(Baonghean.vn) - In Que Phong district, Kim Son town is expected to expand its administrative boundaries by merging part of the area of ​​Muong Noc and Tien Phong communes. Que Son commune will be merged with the remaining part of Muong Noc commune. Therefore, voters requested to clarify the policy for redundant cadres after the merger when the 3 commune-level units above will only have 2.

On the morning of June 27, in Muong Noc commune, National Assembly delegates including Mr. Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission, Deputy Head of the Standing Committee of the Central Steering Committee on Anti-Corruption; Ms. Hoang Thi Thu Trang - Secretary of Nghia Dan District Party Committee and Mr. Moong Van Tinh - official of Que Phong District Youth Union met with voters of Chau Kim, Que Son, Tien Phong, Hanh Dich, Muong Noc communes and Kim Son town, Que Phong district after the 7th session of the 14th National Assembly.

Concerns about post-merger policies

Mr. Le Van Lien - Chairman of the Vietnam Fatherland Front Committee of Muong Noc commune proposed not to increase the retirement age for men to 62 and for women to 60, but to keep it as it is now.

In particular, this voter reported that in Que Phong district, there are often power outages without prior notice, leading to inactivity in production and daily life and damage to people's electrical equipment.

Therefore, Mr. Lien suggested that the Electricity industry should notify people in advance when repairing power lines or cutting off power, and at the same time have solutions to overcome the frequent power outages.

Voter Vi Van Thai - Vice Chairman of the Vietnam Fatherland Front Committee of Tien Phong commune proposed to study and consider the regime for non-professional cadres at commune and village levels who have quit their jobs due to reorganization, merger, and streamlining.

In addition, voter Thai also said that according to the new regulations, only three positions are assigned to villages and hamlets: secretary, village chief, and head of the front work committee. However, based on the practical situation, two more positions should be assigned: police officer and village team leader.

According to the plan to rearrange administrative units in Que Phong, part of Muong Noc commune will be merged into Kim Son town, and Que Son commune will be merged into the remaining part of Muong Noc commune.

Voters in Que Son commune also said that the staff of the localities that are expected to merge are very worried about how to handle the surplus, and if they retire, many people will not have enough time to work. This is a concern of the staff and civil servants, and they hope to clarify the regime and policies so that they can work with peace of mind.

Build a suitable arrangement plan

Regarding the policy for redundant cadres after the merger, Mr. Phan Dinh Trac said that the commune, district, and province will develop a plan to arrange the cadres if they are still capable, have the right age, knowledge, and experience for the new position.

If it is not possible to arrange, early retirement or retirement waiting shall be carried out according to current regulations of the Government; in addition, depending on the economic capacity of the province, the Provincial People's Council shall have additional support policies beyond the regulations of the Government.

Regarding the proposal that the military regime for demobilized and retired soldiers should include the time spent in the military with the current working time, but due to the loss of the demobilization decision, it cannot be done, the Head of the Central Internal Affairs Committee said that the Ministry of National Defense and Social Insurance have provided guidance in this case.

Specifically, former soldiers must have confirmation from the regimental unit before being demobilized and discharged, along with a list of local reserve soldiers registered at the district military command.
