(Baonghean.vn) - Working with Thanh Chuong district regarding planning work, the provincial National Assembly Delegation suggested that during the planning process, it is necessary to focus on getting people's opinions and seeking feedback from scientists and experts to improve the quality of planning.

Mobilizing social resources for planning
According to the report from Thanh Chuong District People's Committee, implementing the LawplanningIn 2017, the district actively coordinated with the consulting unit to complete the contents within the scope of responsibility related to the development field in the district.
Along with that,Thanh Chuonghas also completed and submitted to the Provincial People's Committee for approval the District Land Use Plan for the period 2021-2030; coordinated with provincial departments and branches to establish a Master Plan for the expansion of Thanh Chuong town; detailed planning of 5 urban areas in the district, including Thanh Chuong town urban areas, Thanh Dong, Yen Son, Linh Truong and Ro urban area.

Thanh Chuong district is also proactive in establishing, appraising, approving, and adjusting planning within its authority, such as general planning for commune construction; planning for dividing residential land plots to serve land allocation and auction; planning for resettlement areas; detailed planning for construction of social infrastructure works, technical infrastructure at commune and town levels, etc.
In addition, Thanh Chuong district also raised some concerns and difficulties. That is, in coordinating the implementation of the tasks of integrating provincial planning, consulting units have not organized direct work in the field but only rely on data and analysis through reports; the orientations proposed are basically from the district's proposed opinions, there are not many proactive and creative solutions from the consulting units.

On the other hand, because the district planning is carried out simultaneously with the provincial planning tasks, the implementation process in the next steps is difficult to ensure consistency between the types of planning. Currently, the planning for the construction of functional areas has not been implemented: economic zones, industrial zones, export processing zones, high-tech zones; tourist areas; research and training areas; sports areas suitable to local practical conditions to create favorable conditions for investment attraction.
Along with that, the local budget allocated for planning work is not enough to synchronously implement the plans; meanwhile, the resources to attract socialization to serve this work are still limited.
From that reality, Mr. Trinh Van Nha - Chairman of Thanh Chuong District People's Committee proposed that the province study to remove obstacles for district-level units to speed up progress and ensure synchronization between plans.

Focus on preserving common space when adjusting planning
At the meeting, based on the report and proposals of Thanh Chuong district, members of the monitoring delegation suggested that Thanh Chuong district, in the process of making plans, especially district-level plans, should pay attention to inviting experts to review, improve the quality of strategic development plans, avoid just "waiting" for the appraisal role of specialized agencies; focus on the unique architectural identity of the locality, exploit potentials and advantages, and ensure development competitiveness.
In adjusting all types of planning, including the general planning of the commune, it is necessary to respect the approved common space, meet the requirements of strategic vision, avoid "distortion" after adjustment, including identity, community functions...

Concluding the meeting, in addition to appreciating the proactive attention to implementing the Planning Law, comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation also requested attention to a number of issues.
Regarding coordination in implementing provincial planning, the district needs to work with consulting units to find solutions to review, analyze, and integrate information into provincial planning to ensure quality; at the same time, continue to coordinate with provincial departments and branches in implementing sectoral and field planning, which is both appropriate and has development linkages.

Along with that, the district also needs to speed up the implementation of the district planning; at the same time, implement the rural urban planning, general urban planning and Thanh Chuong town urban planning in parallel to ensure the progress of the planning, avoid waiting for the higher level planning to be completed before making the lower level planning. After the planning is approved, the district needs to focus on implementation, limit adjustments, if there are adjustments, it must ensure that the common space is maintained.
