(Baonghean.vn) - On the afternoon of April 14, the Provincial Party Committee Office coordinated with the Provincial Party Committee's Organizing Committee to organize a ceremony to announce the Provincial Party Committee's Standing Committee's Decision to appoint the Secretary of the Nghe An Provincial Party Committee.
Attending the ceremony were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Pham Trong Hoang - Member of the Provincial Party Committee Standing Committee, Chief of the Provincial Party Committee Office; representatives of the leaders of the Provincial Party Committee's Party Committee and the Office of the National Assembly Delegation - Provincial People's Council.

Pursuant to Regulation No. 30-QD/TW dated August 19, 2021 of the Politburo on standards, conditions, tasks, powers, appointment procedures, policies and regimes for the positions of assistant and secretary; Regulation No. 18-QD/TU dated November 1, 2022 of the Standing Committee of the Nghe An Provincial Party Committee on decentralization of cadre management and appointment and introduction of candidates; considering the proposal of the Provincial Party Committee Office and the Provincial Party Committee's Organization Committee, the Standing Committee of the Nghe An Provincial Party Committee issued Decision No. 1851-QD/TU dated April 5, 2023 to appoint for a term (5 years) Comrade Vo Mai Tuan, senior specialist, General Department - Provincial Party Committee Office to hold the position of Secretary of the Provincial Party Committee. The Decision takes effect from the date of signing.

At the announcement ceremony, on behalf of the Provincial Party Standing Committee, comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee presented the Decision and flowers to congratulate comrade Vo Mai Tuan.
Speaking at the ceremony, comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee emphasized that this is a great honor and also a high responsibility for comrade Vo Mai Tuan.
In order to meet the trust and expectations of the collective, comrades and colleagues when being assigned to hold the very important position of Secretary of the Provincial Party Committee, the Standing Deputy Secretary of the Provincial Party Committee hopes that comrade Vo Mai Tuan will continue to study deeply and carefully Regulation No. 30 - QD/TW of the Politburo to clearly understand and grasp the functions, tasks, powers, specific responsibilities, and working methods, while continuing to promote the sense of responsibility and working capacity.

Pursuant to Regulation No. 30 - QD/TW, as well as the practical experience in the process of performing the duties of the cadre holding the position of Secretary of the Provincial Party Committee, the Standing Deputy Secretary of the Nghe An Provincial Party Committee hopes that comrade Vo Mai Tuan will focus on performing well the tasks, especially the task of advising the Provincial Party Committee Secretary - the head of the Party Committee, playing a comprehensive leadership role.
At the same time, he plays the role of a link between the Provincial Party Secretary and relevant agencies, units and positions such as: arranging and advising on work schedules and activity plans; conveying the Provincial Party Secretary's instructions and ideas to relevant organizations and individuals...
With the extremely important nature of the job, the broad field, requiring such high and specialized qualifications and capacity, the Standing Deputy Secretary of the Provincial Party Committee requested that Comrade Vo Mai Tuan continue to practice and improve his working capacity and capacity to perform the very specific tasks of the position of Secretary of the Provincial Party Committee; continue to improve and demonstrate better moral qualities, in which he continues to affirm and set an example of a leader not only in professional work but also in daily life and all aspects of life.

Speaking at the ceremony, comrade Vo Mai Tuan respectfully thanked the Standing Committee of the Provincial Party Committee for their trust and decision to appoint and assign him to the position of Secretary of the Provincial Party Committee.
To be worthy of the trust of the Provincial Party Committee Standing Committee and seriously accept the opinions and tasks assigned by the Standing Deputy Secretary of the Provincial Party Committee, in his new position, Comrade Vo Mai Tuan affirmed that he will continuously cultivate and train to improve his political qualities, maintain his moral qualities, a pure and exemplary lifestyle; strive to study to improve his professional qualifications; at the same time, apply the knowledge and experience gained during his time as Secretary of the Provincial Party Committee in the past to wholeheartedly and wholeheartedly continue to do a good job of serving and advising the Provincial Party Committee Secretary.

In addition to the general standards, the secretary position of the above leadership positions must have specific standards and conditions: Understanding of administrative work; ability to research, analyze, synthesize information and advise; ability to arrange work and coordinate work. Having a minimum working time of 9 years in agencies and organizations of the political system and meeting the conditions, in which the locality must be planned and qualified to be appointed as deputy department, branch or equivalent.
The position of secretary is responsible for researching and advising on a number of areas as assigned by the leader; advising, coordinating, and arranging the leader's work schedule; receiving, promptly reporting, and processing official dispatches and documents; checking documents before submitting them to the leader for approval and signing; coordinating with relevant agencies and individuals to serve and record minutes of meetings chaired by the leader or prepare the leader's work program; performing other tasks as assigned by the leader.
At the same time, have the authority to receive and convey the opinions of the leader to relevant agencies and individuals; be requested to provide information and documents for work; coordinate with relevant agencies and individuals to perform tasks; be invited to attend meetings as assigned by the leader and speak when necessary.
Regarding the procedure for appointing a secretary, Regulation No. 30 - QD/TW, dated August 19, 2021 of the Politburo clearly states: After receiving the opinion of the leader on the personnel expected to be appointed as secretary, the collective leadership of the agency shall consider and introduce (by secret ballot and must reach over 50% of the votes in favor). After that, the collective leadership of the agency shall consider and decide on the appointment according to its authority.
