Chairman of the Provincial People's Committee: Vinh City needs to identify priority areas when attracting investment

Attending the meeting were comrades: Phan Duc Dong - Member of the Provincial Party Committee, Secretary of Vinh City Party Committee; Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee; representatives of the leaders of the Departments of Construction, Planning and Investment, Finance, Science and Technology, Information and Communications and related agencies and units.

Building Vinh city to develop comprehensively

Opening the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy affirmed that the Conference on mobilizing resources to develop Vinh city is an important event not only for Vinh city but also for Nghe An province. This is an opportunity to review the results of implementing Decision No. 2468/QD-TTg (Decision No. 2468) dated December 29, 2015 on approving the Project to develop Vinh city into an economic and cultural center of the North Central region by 2020 in the spirit of Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks of developing Nghe An province by 2020.

According to Chairman of the Provincial People's Committee Thai Thanh Quy, the conference can also be considered an activity to attract investment into Vinh city at a time when the implementation period of Decision No. 2468 is still one year away. The purpose of the conference is to mobilize all resources and economic sectors to build Vinh city to develop comprehensively and strongly.

Speaking at the meeting, representatives of Vinh city leaders, departments and branches also mentioned a number of contents related to the project to build and develop Vinh city into a cultural and economic center of the North Central region in the spirit of Resolution No. 26 of the Politburo.

Assessment at the working session showed that after 3 years of implementing Decision No. 2468 of the Prime Minister, the average growth rate of Vinh city in the period of 2016-2018 reached 8.54% (target is 12.5 - 13.5%); Average added value per capita in 2016 reached 68.4 million VND, in 2018 reached 84.5 million VND, 2.23 times higher than the average level of the province. The economic structure shifted in a positive direction, in 2018 services accounted for 66.61%; industry - construction accounted for 32.07%; agriculture remained at 1.32%. Budget revenue (domestic revenue) has grown quite well and is relatively stable, the average for the period 2016-2018 was 2,338.2 billion VND, 1.59 times higher than the period 2011-2015; in 2018, domestic revenue reached 2,426.3 billion VND, of which: regular revenue reached 1,111.5 billion VND, revenue from land use rights reached 1,314.8 billion VND...

However, according to the assessment, those results are not commensurate with the potential and set goals. Vinh City has not had a breakthrough compared to other cities in the North Central region, especially in terms of regional connectivity, high-quality human resource training, and a lack of synchronous urban infrastructure systems...

The specific mechanisms and policies for the city are unclear and have not created the driving force for the city to develop. The resources for investment and development of the city mainly rely on land use fees. One of the solutions to overcome the limitations is to call for investment and seek solutions for Vinh city to promote its potential advantages.

Identify priority investment areas

Therefore, Chairman of the Provincial People's Committee Thai Thanh Quy requested that, in order for the conference to be effective, Vinh city must accurately assess the implementation of Decision No. 2468, thereby drawing lessons in performing tasks.

For large projects, the city needs to identify a specific list of priorities, including projects in the public and private sectors. On that basis, there will be solutions to overcome difficulties and call for investors to participate in accordance with the socialization policy. However, the Chairman of the Provincial People's Committee also emphasized that for investment projects in the private sector, Vinh city needs to implement them based on the province's thinking and vision and in the spirit of Decision No. 2468, not depending on the investment needs of enterprises, along with having reasonable policies and mechanisms for enterprises and investors in the city.

In order for the conference to mobilize the city's resources to achieve the set goals, the province will coordinate with the city to connect and work with central ministries and branches, thereby consulting and identifying priority areas to call for and attract investment in Vinh city.

The conference is expected to officially take place in early September 2019, so preparations must be very urgent and detailed. On the evening of September 7, a special exchange program with the theme "Heroic Ben Thuy" will take place. Here, the province will introduce the planning of Vinh - Cua Lo Boulevard and report on the results of implementing Decision No. 2468 of the Prime Minister.

Chairman Thai Thanh Quy also directed the establishment of the conference organizing committee and assigned tasks to the standing committee and related members, in which Nghe An Newspaper and the provincial Radio and Television Station play the leading role in information and propaganda work.
