Political Department of Military Region 4 and Vinh University deploy activities in response to Vietnam Book and Reading Culture Day 2025

In 2025, the Political Department of Military Region 4 and Vinh University jointly organized an event in response toVietnam Book and Reading Culture Daywith the message: "Reading culture - Connecting the community"; "Reading books - enriching knowledge, nurturing aspirations, promoting innovation and creativity".
Speaking at the program, Associate Professor Dr. Nguyen Thi Thu Cuc - Member of the Party Executive Committee, Vice Principal of Vinh University affirmed that in the digital age, when technology is developing strongly, reading books - whether printed books or e-books - still plays an extremely important role in nurturing thinking, personality and comprehensive knowledge for people.
Reading culture is the foundation of a learning and creative society, the key to opening the door to knowledge, innovation and sustainable development.

In recent years, Vinh University has always encouraged and created conditions for lecturers to compile textbooks and publish monographs; increased investment to improve the quality of operations of Vinh University Publishing House and Nguyen Thuc Hao Information Center - Library (under Vinh University) to develop academic resources, gradually build an open learning ecosystem, support learners to access information proactively, effectively and sustainably.

In the coming time, Vinh University will continue to promote document digitization and develop an open access electronic library system; Support lecturers and students in compiling, publishing, and archiving textbooks, lectures, and research documents; Enhance training in academic skills and scientific information search; Invest in applying modern technologies to improve service efficiency; Promote reading culture - not just reading for entertainment but reading to learn, to research, to innovate and create.

Speaking at the program, Major General Phan Van Sy - Secretary of the Party Committee of the Political Department, Deputy Chief of Politics of Military Region 4 also affirmed that in the current context, when social networks and multi-dimensional information have a strong impact on awareness, building and spreading a reading culture is becoming more urgent. Developing a reading culture is an important task to build Vietnamese people who are comprehensively developed, intelligent, brave, know how to appreciate good values and refute negative things.
Recognizing the position, meaning and importance of reading, recently the Political Department has consulted with the Standing Party Committee and the Head of the Military Region Command to build an integrated electronic reading room in the working area of 3 Military Region agencies. Thereby, contributing to building, forming and developing the personality of revolutionary soldiers, the image of "Uncle Ho's soldiers" in the current period.

On April 14, 2022, the Political Department of the Military Region and Vinh University held a signing ceremony for the Joint Program for the period 2022 - 2025 and the following years. After signing, the two units have always maintained good cooperation relationships, organizing many important events with practical results. Among them, there is a joint activity to organize the event of Vietnam Book and Reading Culture Day.
In the coming time, the two units promise to have more effective coordination activities to improve the effectiveness of propaganda and education for cadres, soldiers, civil servants, lecturers, students and pupils in raising awareness, political capacity and rule of law in the new situation.


The program recorded many important presentations and opinions revolving around the topics: "Books - Meaning & Value" and "Reading Culture - Connecting the Community". At the same time, the work: "The Great Victory of Spring 1975 - Victory of Vietnamese Power" was introduced; and a booth was organized to display thousands of books.
