Dear delegates, Provincial People's Council delegates, all voters and people of the province!

At this session, the Provincial People's Committee submitted 20 reports and 13 draft resolutions to the Provincial People's Council. Through monitoring, synthesizing discussions in groups and in the hall, and voters' opinions, the Provincial People's Committee found that the majority of the Provincial People's Council delegates basically expressed their agreement and basically agreed with the content of the reports and draft resolutions, especially highly appreciating and agreeing with the report on the implementation of socio-economic development tasks in 2022, directions and tasks in the socio-economic plan for 2023 that the Provincial People's Committee submitted to the Provincial People's Council at this session.

Among the opinions expressed by the Provincial People's Council delegates, the Provincial People's Committee recognized many responsible, frank, profound, practical, and constructive opinions. In addition to acknowledging the results achieved, the opinions pointed out many existing problems and limitations that the Provincial People's Committee must continue to consider and overcome in the coming time. Regarding the issues that voters proposed, the important thing is the results of their resolution. The Provincial People's Committee recognized that many issues have not been resolved due to objective and subjective reasons. In the coming time, the Provincial People's Committee will continue to direct departments, branches, and localities to pay attention to resolving them, achieving the wishes and concerns of voters.

Dear delegates, voters and people of the province!

2022 is an extremely difficult year. Right from the beginning of the year, we have had to face the Covid-19 pandemic; developments and fluctuations in raw material prices and essential energy prices have greatly affected the implementation of socio-economic development tasks. Near the end of the year, we continued to be affected by natural disasters, floods, inundations, flash floods, and landslides in Ky Son district, which have greatly affected localities and the implementation of socio-economic development tasks.

However, with the leadership, direction, unity, and solidarity of the entire political system, and the support of the people and businesses, we have achieved positive and comprehensive results in socio-economic development with many bright spots. Growth, budget collection, investment attraction, cultural and social fields, education and training, health care for the people, ensuring national defense and security, social order... have basically all met and exceeded the planned targets.

Based on the results achieved, the Provincial People's Committee has summarized 3 lessons:

The first,solidarity, unity, and proactive leadership and direction of the Provincial Party Committee and Party committees at all levels.

Monday,coordination, sharing, and support to carry out common tasks. This is demonstrated by the fact that the Provincial People's Council has organized 7 sessions, including 5 thematic sessions, issued 84 Resolutions, basically all of which are to solve issues related to socio-economic development tasks, ensuring national defense and security, and foreign affairs.

Tuesday,In solving work, select key points to handle and arrange resources to implement.

In addition to the achieved results, the Provincial People's Committee also frankly acknowledged the existing problems and limitations; of which there are 3 problems and limitations that need to be focused on to continue to resolve and overcome:

The first,In some specific cases, it has not been possible to promptly grasp the situation to promptly resolve difficulties for production and business activities of enterprises and some issues related to people's lives, especially in the context of 2022 with many new arising problems.

Monday,disbursement of public investment capital and implementation of 3 national target programs. This is an issue that has been explained, but the subjective cause is that there is still a lack of initiative; some sectors and localities consider this task to be the responsibility of the government and investors; the leadership participation of the Party Committee and the supervision of the Provincial People's Council delegates have not promptly resolved obstacles and difficulties, especially issues related to the implementation of project procedures.

Tuesday,Administrative reform has changed but has not met the requirements to solve the problems that people and businesses want. In particular, the coordination between sectors and localities in resolving administrative procedures has not been guaranteed to achieve the goals. In the current situation, the public service awareness and ethics of a number of cadres and civil servants in performing public duties are not good, in this issue the responsibility of the head, there is still a situation"clear above but not below"

Regarding the 2023 plan, the context is extremely difficult. Issues such as exchange rates, interest rates, inflation, and market instability lead to a decrease in demand for orders, affecting the production and business of enterprises, affecting the lives and jobs of workers. Therefore, the proposal of the GRDP growth target of 9-10% in 2023 has been considered and weighed by the Provincial People's Committee. This is a relatively appropriate target, although this target is lower than the average target in the Resolution of the 19th Provincial Party Congress (9.5 - 10.5%).

To achieve the above goals and targets, the Provincial People's Committee has set out 12 main groups of tasks and solutions. Immediately after the end of the session, the Provincial People's Committee will immediately deploy the Resolutions of the Provincial People's Council to carry out the tasks of socio-economic development, ensuring national defense and security, and foreign affairs in 2023; promptly assign the plan and state budget estimate for 2023 to sectors and localities for implementation. In operation, the Provincial People's Committee will proactively develop scenarios and assign monitoring tasks to carry out the tasks.

In 2023, the Provincial People's Committee will focus on 5 key tasks with major and important contents.

The first,Review and evaluate the goals and targets in the Resolution of the 19th Provincial Party Congress for better implementation. Because this is an important year, thereby creating the premise to implement and complete the goals and tasks of the 19th Provincial Party Congress.

Monday,The Provincial People's Committee will coordinate to summarize 10 years of implementing Resolution No. 26 of the Politburo on the development of Nghe An province; on that basis, submit for promulgation a new Resolution. From the perspective of the Provincial People's Committee, it will specify in advising on promulgating additional mechanisms and specific features for the province's development.

Tuesday,After the Provincial Planning for the 2021-2030 period, with a vision to 2050, is approved, the Provincial People's Committee will organize the announcement and effective implementation of the planning.

Wednesday,Continue to implement two strategic infrastructure projects: Cua Lo deep-water seaport and upgrading and expanding Vinh International Airport.

Thursday,Focus on developing and submitting to competent authorities for approval the Project to expand the administrative boundaries and urban space of Vinh city; the Project to adjust and expand the Southeast Economic Zone so that the province has more room to attract investment and realize the province's development goals.

In addition, the Provincial People's Committee will resolutely carry out the tasks of disbursing public investment capital, implementing 3 National Target Programs; caring for and ensuring culture - society, social security, ensuring health care, medical examination and treatment for people; connecting and creating jobs.

Besides, the Provincial People's Committee will promote administrative reform in the spirit of"Government serves and accompanies people and businesses", remove and solve practical problems, not pointing out difficult, incorrect problems that cannot be solved.

Focus on improving the investment and business environment, enhancing the province's competitiveness index and capacity to attract more investment resources; focus on implementing Resolution No. 09 of the Provincial Party Committee on digital transformation. In particular, the immediate task is to effectively implement Project No. 06 of the Government.

The Provincial People's Committee will continue to promptly grasp and promptly resolve issues that voters and people are concerned about and public opinion reflects; coordinate with sectors and localities to resolve them right at the grassroots level, avoiding complicated and unstable issues in the localities in particular, as well as in the province in general, ensuring stability for the province's socio-economic development.

Dear delegates of the Provincial People's Council, dear voters and people of the province!

With the spirit of promoting the results achieved in 2022 as well as in the past time, the spirit of solidarity, unity, and joint efforts of the entire political system; under the close and specific leadership and direction of the Provincial Party Committee; with the effective coordination and supervision of the Provincial People's Council, the Provincial Fatherland Front Committee, and social organizations and unions, the Provincial People's Committee will continue to implement and complete the goals and targets set for 2023 with the motto“Innovation - Discipline - Efficiency”.

The Provincial People's Committee hopes that the agencies: Provincial Party Committee, Provincial People's Council, branches, localities, and Provincial People's Council delegates will pay attention, accompany, and support the Provincial People's Committee to achieve the common development goals of the province.
