dien Thang Nam, Dien Minh, Dien Phuong) on the basis of the original natural area and population size of 5 communes of Dien Ban town.
Establish Trung Phuoc town on the basis of the original status of Que Trung commune, Nong Son district.
In Vinh Phuc province,Establish Kim Long town on the basis of the original status of Kim Long commune, Tam Duong district; establish Tam Hong town on the basis of the original status of Tam Hong commune, Yen Lac district; establish Dinh Trung ward on the basis of the original status of Dinh Trung commune, Vinh Yen city.
With Thai Nguyen province, establish Hoa Thuong town on the basis of the original status of Hoa Thuong commune, Dong Hy district. Merge the entire natural area and population size of Quan Chu commune into Quan Chu town, Dai Tu district.
For Ben Tre province, establish Tien Thuy town on the basis of the original status of Tien Thuy commune, Chau Thanh district; establish Tiem Tom town on the basis of the original status of An Thuy commune, Ba Tri district; establish Phuoc My Trung town on the basis of the original status of Phuoc My Trung commune, Mo Cay Bac district.
In Bac Kan province, established Van Tung town on the basis of the original status of Van Tung commune, Ngan Son district.
For Dak Lak province,Establish Pong Drang town on the basis of the original status of Pong Drang commune, Krong Buk district.
As for Tra Vinh province, adjusting 3.13 km2 of natural area and 490 people of Long Khanh commune (including the entire natural area and population of Phuoc Hoi hamlet) to Me Lang hamlet under the management of Ngu Lac commune.

Chairing the working session, Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized that the adjustment of administrative units will lead to millions of people changing their place of residence information, so it is necessary to review citizen identification and how the database will affect it to create the most favorable conditions for the people.
Reporting on this issue, Deputy Minister of Public Security Luong Tam Quang said that the National Population Database is being implemented "correctly, sufficiently, cleanly, and lively", and updated regularly, so when there is a resolution from the National Assembly Standing Committee, the grassroots police force will update and supplement it without any problems.

At the meeting, National Assembly Chairman Vuong Dinh Hue emphasized that our country has done very well in industrialization and modernization, and has done very well in national target programs, especially the new rural construction movement. The world highly appreciates Vietnam in this field and it is one of the bright spots in implementing the United Nations' millennium goals, which is the basis for moving to sustainable development.
Noting that most of the world's growth momentum comes from urban development and urban economy, the National Assembly Chairman said that, in addition to new rural construction, the urban development policy in our country has never been as strong as it is today.
However, Mr. Vuong Dinh Hue also noted the issue of urban development planning and appropriate resource allocation - which had not been implemented well in the past, resulting in low urban quality. Therefore, it is necessary to have a plan to strive to soon achieve the criteria set out in the resolution, improving the quality of urban planning and management.
After discussion, the National Assembly Standing Committee voted and agreed to pass 10 draft resolutions on the establishment of district- and commune-level administrative units in the above-mentioned provinces./.
