(Baonghean.vn) - Voters in Quynh Long and Quynh Thuan communes, Quynh Luu district, reported: Previously, fishermen carried out procedures for registration, inspection, issuance of fishing licenses and re-issuance of fishing vessel safety certificates at the Department of Fisheries. The procedures were carried out quickly and results could be returned within the day. However, since these procedures were carried out at the Public Administration Center, the time has been longer, affecting the travel and production activities of fishermen. Voters recommended that the Provincial People's Committee direct the shortening of the time for carrying out administrative procedures at the Public Administration Center, creating favorable conditions for fishermen.

Regarding this content, on April 20, 2022, the Department of Agriculture and Rural Development issued Official Dispatch No. 1192/SNN-KHTC regarding the settlement of voters' opinions at the 4th session of the 18th Provincial People's Council, specifically:

Nghe An Provincial Public Administration Service Center officially came into operation on October 2, 2020. The Department of Agriculture and Rural Development assigned 2 officers to directly receive and return results at the Center to receive 112 administrative procedures in the fields under the jurisdiction of the Department, including 30 administrative procedures in the fields of fisheries, management of agricultural, forestry and fishery product quality, and science, technology and environment.

In 2021, 3,070 sets of documents were received and processed; in the first quarter of 2022, 677 sets of documents were received and processed. Of which: Procedures for granting fishing licenses, according to regulations, the processing time is 06 working days from the date of receiving complete documents as prescribed; Procedures for re-issuing fishing licenses, according to regulations, the processing time is 03 working days from the date of receiving complete documents as prescribed; Procedures for granting fishing vessel technical safety certificates, according to regulations, the processing time is 03 working days from the date of receiving complete documents as prescribed.

The above administrative procedures can be submitted directly or sent by post to the Nghe An Provincial Public Administration Service Center, No. 16 Truong Thi Street, Vinh City, Nghe An; Or submitted online at level 4 at the address:http://dichvucong.nghean.gov.vn.

Before October 2, 2020, the day the Public Administration Service Center came into operation, some administrative procedures (as reflected by voters of Quynh Long and Quynh Thuan communes, Quynh Luu district) were directly processed by the officers of the Department of Fisheries (inspection, registration, licensing of fishing...) of each vessel.

After assessing and processing the documents according to regulations, the Working Groups will return them to the local fishermen. This direct work of officials and people without control of processing time, without supervision from superiors, especially not meeting the requirements of transparency in the process of handling administrative procedures, can lead to negative harassment.

Currently, all administrative procedures under the jurisdiction of the Department of Agriculture and Rural Development have been made public on the administrative procedure information system of Nghe An province; of which 76/116 administrative procedures allow people to submit online at level 4 (through smart devices to submit on the system without having to go directly to the Public Administration Service Center to submit documents).

In the past time, the Department of Agriculture and Rural Development has found some advantages and difficulties in receiving and returning results at the Provincial Public Administration Service Center as follows:

+ About advantages: With the attention and direction of superiors, the work of controlling administrative procedures has gradually met the requirements of publicity and transparency in the process of organizing and implementing administrative procedures, in order to promptly detect and eliminate or edit inappropriate, complicated, and cumbersome administrative procedures. Supplement necessary administrative procedures to meet practical needs; ensure that administrative procedures are simple, easy to understand, easy to implement, saving time, costs, and efforts of subjects and agencies implementing administrative procedures.

+ About difficulties: The agriculture and rural development sector is a sector with a large area, the majority of subjects submitting administrative procedure documents are farmers, fishermen, and people in remote mountainous areas, so access to legal documents as well as operations on smart electronic devices are still limited, there are many errors in declaration, and difficulties when the Department implements online submission of documents.

Communication, propaganda, and guidance for businesses and citizens are still not very effective. The complicated developments of the COVID-19 epidemic have affected the implementation of receiving and handling administrative procedures for organizations and citizens.

+ Promote propaganda on administrative procedure control activities to grassroots officials, people and businesses; provide specific and detailed instructions on how to submit documents online at the addresshttp://dichvucong.nghean.gov.vn; receive questions and answers directly and quickly and use telecommunications networks permitted by superiors to exchange, edit, and provide additional documents according to regulations to minimize time and travel costs for people and businesses;

+ Well perform the work of receiving and handling feedback and recommendations from organizations and individuals on administrative procedures under the management of the Department of Agriculture and Rural Development.

+ The Fisheries Sub-Department seriously receives voters' opinions; considers and promptly finds solutions to overcome shortcomings and limitations due to subjectivity (if any); rectify and enhance the responsibility of officials in handling administrative procedures in accordance with regulations./.
