Provincial People's Council delegates reflect on the consequences of unemployment in mountainous areas

(Baonghean.vn) - Provincial People's Council delegates are concerned about the situation of rural and mountainous laborers lacking jobs, leading to many consequences.

On the afternoon of July 5, under the chairmanship of comrade Kha Van Tam - Member of the Provincial Party Executive Committee, Chairman of the Provincial Labor Federation, the elected provincial People's Council delegates in Group 4 including the units: Anh Son, Quy Hop, Quy Chau, Que Phong, Con Cuong, Tuong Duong, Ky Son conducted a group discussion session.

Attending the discussion session were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Pham Trong Hoang - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Party Committee's Inspection Committee; Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council.

Also attending were representatives of provincial departments, branches and sectors; leaders of the localities of Anh Son, Quy Hop, Quy Chau, Que Phong, Con Cuong, Tuong Duong, Ky Son.

Mountain laborers lack jobs

At the discussion session, the delegates highly appreciated the efforts of the Provincial Party Committee, People's Council, Fatherland Front and the leadership and management of the Provincial People's Committee, with many innovations, determination, dynamism, responsibility and especially the closeness and adherence to the grassroots of the provincial leaders, provincial departments and branches to directly remove difficulties, obstacles and bottlenecks for localities.

For mountainous districts including Tuong Duong district, voters of all ethnic groups were happy, excited and noted that: The construction of houses for poor households and people with difficult housing conditions achieved high results, arousing the spirit of mutual love and affection, strengthening national solidarity.

In addition, some issues that voters are concerned about and concerned about are the lack of jobs in rural areas due to climate change, prolonged heat and drought; the prices of input materials, fertilizers, seeds and livestock breeds are increasing, but output products are unstable, prices are low, and difficult to sell; especially the prices of livestock products, leading to rural workers not being enthusiastic or dedicated to agricultural production, having to find other jobs or go to work far away, leading to many abandoned fields.

Meanwhile, the province's agricultural potential is still large, and many working-age workers are absent from the locality, affecting and causing difficulties in a number of issues: mobilizing 4 local workers; students lack parental care.

Sharing the same view, delegate Vuong Quang Minh - Secretary of Quy Chau District Party Committee reflected on the reality that due to the difficulty in finding jobs for rural workers, many consequences arose, such as the sharp increase in divorce, children not being cared for by their parents, creating a burden and consequences for society.

Regarding the implementation of Directive 21 of the Provincial Party Committee Standing Committee on mobilizing and supporting the construction of houses for the poor and people with housing difficulties in the province, delegates said that this is a policy that is welcomed by the people, however, the implementation process for districts 30a encountered difficulties and problems related to the implementation of national target programs for ethnic minority areas.

Accordingly, housing support according to Directive 21, each house is supported with 50 million VND and the national target program is 40 million VND. The district has integrated these two sources but is stuck with the application procedures. It is recommended that the province provide early guidance on integrating the programs so that people can benefit from the policy.

Slow disbursement of public investment capital

One of the contents that delegates focused on discussing was the disbursement of public investment capital and national target programs.

Concerned about the disbursement of public investment capital and national target programs, delegate Nguyen Van Hai - Secretary of Tuong Duong District Party Committee said that although the Provincial People's Committee, provincial departments and branches have regularly paid attention, directed and urged, the results of the first 6 months of the year have had positive changes, but up to this point, the disbursement has only reached 22%, the volume of the last 6 months of the year is extremely heavy, because it is the rainy season, there is little time, materials, supplies... are difficult to achieve the plan.

“National target programs are the resources and driving force for socio-economic development in mountainous districts and improving the material and spiritual life of ethnic minorities. Therefore, in addition to the common difficulties of the whole country, Nghe An province should clearly identify the causes and responsibilities of all levels, sectors, investors and propose fundamental, synchronous and unified solutions, especially the issue of administrative reform and personnel work to speed up progress, not to cut or transfer capital” - delegate Nguyen Van Hai proposed.

Delegate Moong Van Tinh (Que Phong) said that the progress of disbursement of national target programs is still low. He requested that all levels and sectors should promote their responsibility for implementation so that people can soon benefit from the programs. At the same time, strengthen inspection and examination to prevent, detect and stop violations in implementation.

Explaining concerns about national target programs with the lowest disbursement rate in the country, Deputy Head of the Provincial Ethnic Minorities Committee Luong Van Khanh said: This is a new program with many contents: 10 sub-projects, 36 contents, with 365 documents, integrating 118 policies for implementation.

According to the Deputy Head of the Provincial Ethnic Minorities Committee, the most fundamental reason is the slow implementation of documents issued by the Government, ministries and branches. Since 2021, the Government and ministries and branches have issued 51 documents. However, these documents have all been revised, supplemented and amended. Therefore, the grassroots have not had instructions for implementation. In addition, in capital allocation, the Government allocates capital on an annual basis, without a medium-term plan, making it difficult for the grassroots to develop plans.

Proposing policies and strategies for socio-economic development in ethnic minority areas, delegate Xeo Van Nam - Vice Chairman of the People's Council of Ky Son district proposed that the Provincial People's Council stipulate the level of support for production land as a basis for localities to support production land and support job conversion for people; stipulate the content and level of support for production development as a basis for supporting production development to diversify community livelihoods for people. Propose that the Provincial People's Council allocate additional capital from the Central budget for the district to preserve and promote the cultural identity of ethnic groups in the area and develop potential tourist spots associated with promoting and preserving traditional culture.

Discussing at the conference, delegates discussed issues related to cement support policies for new rural construction, investment in construction of traffic works in mountainous areas; recruitment of preschool teachers. Proposing that the province pay attention to upgrading the dam system to ensure irrigation water for people's production; consequences of hydropower; resolving problems in handing over forestry land to localities; Proposing that the Provincial People's Council pay attention and prioritize investment in building valuable medicinal plant projects in mountainous districts.

Delegates' opinions reflected that the development of education according to the 2018 General Education Program in mountainous districts is facing many difficulties, lacking in standard teaching facilities; boarding and semi-boarding facilities for students (to merge and reduce school grades); teachers of IT, Foreign Languages... It is recommended that the Provincial People's Committee have solutions to overcome these difficulties, especially boarding and semi-boarding facilities for students.

Concluding the group discussion session, comrade Kha Van Tam acknowledged and highly appreciated the enthusiastic and responsible opinions of the delegates; at the same time, the opinions will be synthesized and approved by the Provincial People's Council at the discussion session in the hall tomorrow morning, July 6.
