Chairman of the Provincial People's Committee: Why does Do Luong develop but have no breakthrough?

Chairman of Do Luong District People's Committee Phung Thanh Vinh reported to the working delegation on the socio-economic situation, national defense and security in 2018 and the first two months of 2019; key tasks in the coming time.

Accordingly, in 2018 compared to 2017, the total annual production value increased by 13.37%, the total added value increased by 14% compared to 2017. The average production value per capita reached 81.61 million VND; the average income per capita reached 45.18 million VND/person/year. The total budget revenue in 2018 reached nearly 244 billion VND and in the first 2 months of 2019 reached more than 32 billion VND.

In 2018, Do Luong had 5 communes recognized by the Provincial People's Committee as meeting new rural standards; bringing the total number of communes in the district to 17/32 meeting the standards. Do Luong Town has also been recognized by the Provincial People's Committee as a Type V Urban Area.

In the field of culture and society, Do Luong stands out as maintaining its tradition of being a land of learning, always ranking at the top of the province. Up to now, the whole district has 67/95 schools meeting level 1 standards, of which 21 schools have met both level 1 and level 2 standards.

Up to now, in the district, there are 1,579 poor households, accounting for only 2.81% and 3,882 near-poor households, accounting for 6.91%.

Local defense and military work has been strengthened, consolidated, and improved, and the fight against all types of crime in the area has been effectively carried out.

At the meeting, Secretary of Do Luong District Party Committee Ngoc Kim Nam affirmed that developing Do Luong commensurate with its potential and tradition is a great responsibility that needs to be carried out.

In 2019, Do Luong district continued to closely follow and implement the 4 breakthroughs identified by the Resolution of the 20th District Party Congress, term 2015 - 2020, such as: promoting economic restructuring; accelerating the urbanization rate associated with implementing the national program on new rural construction; promoting administrative reform; attracting investment, building industrial clusters and points, creating economic growth poles with spillover effects in economic restructuring...

At the meeting, leaders of many departments and branches of the province highly appreciated the potential, especially the geographical location of the district, and at the same time proposed a number of solutions so that the locality can exploit the potential well.

Director of the Department of Industry and Trade Hoang Van Tam suggested that the district focus on implementing well the town planning work with a vision for the town, thereby creating a basis to attract trade, services, real estate, and industry.

Sharing the same view, Deputy Director of the Department of Planning and Investment Nguyen Huu Mao said that, besides promoting the district's strengths, Do Luong needs to continue to coordinate with provincial departments and branches to carry out investment attraction and develop commercial centers...

Deputy Director of the Department of Agriculture and Rural Development Nguyen Van Lap highly appreciated the effectiveness of the district's farm and household economic development, with the number accounting for a large proportion of the province, and suggested that the district continue to promote this direction, associated with the implementation of the National Target Program on new rural construction.

How to reposition Do Luong?

Vice Chairman of the Provincial People's Committee Le Hong Vinh suggested that it is necessary to calculate to plan Do Luong in conjunction with the vision of regional connectivity based on convenient transportation, thereby planning an urban area worthy of a town.

In addition, according to the Vice Chairman of the People's Committee of Do Luong province, land funds will be reserved for industrial development; at the same time, focusing on tourism development, especially tourism based on historical, cultural and spiritual relics.

After listening to the opinions of the working group members, comrade Thai Thanh Quy concluded the meeting. Accordingly, the Chairman of the Provincial People's Committee acknowledged the results that the district achieved in the past year in all fields, especially the basic indicators that have achieved positive developments.

However, the Chairman of the Provincial People's Committee also expressed concern that Do Luong's development has not met expectations and suggested that the district should "reposition Do Luong's position. Because currently, although it is located at the western gateway of the province, bordering 6 districts, has a revolutionary tradition, academia, and many favorable conditions, Do Luong has developed but has not made a breakthrough.

On that basis, the Chairman of the Provincial People's Committee suggested that Do Luong must first focus on planning work, in which urban space planning is very important; only then can we identify what needs to be done and plan other development issues.

The Chairman of the Provincial People's Committee also requested Do Luong to focus on attracting investment. Accordingly, in addition to the industrial sector, it is necessary to pay attention to attracting investment in the following sectors: Agriculture, tourism, services; especially targeting strategic investors.

In the field of agriculture and rural areas, the head of the Provincial People's Committee emphasized that Do Luong needs to review and re-evaluate effective models, farms and ranches to find solutions for replication.

On the other hand, implementing the National Target Program on new rural construction, comrade Thai Thanh Quy emphasized the spirit of implementation is to ensure certainty, methodical, avoid excessive contributions from the people and achievement disease and have effective solutions to mobilize and take advantage of resources.

The Chairman of the Provincial People's Committee requested Do Luong to effectively exploit the value of land funds; do a good job of managing natural resources and minerals; take care of the health sector; and promote the role of the self-management group model to contribute to ensuring national defense and security.

In particular, comrade Thai Thanh Quy emphasized that Do Luong focuses on standardizing the team, especially at the commune level. Accordingly, from now on, the district must carefully select and evaluate each commune-level unit, creating a premise for having a quality team of cadres after the Party Congresses at all levels for the 2020-2025 term.

The head of the Provincial People's Committee also emphasized the spirit of administrative reform in 2019 and requested the district to carry out this issue well, to accompany the province to have a successful year of administrative reform.

The Chairman of the Provincial People's Committee also responded and pointed out specific directions for handling Do Luong's recommendations.
