Enforced land acquisition to implement the 72m road project in Vinh city

(Baonghean.vn) - The enforcement took place after authorities at all levels and functional forces had conducted dialogue and mobilization work, but households and individuals still did not agree to hand over the site.

On the morning of April 4, Vinh City People's Committee coordinated with forces to enforce the decision to reclaim land to implement the project to build a traffic route connecting National Highway 1A (Quan Bau intersection) to Xo Viet Nghe Tinh Avenue (72m road).

The subjects of enforcement are the legal heirs to the legacy of the right to use land plot No. 142, 183, map sheet 30 of Ms. Hoang Thi Chinh (deceased) in hamlet 17, Nghi Phu commune, which was affected by the 72m road construction project.

The scope of enforcement includes land plots No. 142, 183, map sheet No. 30 with a total area of ​​1,799.4m2.2belonging to the 72m road construction project (these two plots of land have a total compensation value of about 2.8 billion VND).

The enforcement took place after authorities at all levels had publicized compensation policies, conducted dialogue, propaganda, and mobilized households and individuals who still did not agree to hand over the land.

Previously, on January 9, 2019, Vinh City People's Committee issued Decision No. 188/QD-UBND on compulsory land recovery for 4 households of agricultural land belonging to the project of building a traffic route connecting from National Highway 1A (Quan Bau intersection) to Xo Viet Nghe Tinh Avenue (72m road) and the City People's Committee also issued Decision No. 209/QD-UBND on the establishment of an Enforcement Board for these 4 households.

However, after the Enforcement Board had a dialogue and mobilized with households and individuals, 3/4 of the households agreed to receive money and hand over the land, only 1 household (the legal heirs to the legacy left by Ms. Hoang Thi Chinh) did not agree with the compensation and support plan for land acquisition.

Therefore, in order to ensure the project progress as well as the strict compliance of citizens with legal regulations in the field of land management and use, Vinh City People's Committee has issued a plan and organized the compulsory land recovery from households and individuals who are legal heirs to the legacy left by Ms. Hoang Thi Chinh.

At the enforcement session, the authorities blocked off the scene, announced the enforcement decision and proceeded to level the site and hand it over to the investor to carry out the 72m road project.

The enforcement took place in accordance with the correct order, procedures and ensured safety as prescribed by law.

The project to build a road from National Highway 1A (Quan Bau intersection) to Xo Viet Nghe Tinh Avenue (Vinh City) reclaims both residential and agricultural land from a total of 96 households (57 households in Nghi Phu commune, 39 households in Ha Huy Tap ward). According to information from Vinh City People's Committee, currently, in addition to 1 household that was forcibly evicted this morning, there are still 3 households in Nghi Phu commune that have not agreed to hand over the land.
