(Baonghean.vn) - The Office of the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of Nghe An province has just issued Official Dispatch No. 07/CD-BCH PCTT&TKCN directing the response to tropical depression.

According to the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on July 6, the center of the tropical depression was located at about 15.8 degrees North latitude; 111.9 degrees East longitude. The strongest wind near the center of the tropical depression was level 6, gusting to level 8. The radius of strong wind level 6, gusting to level 8 was about 70 km from the center of the tropical depression. Forecast in the next 24 hours,tropical depressionMoving northwest, 10-15km per hour and likely to strengthen into a storm, the strongest wind near the storm center is level 8, gusting to level 10.Disaster risk level: level 3

To proactively respond to the developments of the tropical depression that may strengthen into a storm and widespread heavy rain, strong winds in the East Sea, the Provincial Steering Committee for Disaster Prevention and Search and Rescue requests the Chairman and Head of the Steering Committee for Disaster Prevention and Search and Rescue of districts, cities and towns; the Provincial Military Command; the Provincial Border Guard Command, departments, branches and related units to:strictly implement the contents of Official Dispatch No. 07/CD-TW dated July 6, 2021 of the Central Steering Committee for Disaster Prevention and Control - National Committee for Incident Response, Natural Disasters and Search and Rescue; Official Dispatch No. 06/CD-VPTT BCH PCTT&TKCN dated July 5, 2021 of the Standing Office of the Steering Committee for Disaster Prevention and Control and Search and Rescue of Nghe An province.

Telegram requesting the Steering Committee for Disaster Prevention and Control of districts, cities and towns:

For sea routes:Closely monitor the developments of the tropical depression, notify owners of vehicles, captains of ships and boats operating at sea of ​​the location, direction of movement and developments of the tropical depression to proactively avoid, escape or not move into dangerous areas. The dangerous area in the East Sea in the next 24 hours (strong winds of level 6 or higher, gusts of level 8 or higher) is determined from latitude 15.0 to 20.0 degrees North; from longitude 108.5 to 113.0 degrees East (dangerous areas are adjusted according to the developments of the tropical depression in the bulletins of the forecasting agency).

Organize monitoring and counting of vessels operating in areas affected by natural disasters; maintain regular communication with vessel owners to promptly handle possible bad situations; check instructions.anchoringat the port and strictly manage vehicles going out to sea.

For plain and coastal areas:Direct the work of ensuring the safety of cages, aquaculture areas at sea, along the coast, and vulnerable sea dykes or those under construction; do not leave people in watchtowers or cages when the tropical depression makes landfall. Review and prepare for flood control to protect agricultural production, especially in newly sown areas, low-lying areas, urban areas and industrial zones. Urgently organize tree pruning, bracing, reinforcing signs, houses, and public works; prepare plans to ensure safety for people in affected areas. Implement measures to protect production, rice fields and crops to minimize damage.

For mountainous and midland areas:Check and review unsafe houses, residential areas along rivers, streams, outside river banks, areas at risk of flooding, landslides, flash floods; prepare plans to evacuate people in high-risk areas to safety. Check and arrange forces to control and guide traffic in flooded and isolated areas; prepare forces, materials, and means to overcome incidents, ensure smooth traffic on main traffic routes when heavy rain occurs.

At the same time, inspect, review, and prepare plans to ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs; arrange permanent forces to operate and regulate and be ready to handle possible situations.

The Provincial Steering Committee for Natural Disaster Prevention and Control also requested the Department of Natural Resources and Environment to direct the North Central Hydrometeorological Station to closely monitor, forecast, warn, and promptly provide information on the developments of natural disasters, rain, floods, and the risk of flash floods and landslides to proactively deploy response measures. The Department of Foreign Affairs contacted neighboring provinces to request the creation of conditions for fishermen and fishing boats to take shelter and provide support and rescue in case of incidents caused by natural disasters. The Department of Transport directed to ensure the safety of boats and means of transport at sea and on land according to regulations. The Department of Education and Training directed and reviewed plans to ensure safety for high school graduation exam sites, especially candidates and exam invigilators.

Departments, branches and localities, according to their assigned functions and tasks, direct measures to be ready to respond when bad situations occur. In particular, immediately deploy the review of evacuation plans, concentrated resettlement to ensure the safety of the two goals of natural disaster prevention and control and Covid-19 epidemic for people and forces participating in natural disaster prevention and control in areas affected by storms, rain, floods, landslides, flash floods...
