The Prime Minister explained very clearly, concisely and to the point about the concerns, frustrations and aspirations of the people regarding the contents of the draft law.
Regarding the land lease term, the Prime Minister stated: "We will have to readjust the land lease term in accordance with the aspirations that the people have reflected." He also made it clear that this land lease is not a concession or land concession like Hong Kong and Macau of China before, but this is land lease, leased according to a certain process, the People's Committee annually submits to the People's Council the land lease price, not a permanent land allocation. Many people have been confused about this issue.
And the construction of special economic zones is not for a single country to monopolize investment, but for many other countries. Foreign investors coming here are according to the appropriate structure of each country with the necessary ratio.
The Prime Minister explained that the idea of offering a 99-year term is for special cases, such as important infrastructure, where businesses have to make huge investments and need to lease land long-term, that is the idea when offering incentives.
