Implementing the working program with Nghe An province on the results of 10 years of implementing the Resolution of the 7th Central Committee (10th tenure), on the morning of May 11, the National Assembly delegation led by Comrade Nguyen Minh Son - Deputy Chairman of the National Assembly Economic Committee, member of the Central Steering Committee to summarize 10 years of implementing the Resolution of the 7th Central Committee (10th tenure) on agriculture, farmers and rural areas, continued to work with the Standing Committee of the Provincial Party Committee. Also attending was Comrade Truong Minh Hoang - Deputy Chairman of the National Assembly's Law Committee.

Agriculture develops at high speed

Implementing the Resolution of the 7th Central Committee (10th tenure) on agriculture, farmers and rural areas, Nghe An Provincial Party Committee has organized study and dissemination to all cadres and party members in the entire Party Committee from the province to the grassroots level; organized propaganda and mobilization; issued an Action Program, established inspection teams, and urged the implementation of Resolution 26 and Conclusion No. 97-KL/TW, especially on new rural construction.

The work of building plans, programs, projects, and major projects on agricultural and rural development until 2015, with a view to 2020, has been focused on implementation. The fields of agriculture, forestry, irrigation, and fisheries have been reviewed, adjusted, and supplemented with plans until 2020. The programs and projects have been approved and implemented effectively.

Up to now, the growth rate of agricultural, forestry and fishery production value:The average of 10 years (2008 - 2017) reached 4.68%; expected to reach 4.5% in 2018; The economic structure within the sector shifted in the right direction, the proportion of agriculture decreased, forestry and fishery increased.

Agricultural production is rapidly shifting to commodity agriculture, increasing value per unit area, ensuring food security and raw materials for processing and export industries, developing concentrated livestock farming in the direction of farms, family farms, industry, and high-tech applications.Many concentrated raw material areas have been formed such as: tea over 7,500 hectares; sugarcane over 26,000 hectares; aquaculture over 2,000 hectares... Forestry production has many positive changes, with increasing socialization.

Implementing the National Target Program on New Rural Construction, Nghe Anachieved many good results, the rural appearance is increasingly prosperous. By December 2017, the whole province had 181/431 communes meeting the NTM standards, accounting for 42%; the average number of criteria reached 14.54 criteria/commune, an increase of 10.9 criteria/commune compared to 2010 (3.64); 03 district-level units: Thai Hoa town, Vinh city, Nam Dan district completed the task, meeting the NTM standards.

To build a comprehensive, modern and sustainable agriculture, Nghe An sets the target of an average growth rate of agricultural, forestry and fishery production value in the period of 2016 - 2020 of 4.5 - 5.0%/year; in the period of 2020 - 2025 and by 2030 of 4.5 - 5.0%/year. The average output value per hectare of cultivated land by 2020: 80 - 90 million VND/ha; By 2030: 110 - 120 million VND/ha.

By 2020, the whole province will have 61.5% of communes meeting NTM standards, equivalent to 265 communes, an average of 16.5 criteria/commune; successfully build 03 model NTM communes, 10 standard villages (according to Decision 1263/QD-UBND of the Provincial People's Committee) and 03 district-level units meeting standards, completing the task of building NTM.

Improve income of people in rural areas

That is the opinion that the members of the working group emphasized, suggesting that Nghe An focus on clarifying. “The core goal of the resolution is the income of people in rural areas, however, the report has not mentioned it clearly. Nghe An - a province mainly based on agriculture, therefore, the province needs to pay special attention to creating jobs and increasing income for rural people” - Comrade Trinh Van Mon - Deputy Director of the Department of Rural Development, Deputy Chief of the Central Office of the National Target Program on New Rural Development emphasized.

Considering that the issue of agriculture, farmers and rural areas is of great significance to the economic development of the province, many delegates suggested that Nghe An should continue to mobilize all resources for development investment; build infrastructure to serve agricultural and rural production; and synchronously apply scientific and technological advances to increase productivity, quality and value of agricultural, forestry and fishery products.

At the meeting, comrades: Deputy Secretary of the Provincial Party Committee Nguyen Van Thong; Hoang Nghia Hieu - Member of the Provincial Party Committee, Director of the Department of Agriculture and Rural Development clarified a number of issues that delegates were interested in; at the same time, emphasized that the potential and room for agricultural development in Nghe An is still very large, hoping to continue to receive attention from central ministries and branches to support investment in the local agricultural sector.

After 10 years of implementing the Resolution of the 7th Central Committee (10th tenure) on agriculture, farmers and rural areas, Nghe An has achieved many remarkable results; The face of the countryside has changed a lot, people's lives have been improved. However, the Deputy Secretary of the Provincial Party Committee said that the implementation process still has shortcomings. Taking the example of the new rural program, he said that in reality, there are still signs of chasing achievements, not paying much attention to investing in production but focusing too much on infrastructure, rural environmental work is still inadequate, not receiving due attention....

National Assembly delegation conducts survey in Quynh Luu

In his concluding remarks at the meeting, Comrade Nguyen Minh Son - Vice Chairman of the National Assembly Economic Committee acknowledged and highly appreciated the achievements of Nghe An after 10 years of implementing Resolution 7 of the Central Committee (10th tenure) on agriculture, farmers and rural areas. Regarding solutions in the coming time, the Vice Chairman of the National Assembly Economic Committee requested to continue to widely propagate and mobilize to continue raising new awareness about agriculture, farmers and rural areas. Promote restructuring of the agricultural sector, comprehensive development towards modernization; develop industries, occupations and services to shift the rural economic structure. Pay attention to ensuring social security in rural areas, especially in remote areas, ethnic minorities...
