Chairman of the Provincial People's Committee: Must be highly determined, make great efforts, and take action right from the first days of 2021

On the morning of December 24, under the chairmanship of Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held a regular meeting for December 2020. A YEAR OF OVERCOMING DIFFICULTIES

Reporting on the socio-economic situation in December 2020, Mr. Nguyen Xuan Duc - Director of the Department of Planning and Investment said,Due to the impact of floods and rains, the production plan for some winter crops in 2020 has not met the plan, and the African swine fever situation is still complicated.

The Industrial Production Index (IIP) in December 2020 increased by 2.13% compared to November 2020 and increased by 16.15% compared to the same period in 2019. Of which, the mining industry increased by 6.55%, the processing and manufacturing industry increased by 8.82%. However, the production situation of some enterprises still faces many difficulties, slow consumption, reduced orders, disruptions in supply chains and trade flows.

During the month, total retail sales of goods; revenue from accommodation and food services all increased; but the number of tourists was only equal to89% compared to the same period in 2019. Capital mobilized in the area reached 164,068 billion VND, an increase of 17% compared to the beginning of the year.

According to the General Statistics Office, as of December 20, 2020, the disbursement rate of public investment capital in the province reached 76.01% of the assigned plan and 75.63% of the detailed assigned plan. However, the disbursement progress of some projects and works of the industry and localities has not met the requirements.

As of December 20, 2020, there are still 78 projects with disbursement rates below 60% of the plan; 7 district-level units have disbursement rates below 70%, of which 1 unit has a disbursement rate below 40%.

By mid-December 2020, 80 new projects were licensed, with a total registered capital of VND 8,332.28 billion, and 17 projects with a total land area of ​​nearly 180 hectares were terminated, bringing the total number of revoked projects to date to 185. Budget revenue for the 12 months is estimated at VND 15,992 billion, reaching 105.1% of the estimate, equal to 96.3% compared to 2019.

The socio-cultural fields continue to receive attention; measures to prevent and control the Covid-19 pandemic continue to be ensured. National defense and security continue to be firmly consolidated, social order and safety are ensured.

At the meeting, localities: Vinh City, Cua Lo Town, Anh Son, Ky Son, Nghi Loc... raised difficulties, problems, proposed and recommended solutions to effectively implement the set goals and tasks.

Leaders of the Departments of Agriculture and Rural Development, Natural Resources and Environment, Tourism, Science and Technology, Labor, Invalids and Social Affairs reported on the tasks of the sector and proposed recommendations and solutions for implementation.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa suggested that Nghi Loc and Dien Chau districts pay attention to site clearance work to attract foreign investors. The Management Board of the Southeast Economic Zone coordinates with the Department of Planning and Investment to actively advise the province on building social infrastructure such as housing for experts and technical staff to attract many FDI projects...

DETERMINED, EFFORT FROM THE FIRST DAYS OF THE YEAR

Concluding the meeting, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee assessed that although 2020 faced many difficulties, the socio-economic development results of the province were positive, at a fairly good level compared to the general level of the whole country.

The Chairman of the Provincial People's Committee emphasized that 2021 is the first year of implementing the 5-year Socio-Economic Plan for the period 2021-2025, in a context that still faces many difficulties and unpredictability. In addition, the goals, tasks and targets set for 2021 are very important and challenging. Therefore, it is recommended that all levels, sectors and localities, from the beginning of the year, must set high determination, make great efforts and take specific actions to join hands in implementing the tasks of 2021.

To achieve the goals and targets in 2021, the Chairman of the Provincial People's Committee outlined 7 groups of key tasks and solutions in the first quarter and the whole year of 2021. The first task, according to the Chairman of the Provincial People's Committee, is to immediately start implementing programs and projects according to the Action Program of the Provincial Party Committee and the Action Plan of the Provincial People's Committee, with the determination to complete them within the first year of the term.

At the same time, focus on immediately implementing 25 Resolutions just passed by the Provincial People's Council meeting. The sectors are assigned the task of advising the Provincial People's Committee to implement the plan before December 30, 2020. Sectors and localities, based on the assigned targets and tasks, must develop growth scenarios and propose specific solutions for implementation.

Regarding the work of preventing and combating the Covid-19 epidemic in 2020, the Chairman of the Provincial People's Committee gave a very good assessment. However, in the face of unpredictable developments of the pandemic, the province must continue to do this work well without being subjective or negligent. In particular, measures must be strengthened to prevent sources of infection during the time when many people return to their hometowns for Tet.

In addition, sectors and localities continue to focus on removing obstacles and difficulties, promoting investment attraction. Right from the beginning of the year, it is necessary to prepare the most favorable conditions, especially in terms of land and human resources. The agricultural sector focuses on promoting spring crop production and preventing diseases in livestock. The industry and trade sector focuses on supporting and implementing large industrial projects that have been and will be implemented in the area.

Preparing for the Lunar New Year, the head of the provincial People's Committee requested all levels, sectors and localities to carefully prepare conditions for people to celebrate Tet safely and healthily, creating an atmosphere of competition and excitement in production and business. In particular, it is necessary to pay attention to social security work, fully and promptly implement policies for people with meritorious services, support the poor, and prevent people from going hungry during Tet.

Based on their functions and tasks, sectors shall proactively prepare goods sources, strengthen market management; meet people's travel needs during Tet and the 2021 festival season; strengthen food hygiene and safety; organize entertainment and festival activities in a solemn and economical spirit; ensure social order and safety for people to celebrate Tet.

The Chairman of the Provincial People's Committee also requested all levels, sectors and localities to pay attention to reviewing revenue sources and ensuring strictness from the very first days of the year. Regarding the disbursement of public investment capital, the Chairman of the Provincial People's Committee said that the results were not really convincing, there were still many localities with a disbursement rate of less than 60%. For the 78 projects with a disbursement rate of less than 60%, sectors and localities must focus on directing and promptly handling problems. Entering 2021, sectors and localities must focus on directing the disbursement of public investment capital from the first days of the year, striving to achieve the highest rate, striving to have many sectors and localities with a disbursement rate of 100%.

Assessing that administrative reform work in 2020 had made progress, but still had many limitations, the head of the Provincial People's Committee requested that sectors and localities continue to promote this work in 2021, on the basis of strongly applying IT. In particular, measures must be taken to improve the responsibility, awareness, and ethics of public servants; and to determine the exemplary responsibility of leaders from the provincial to communal levels.

At the meeting, the Provincial People's Committee listened to and approved the report on foreign affairs in 2020, the plan for 2021; the draft Decision of the Provincial People's Committee stipulating the scope of the surrounding area and cases of marking the boundary of the protection area of ​​irrigation works, the protection corridor of level IV and level V dykes in the province; Draft Project "Organizing forces, training, activities to ensure regimes and policies for militia and self-defense forces in the period of 2021-2025 in the province"; Draft Resolution of the Provincial People's Council "on the number of Deputy Commanders of the Commune-level Military Command, a number of regimes and policies for militia and self-defense forces and decentralization of tasks to carry out militia and self-defense work in the province".
