National Assembly Delegate Nghe An: What solutions to overcome social and family ethics degradation?

Assessing that social and family ethics are seriously deteriorating, delegate Dinh Thi Kieu Trinh asked the Minister of Culture, Sports and Tourism to provide solutions to overcome this situation?

Responding to the question of the Nghe An delegation, Minister of Culture, Sports and Tourism Nguyen Ngoc Thien assessed that this is a very important and difficult question and it will take a long time to implement.
Pointing out some manifestations and identifications, the Minister of Culture, Sports and Tourism said that the Ministry has advised the Central Government to issue Resolution 33 on building and developing Vietnamese culture and people to meet the country's sustainable development requirements and implemented it since 2014.
In the past two years, the Ministry has also issued many decrees related to the rectification and management of festivals; in particular, advising the Government to issue Decree 110 regulating the management and organization of festivals and Decree 122 regulating the awarding of titles of cultural families, cultural villages, cultural hamlets, cultural hamlets, and cultural villages. And through this decree, there are also many specific regulations on criteria and procedures for awarding cultural families, making this movement more practical and effective.
Minister Nguyen Ngoc Thien also proposed another solution which is to promote the building of ethical lifestyles through building a cultural environment, cultural life, improving the quality and efficiency of cultural institutions, artistic activities, community activities...

The head of the Ministry of Culture, Sports and Tourism also said that it is necessary to promote the mission of literature and art, the role of artists in building ethics and culture; to highlight the role of ethics education of culture and art, guiding people towards truth - goodness - beauty.
The Ministry has also strengthened inter-sectoral coordination in ethics and lifestyle education, such as coordinating with the Education and Training sector to bring cultural heritage into schools, build friendly schools, and active students; and step up inspection, examination, and handling of violations.
Believing that building people and overcoming the signs of moral degradation and lifestyle must be done step by step, more resolutely and strongly, Minister Nguyen Ngoc Thien suggested that the whole society must get involved.
Ethnic minority cadres have not reached the rate
Delegate Dinh Thi Kieu Trinh also questioned Minister of Home Affairs Le Vinh Tan, requesting fundamental solutions to gradually increase the proportion of ethnic minority officials in state agencies.
Because currently there is a downward trend and has not reached the rate prescribed in Decision 402 of the Prime Minister on approving the project to develop the team of ethnic minority cadres, civil servants and public employees in the new period.
Responding to delegate Kieu Trinh, Minister Le Vinh Tan said that based on this decision, it clearly states the responsibility of the Ministry of Home Affairs to research, develop and amend, supplement specific policies in the recruitment, promotion, and training regime for ethnic minorities and determine the minimum percentage of ethnic minority cadres, civil servants, and public employees working in localities, including localities with 5% or more ethnic minorities at the provincial, district, and commune levels and state management agencies on ethnic issues...

Regarding the regime and policies, the Minister of Home Affairs also cited a number of relevant decrees and circulars issued such as: Circular No. 05/2017 of the Ministry of Home Affairs amending and supplementing a number of articles of Circular 11 and Circular 13, also exempting the Foreign Language exam in civil servant promotion exams for ethnic minorities;...
The Minister also informed about the priority policy in planning and appointing civil servants and public employees from young ethnic minorities; recruiting for leadership and management positions.
"We have planned and revised many policies in the upcoming Law on Cadres, Civil Servants and Public Employees," Minister Le Vinh Tan added.
