Chairman of Nghe An Provincial People's Committee issued an urgent dispatch to respond to storm No. 2
(Baonghean.vn) - According to the North Central Hydrometeorological Station, it is forecasted that today, August 2, the storm may make landfall, causing thunderstorms, strong gusts of wind, and heavy rain in Nghe An province.
Faced with that situation, the Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue has just issued an urgent dispatch on responding to storm No. 2.
Implement plans to ensure safety for people and property
To proactively respond to storm No. 2, the Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue (PCTT - TKCN) requested the Chairman of the People's Committee - Head of the PCTT - TKCN Steering Committee of districts, cities and towns; the Provincial Military Command; the Provincial Border Guard Command, the Provincial Police; the Departments of: Transport, Construction, Education and Training, Health, Culture and Sports, Natural Resources and Environment, Agriculture and Rural Development, Industry and Trade, Tourism, Information and Communications, Foreign Affairs; Directors of irrigation and hydropower companies in the province and related units to implement the following contents:
Strictly implement the contents of Official Dispatch No. 1021/CD-TTg dated August 1, 2020 of the Prime Minister on focusing on responding to tropical depressions and floods and Official Dispatch No. 05/CD-TW dated July 29, 2020 of the Central Steering Committee for Natural Disaster Prevention and Control - National Committee for Incident, Disaster Response and Search and Rescue, Official Dispatch No. 07/CD-TW dated July 31, 2020 of the Central Steering Committee for Natural Disaster Prevention and Control - National Committee for Incident, Disaster Response and Search and Rescue.

For coastal areas and islands:Localities coordinate with the Provincial Border Guard Command, the Fisheries Sub-Department, Nghe An Port Authority and relevant units to continue to focus on checking and counting boats and vehicles operating at sea, strictly managing the departure of boats and vehicles (including transport ships and tourist boats), guiding movement and escape from dangerous areas or calling for safe shelters. Provide guidance on anchoring boats and deploying work to ensure safety for people and vehicles at shelters. Organize, guide reinforcement and implementation of measures to ensure safety and reduce damage to aquaculture cages and rafts.
For coastal, delta and urban areas:Localities urgently review plans for evacuation and relocation of residents, prepare forces and means to deploy plans to ensure the safety of people's lives in dangerous areas, especially in coastal areas, river mouths, areas at risk of deep flooding, landslides, on rafts, watchtowers for aquaculture, in weak and unsafe houses, in which it is necessary to pay attention to the prevention and control of Covid-19 epidemic in evacuation areas. Deploy plans to protect production, proactively drain water to prevent flooding in urban areas and protect agricultural production. Deploy measures to protect works, economic zones, industrial parks, factories, enterprises, warehouses, mines, coastal works under construction, mineral exploitation areas, and farms. Deploy measures to protect dykes according to the alarm level, especially for vulnerable sea dykes under construction; Prepare manpower and materials to respond and promptly handle incidents. Implement plans to ensure safety for people and property for tourism activities on islands and coastal areas.

For mountainous areas:Focus on reviewing areas at high risk of flash floods, landslides, and deep flooding during heavy rains; be ready to evacuate and relocate residents from dangerous areas to ensure people's safety. Safely operate irrigation and hydroelectric reservoirs; deploy measures to ensure the safety of dams and reservoirs, especially for critical dams and reservoirs. Proactively stockpile food, provisions, and essential goods in areas at risk of prolonged isolation due to floods; be ready with forces, materials, and means to overcome incidents and ensure smooth traffic on main traffic routes.
Proactively respond to potential bad situations
The Chairman of the Provincial People's Committee requested the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control to coordinate with the North Central Hydrometeorological Station and relevant agencies to closely monitor the developments of storms and floods; regularly update and announce dangerous areas at sea so that ships and means of transport do not enter and proactively escape from dangerous areas; promptly direct and urge departments, branches and localities to deploy response measures; monitor and direct the safe operation of large reservoirs in the province; report to the Chairman of the Provincial People's Committee for direction.

Department of TransportDirect measures to ensure safety for ships and means of transport; proactively arrange forces, materials and equipment in key areas at risk of landslides due to floods and rains to be ready to immediately handle incidents, ensuring traffic on main traffic routes.

The Chairman of the Provincial People's Committee also requested the agencies: Provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station and mass media to increase broadcasting time, report on the developments of storms and heavy rains so that authorities at all levels and people can proactively take precautions.
Departments, localities, and units must organize 24/7 duty to monitor the storm's developments; proactively direct responses to possible bad situations.
