Comments on the level of spending for the election of deputies to the 15th National Assembly and People's Councils at all levels

On the morning of January 29, the Economic - Budget Committee of the Provincial People's Council held a meeting to review the draft resolution of the Provincial People's Council stipulating a number of expenditure levels for the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term. Draft resolution ofProvincial People's CouncilThe Provincial People's Committee assigned the Department of Finance to develop regulations on some expenditure levels for the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.

The draft is based on the Laws and regulations of the National Assembly and the Government; including Circular No. 102/2020/TT-BTC, dated November 23, 2020 of the Ministry of Finance guiding the preparation of estimates, management, use and settlement of funds.electorXV National Assembly deputies and People's Council deputies at all levels, term 2021 - 2026.

Specifically, the draft resolution of the Provincial People's Council stipulates the subjects of application, including the Provincial, District and Commune Election Committees; National Assembly Election Committees, Provincial, District and Commune People's Council Election Committees; Election Teams; sectors, agencies, units and localities in the province assigned tasks related to the election of deputies to the 15th National Assembly and People's Councils at all levels, term 2021 - 2026.

Regarding the content of expenses, it includes expenses for organizing conferences.Election CommissionAll levels convene and train officials participating in the election...; expenses for meetings, directing election inspection and supervision, receiving citizens, handling complaints and denunciations...; expenses for equipment serving the activities of the Election Committee.

Regarding the conference expenditure levels, they are applied according to a number of previously issued resolutions of the Provincial People's Council, including Resolution No. 19/2017/NQ-HDND, dated December 20, 2017 of the Provincial People's Council regulating a number of levels of business trip expenses and conference expenses in the province; Resolution No. 09/2009/NQ-HDND, dated July 12, 2019 of the Provincial People's Council regulating the expenditure levels for training and fostering cadres, civil servants and public employees of Nghe An province and Resolution No. 27/2016/NQ-HDND, dated August 4, 2016 of the Provincial People's Council regulating a number of spending regimes to ensure the operation of People's Councils at all levels in the province.

The expenditure levels for meetings, directing, inspecting and supervising elections of the Election Committees at all levels, the Vietnam Fatherland Front Committees at all levels, the Standing Committee of the Provincial People's Council, and subcommittees of the Election Committee; expenditures for drafting election documents; and allowances and support for means of transport for those directly serving in the election are specifically regulated at the three levels of commune, district and province.

Based on the draft prepared by the Department of Finance, at the meeting, the meeting participants highly appreciated the close preparation work of the Department of Finance and basically agreed with the draft content.

In addition, some opinions also suggested that the drafting agency should consider adding more subjects of application, such as the steering committee, sub-committees, and support groups for the Election Committees at all levels; and the Standing Committees of People's Councils at all levels, to serve as a basis for expenditure. Regarding the expenditure level, some opinions also suggested that the drafting agency should consider and adjust to ensure appropriate ratios between subjects.

Based on the opinions at the meeting, the Economic - Budget Committee of the Provincial People's Council requested the Department of Finance to accept, supplement and have a full explanatory report to send to the Economic - Budget Committee before submitting to the Standing Committee of the Provincial People's Council for approval at the 18th session of the 17th Provincial People's Council, term 2016 - 2021.
