Regarding the draft resolution regulating the collection rates, collection, payment, management and use of fees for temporary use of roadways and sidewalks on some roads servingwalking street, night streets in Vinh city; members participating in the review all agreed with the fee collection policy; at the same time, agreed on the fee payers and fee levels of organizations and individuals temporarily using the roadway and sidewalks of some routes serving the walking street and night streets in the city to do business, parking during the operating hours of the walking street and night streets in accordance with the planning, plans and regulations of the State on the management and use of roadway and sidewalks.

The purpose of fee collection is to serve the management, protection, environmental sanitation, security and order, fire prevention and fighting during the activities of the walking street and night street.

However, some members also raised concerns that the city has issued a project to collect fees on walking streets, but there is no project for night streets, while the draft resolution stipulates that it includes both walking streets and night streets.

Chairman of the Provincial People's Council Nguyen Xuan Son raised the question of how to handle the traffic of people living within the walking street and night street during the operation of the walking street and night street to ensure that their lives and activities are not disrupted and that the safety of the people is still ensured.people's rights.

The issues raised by the Provincial People's Council were accepted by the representatives of the Provincial People's Committee and the City People's Committee to continue to supplement the draft resolution more closely; at the same time, principles and rules for managing the activities of walking streets and night streets were proposed.

Also this morning, the Economic - Budget Committee of the Provincial People's Council organized the examination of a number of draft resolutions related tofinance - budget.

Including the draft resolution approving the adjustment of the state budget revenue settlement in the area, the local budget expenditure settlement in 2018 in Resolution No. 32/NQ-HDND, dated December 12, 2019 of the Provincial People's Council; the draft resolution approving the state budget revenue settlement in the area, the local budget expenditure settlement in 2019.

There are also draft resolutions adjusting the estimates of state budget revenue in the area, local budget expenditures and local budget allocation plans in 2020; draft resolutions on extending the period of stabilizing local budgets for the 2017-2020 period to 2021; draft resolutions approving the estimates of state budget revenue in the area, local budget expenditures and local budget allocation plans in 2021.

The Economic - Budget Committee of the Provincial People's Council also reviewed the report of the Provincial People's Committee on the State finance of Nghe An province in 2020; the report of the Provincial People's Committee on the work of practicing thrift and combating waste in 2020, and tasks in 2021.
