Details of criteria for poor and near-poor households according to new standards for the period 2022 - 2025
(Baonghean.vn) - The criteria for poor and near-poor households in the 2022 - 2025 period have many changes compared to before, especially income standards.
On the morning of September 14, the Department of Labor, Invalids and Social Affairs held an online conference to guide the process of reviewing poor households, near-poor households, and households with average living standards in the province.
Comrades: Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Doan Hong Vu - Member of the Provincial Party Executive Committee, Director of the Department of Labor, Invalids and Social Affairs chaired the conference. There were 45 connecting points including districts, cities and towns participating in this online conference.

The income standard for poor households has increased significantly compared to the old regulations.
On January 27, 2021, the Government issued Decree No. 07/2021/ND-CP stipulating multidimensional poverty standards for the period 2021 - 2025; The Prime Minister issued Decision No. 24/2021/QD-TTg dated July 16, 2021 stipulating the process and guiding the method of reviewing and classifying poor and near-poor households; determining the income of households working in agriculture, forestry, fishery, and salt production with an average living standard for the period 2022 - 2025. Therefore, this training course on the review process aims to determine data and analyze initial indicators for the entire period to guide the development of solutions to implement social security policies in the period 2022 - 2025, helping localities in the province integrate poverty reduction programs with socio-economic development programs in the area.

Accordingly, the multidimensional poverty measurement standards for the period 2022 - 2025, in the income criterion in rural areas from 700,000 VND, now increased to 1.5 million VND; in urban areas from 900,000 VND now increased to 2 million VND.
Criteria for the level of shortage of basic social services (6 services) include: employment, health care, education, housing, domestic water, sanitation, and information.

Indicators measuring the level of basic social service shortage (12 indicators) include: Employment; dependents in the household; nutrition; health insurance; adult education level; children's school attendance; housing quality; average housing area per capita; domestic water source; hygienic toilets; use of telecommunication services; means of accessing information.
According to the new regulations: The standard for poor households in rural areas is a household with an average monthly income per capita of 1.5 million VND or less and lacking 3 or more indicators measuring the lack of basic social services; In urban areas, a household with an average monthly income per capita of 2 million VND or less and lacking less than 3 indicators will be identified as a poor household according to the new standard.
However, when there are households that have not been identified in advance but when there is an application, the list must be re-determined based on practice.

At the training session, comrade Bui Dinh Long affirmed: To effectively carry out the task of reviewing poor households and near-poor households at the beginning of the period according to the multidimensional poverty standards for the period 2022 - 2025 and households with average living standards in the province, the entire political system must be involved; from the leadership of the Party Committee, the specific direction of the government and the synchronous, drastic, close and specific involvement of sectors and organizations... from the province to the grassroots.
Strengthen propaganda and communication to raise awareness of all levels, sectors and people about the multidimensional poverty standards for the period 2021 - 2025. People's Committees of districts, cities and towns direct the District Steering Committee to strengthen inspection, re-inspection and supervision at the grassroots level; if any unit is found to have inaccurate or inappropriate review results, it must be requested to promptly correct them and organize a re-investigation and re-inspection. "Especially avoid the situation of alternating poverty and avoid the situation of "running" to get poor households", the Vice Chairman of the Provincial People's Committee noted.
In the review work, avoid doing things carelessly and roughly, which can easily lead to mistakes and problems arising from the base. For example, 1 cow is also rated as 3 cows; 1 low-value motorbike is also rated as 1 high-value motorbike.
