Project "Dien Ngoc Residential and Commercial Service Area"The People's Committee of Nghe An province approved the investment policy according to Decision No. 3437/QD-UBND.DT dated July 23, 2014. At the same time, the detailed construction planning at a scale of 1/500 was approved in Decision No. 3224/QD.UBND-XD dated July 28, 2015. The total land area for the project is 312,307.6 m2.

Mr. Nguyen Hai Van - Director of Hai Van Company Limited said: Despite many difficulties, with great efforts and determination, Hai Van Company Limited has completed the first phase of the project. With a total area of 31 hectares, a scale of 800 households, the investor has completed more than 15 hectares, invested over 200 billion VND in construction, including main traffic routes connecting from National Highway 1 along the Bung River to the project, side roads, along with a green tree system, underground lighting; planned schools, markets, water parks... The welfare works of the project have been effective up to this point.
In particular, the project's kindergarten has been operating effectively since 2018, with 12 classrooms and full functional rooms, such as the principal's office, music and art room, computer room, medical room... The campus is planted with flowers and ornamental plants to create a cool space for the children, currently the school is serving over 200 children.
It is known that the kindergarten system of many communes in Dien Chau district is degraded and lacks classrooms. The use of the kindergarten of the Dien Ngoc Residential and Commercial Service Area Project has practically contributed to relieving the pressure on some overloaded public schools in the area; at the same time, meeting the needs of entertainment and learning of children in Dien Ngoc commune and neighboring communes of Dien Bich, Dien Ky, etc.

In the Dien Ngoc Residential and Commercial Service Area Project area, a new market has been put into operation since the beginning of 2020. The total investment of the new Dien Ngoc market is tens of billions of VND with a scale of 5,000 m2, concrete market floor, with a large main hall; clean water system, drainage, flood control, fire prevention and fighting are invested synchronously. People's activities in the new market are both convenient and civilized. The project of putting the new market into operation has contributed to relieving traffic congestion, because previously the road passing through Dien Ngoc commune was the place where "flea market" was formed.

In addition, the project is also focusing on accelerating the completion of phase 2. In this phase, the project will implement site clearance for over 7 hectares of land, investing in infrastructure worth over 200 billion VND. The roads are designed to be clear, 14-15m wide, all paved with asphalt. Combined with the construction of lighting items, drainage systems, and trees on both sides of the roads.

Mr. Nguyen Van Dung - Vice Chairman of People's CommitteeDien Ngoc communesaid: The Dien Ngoc Residential and Commercial Service Area Project can be said to benefit the coastal area. Thanks to this project, people have more options to buy residential land, because the coastal land fund is quite cramped, not to mention that people also benefit from the project's welfare works. Such as the main traffic system connecting from the national highway through the commune, people have space to walk around the internal road of the project. The project also invests in schools, markets, and upgrading landfills, contributing to the goal of effective new rural development in the commune.
