(Baonghean.vn) - Petitioning to National Assembly delegates, voters of Dien Chau district reflected concerns about policies for grassroots officials, delays in granting and exchanging land use right certificates, policies for agricultural development, etc.

On the morning of June 27, in Dien Thai commune, Dien Chau district, National Assembly deputies: Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province; Tran Nhat Minh - Member of the National Assembly's Law Committee, full-time National Assembly deputy had a meeting with voters of Minh Chau, Dien Nguyen and Dien Thai communes.

At the meeting, on behalf of the National Assembly delegates, delegate Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province reported to voters the results of the 3rd session.

Accordingly, after 19 working days with 6 group discussion sessions and 23 plenary discussion sessions in the hall, the National Assembly passed 5 Laws, 17 Resolutions and gave opinions on 6 draft laws and resolutions with many important contents.

Delegate Vo Thi Minh Sinh also reported on the results of the activities of the Provincial National Assembly Delegation at the session; actively, fully and responsibly participated in the review sessions, gave opinions on draft laws and questioned at the session.

After hearing the announcement, voters highly appreciated the fact that the National Assembly and relevant agencies and organizations always listen to the opinions of voters and people, proactively and actively coordinate to promptly make important decisions, effectively resolve practical issues, and remove difficulties and obstacles.

Voters agreed that the Central Government has viewed the issue of land management comprehensively, especially frankly in assessing the existing problems and limitations, with many solutions on discipline, order, and prevention of corruption and negativity in land management.

However, voters are still concerned about difficulties in agricultural production. “Agricultural production is increasingly difficult, the prices of input materials such as seeds and pesticides are high but the value of output products is low and unstable.

Low-income farmers are not interested in agricultural production, so there is a lot of abandoned land. Farmers want the State to closely direct and have many solutions to increase the economic value of agricultural production" - Voter Cao Van Nho, Dien Thai commune expressed.

Voter Vo Dinh Luan in Minh Chau commune reflected: Minh Chau commune was merged from three communes Dien Minh, Dien Binh and Dien Thang. The merger streamlines the apparatus and saves the State budget.

However, the implementation of policies for grassroots cadres after the merger still has many shortcomings, especially allowances for village, hamlet and mass organization cadres. Specifically, after the merger of hamlets and communes, the area and population increased, the terrain became more complicated but the allowances for commune, hamlet and specialized cadres were not guaranteed.

In addition, voters' opinions reflect that the population size is increasing, the old cultural institutions are no longer suitable, and the organization of community activities is facing many difficulties. Therefore, it is necessary to have a mechanism to effectively promote the infrastructure of the hamlets before the merger.

At the voter meeting, voters' opinions reflected proposals related to the Bung River dredging project, including Dien Thai in the irrigation canal investment portfolio under the JICA Project; slow issuance of outstanding land use right certificates; policies for the advanced new rural construction program; encroachment, administrative boundary disputes, and real estate market manipulation...

Clarifying voters' opinions regarding the administrative unit merger, delegate Vo Thi Minh Sinh said: This is the opinion of voters from many localities nationwide and this recommendation of voters has been compiled by the Ministry of Home Affairs and reported to the Government for consideration and amendment. At the same time, the National Assembly Standing Committee assigned the Government to evaluate the 3-year implementation of administrative unit merger and propose directions for the coming time.

Regarding this work, the Provincial National Assembly Delegation has a monitoring program in localities where administrative units have been merged and has made reflections and proposals to the National Assembly Standing Committee.

Regarding the land sector, delegate Vo Thi Minh Sinh said that at the 4th session, the 14th National Assembly will consider the revised Land Law. The provincial National Assembly delegation will receive voters' recommendations to reflect in the upcoming session.

In addition, voters' opinions were received and clarified by representatives of relevant departments and branches, leaders of Dien Chau district and National Assembly deputies; the Office of the National Assembly Delegation received and synthesized recommendations to competent authorities.
