Working with the provincial working delegation, the representative of the Provincial Police Detention Center said that the election preparation work is being carried out urgently, especially the propaganda work, dissemination of election regulations, principles and voting procedures for detainees. Currently, in addition to propaganda through slogans, billboards, posters at the camp gate, in the detention area and prisons, propaganda is broadcast through the loudspeaker system twice a day, each session lasts 30 minutes.

Coordinated with the Nghi Kim Commune Election Committee to compile a list of 100% of voters who are detained or imprisoned according to the provisions of Clause 5, Article 29 of the Election Law. Organized the posting of the voter list at the Detention Center from April 13, 2021 according to the provisions of Article 32 of the Election Law; at the same time, posted the voter list at each prison for the convenience of detainees and prisoners.

After posting the voter list, the Election Committee regularly reviewed and updated the voter list when new detainees were brought to the detention center, transferred to another detention facility, or when preventive measures were replaced or canceled, or when a verdict became legally effective, etc.

The list of candidates for the National Assembly and the People's Council of Nghe An province has been posted in the detention area and printed and posted in the prisons; at the same time, the election team has assigned members and mobilized commanders and officers of the Prison Management Team to go to each detention cell to read the brief biography of each candidate for the National Assembly and the People's Council of Nghe An province to the detainees and prisoners so that they can grasp the information and properly exercise their right to vote.

Due to the complicated developments of the Covid-19 epidemic, the Provincial Police Detention Center is trying to fulfill two dual tasks, both completing the required contents of the election work, ensuring the exercise of the voting rights of detainees and prisoners according to the provisions of law, ensuring 100% of voters participate in voting, electing enough National Assembly deputies and People's Council deputies of Nghe An province, while doing a good job of disease prevention, ensuring absolute security and safety of the Detention Center... Accordingly, the Provincial Police Detention Center has prepared 1 main ballot box and 2 mobile auxiliary ballot boxes to each detention cell and treatment cell for voters to receive ballots and conduct the election.

Develop a specific scenario for the election

Through the inspection at the Provincial Police Detention Center, the working group acknowledged the careful preparation of work related to the election, ensuring compliance with legal regulations and on schedule. Up to now, the material conditions, means, human resources, and resources for the election have been basically guaranteed.

On behalf of the working delegation, Comrade Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province, Vice Chairman of the Provincial Election Committee noted that the Provincial Police Detention Center continues to strengthen its direction in election propaganda work in forms appropriate to the actual situation, along with promptly grasping the situation and thoughts of detainees and prisoners to promptly motivate and encourage them to fully exercise their rights and obligations. Develop a scenario for which room or cell to vote first, which room or cell later, ensuring time; Classify detainees and prisoners with decisions on release on bail... to provide specific instructions for them to return to their permanent residence to exercise their right to vote.

Regarding the officers and soldiers of the Detention Camp, it is necessary to be flexible in reporting to the local election committee so that the officers and soldiers working at the unit can participate in the election at the camp. At the same time, it is necessary to base on the directives of the Health sector and the Election Committees at all levels to direct and promptly implement the best medical care, prevention and control of the Covid-19 epidemic, ensuring a safe and successful election.
