Vinh City voters propose tightening household registration management

(Baonghean.vn) - Voters in Vinh city reported that there are cases where people have left the area for a long time but are still registered in the household register and have temporary residence. They requested the Provincial People's Committee to direct tighter management.

Before July 1, 2021, residence registration and management were carried out in accordance with the provisions of the 2006 Law on Residence and the 2013 amended Law on Residence. In particular, the Law on Residence and its implementing documents do not have provisions on deleting permanent residence registration for cases that have left the area for a long time but have not completed the household registration transfer procedures, leading to the inability of the police at all levels to delete permanent residence registration, causing difficulties in population management.

From July 1, 2021, the 2020 Law on Residence comes into effect.(replacing the 2006 Law on Residence, revised 2013 Law on Residence); in which, the 2020 Law on Residence has stipulated cases of deletion of permanent and temporary residence registration, specifically:

- At point d, clause 1, Article 24, Law on Residence 2020 stipulates:“Citizens who are continuously absent from their permanent residence for 12 months or more without registering temporary residence at another place of residence or without declaring temporary absence, except in cases of leaving the country but not for settlement or in cases of serving a prison sentence, serving a compulsory education measure, compulsory drug rehabilitation, or reformatory school.”then permanent residence registration will be deleted.

- At point c, clause 1, Article 29, Law on Residence 2020 stipulates:“Citizens who are continuously absent from their temporary residence for 6 months or more without registering for temporary residence at another place of residence” will have their temporary residence registration cancelled.

The Provincial People's Committee has directed the Provincial Police to strictly implement the provisions of the law on the management of permanent and temporary residents. Focus on reviewing people who have left the area for a long time but still have information in the household registration book and temporary residence registration in the area to remove permanent and temporary residence registration according to the provisions of the 2020 Law on Residence and guiding documents for implementation.

From July 1, 2021 to January 31, 2022, the Provincial Police Department directed the deletion of citizen information data with duplicate permanent residence in 39,635 cases according to regulations. Of which, Vinh city alone deleted duplicate permanent residence registration data for 5,985 cases.

From 2018 to present, Nghe An Police force has focused on collecting population data of 868,603 households; 3,654,993 permanent residents (reaching 100%).

At the same time, the provincial police have converted paper files and documents.(household registration book, documents related to residence)into electronic records and updated into the National Population Database and Residence Database system.

Household and population management in Nghe An from July 1, 2021 will be carried out on the National Population Database and Residence Database system. New, new, and reissued paper household registration books will not be issued; by December 31, 2022, paper household registration books will be completely eliminated.

When making transactions, citizens only need to provide their personal identification number (Citizen Identification Card), without having to present their household registration book. In addition, the National Population Database and the Residence Database system fully and accurately reflect citizens' information.

The management of future residence is carried out on the data system; in case a citizen has 2 or more permanent residences (in the province or outside the province), the population data system will notify of duplicate information.

Based on the notification of the population data system, the relevant local and unit police will conduct inspections and verifications to accurately determine the permanent residence of citizens in order to delete the actual permanent residence of citizens who do not live there, ensuring strict compliance with regulations.
