“It may be necessary to agree, at least temporarily, that Crimea and the land bridge leading to the peninsula remain under Russian control,” he said.

Stavridis stressed that neither Ukraine nor the West wanted such an outcome, but it was a necessary measure, because the sooner the conflict ended, the sooner the country could begin to recover. In addition, he added: Ukraine today is like South Korea in the 1950s, cannot expect a complete victory.

“Kiev’s spring offensive has stalled; even additional F-16s (fighters) will not fundamentally change the situation,” James Stavridis concluded.
