The implementation of policies to support employees and employers facing many difficulties due to the Covid-19 pandemic and the work of creating jobs for employees in Nghe An province due to the impact of the Covid-19 pandemic is an issue that has received special attention from voters in the past time, and has been selected by the Provincial People's Council for questioning at this session. The implementation time has raised difficulties and shortcomings in the process of implementing Resolution No. 68/NQ-CP of the Government: On a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic; Decision 22/2021/QD-UBND of the Provincial People's Committee "regulating policies to support employees without labor contracts and a number of other special subjects facing difficulties due to the Covid-19 pandemic in Nghe An province" has been clarified by the Director of the Department of Labor, War Invalids and Social Affairs. Through the questioning session, I saw that the Director of the Department of Labor, War Invalids and Social Affairs showed a comprehensive and profound grasp of the issue, answered the questions raised by the National Assembly delegates, showed a close and firm grasp of the situation of the industry; frankly acknowledged, accepted and promised to overcome the limitations in the coming time. Voters highly appreciated that through the process of receiving opinions at the grassroots level, the Provincial People's Committee has gradually revised this policy to be more suitable to practical conditions.
Also through the implementation of this policy, I propose: In the context of budget difficulties, the issuance of policies needs to survey and review beneficiaries clearly. Along with that, it is necessary to provide thorough training so that the grassroots do not encounter difficulties when implementing. I hope that, after receiving recommendations from voters, local authorities and provincial People's Council delegates, the policy to support people affected by the Covid-19 pandemic will continue to be implemented by our province in a timely, transparent, and appropriate manner.

Following the question and answer session on state management of minerals at the 4th session of the 18th Provincial People's Council, term 2021 - 2026, I saw that the Provincial People's Council delegates raised questions that were right on the heart of the issues that reality is raising. Regarding the answers of the Director of the Department of Natural Resources and Environment, the Director of the Provincial Police and the Director of the Provincial Tax Department, they closely followed the questions and issues raised by the Provincial People's Council delegates, without avoiding them. However, looking at reality, there are some answers from the sectors that are not close to reality and have not gone into the people's wishes related to the work of granting mineral exploitation rights, the inspection work of provincial specialized agencies on mineral exploitation activities, leading to violations in the exploitation activities of some enterprises.
For example, the explanation and response of the Director of the Department of Natural Resources and Environment, one of the conditions for granting mining licenses to enterprises must have the approval of local authorities; however, the expertise for appraisal at the commune level is not guaranteed, so in reality when granting licenses and operating, voters and people have opinions reflecting that the location of the mine license is close to the people, affecting people's lives. Therefore, it is recommended that the province pay attention, after receiving opinions from the grassroots, the provincial professional agency must return to check and re-examine whether the location of the mine is suitable or not, before deciding to grant a license. Up to now, the Department of Natural Resources and Environment has not fully done this.
Regarding the response of the Director of the Provincial Tax Department, although there were discrepancies between the actual exploited reserves and the licensed reserves for tax calculation, the Tax Department has not yet proposed to the specialized agencies to advise the Provincial People's Committee on solutions and measures to overcome tax losses in mineral exploitation.
The answer of the Provincial Police Director about the role of regular police in communes has been confirmed to be very correct. However, up to now, the Public Security sector has not issued any specific guidance documents on the functions and powers of regular police in advising local Party committees and authorities in implementing state management in the province. Therefore, it is recommended that the Public Security sector pay attention to this issue.

The response of the Director of the Department of Labor, War Invalids and Social Affairs also clarified many difficulties and shortcomings and frankly admitted the limitations in surveying and advising the Provincial People's Committee to issue policies to specify the Central regulations on support for those affected by the Covid-19 pandemic that have not covered all freelance workers.
However, I do not agree with the Department Director's answer when comparing with other provinces and think that the budgets at all levels to support people affected by Covid-19 are exhausted, so it is difficult to add more freelance workers. In my opinion, the policy must ensure fairness, if not, people can share the common difficulties with the State, when the epidemic comes, everyone is affected and the difficulties are common difficulties. But it is not possible, all are freelance workers, all have no jobs, no income during the time of work stoppage, but some are supported and some are not, which is not satisfactory.
In addition, it is recommended that all levels and sectors have solutions to deal with workers returning from other localities; including a mechanism for businesses to attract local workers to work.
