National Assembly delegates meet voters in Do Luong, Anh Son

* At the meeting with voters on the morning of May 4 in Hoa Son commune, Do Luong district, on behalf of the National Assembly deputies, delegate Hoang Minh Hieu - Standing member of the National Assembly's Law Committee informed voters about the expected content of the 3rd session of the 15th National Assembly.
Accordingly, the session is expected to consider and pass 5 draft laws, 4 draft resolutions, and give opinions on 6 draft laws. In addition, many socio-economic issues, the State budget, supervision and other important issues will also be considered.
National Assembly delegates also reported on the results of resolving issues that voters of Do Luong district reflected before and after the 2nd session of the 15th National Assembly.

Voters of Do Luong district expressed their joy at the country's outstanding results in recent times, especially the results in the prevention and control of the Covid-19 pandemic and the recovery of socio-economic development.
With an open, democratic and responsible spirit, voters expressed many thoughts, aspirations and recommendations to the National Assembly and the Government for attention and resolution.
Voter Pham Van Thang - a land official of Hoa Son commune, reflected that according to Clause 1, Article 39, Auction Law 2016 stipulates: Auction participants must deposit a minimum of 5% and a maximum of 20% of the starting price of the auctioned property. Such a provision has a very wide scope while the time to complete the amount to be paid after winning the auction is also quite long, creating conditions for some subjects to abandon the deposit after winning the auction. In particular, for auctions with low prices, the deposit is low, under 100 million VND/file, attracting many small speculators with the desire to "surf" to make a profit after winning. When they cannot do so, they abandon the deposit.
Therefore, it is necessary to stipulate more specific deposit levels, avoiding too wide a framework causing difficulties for localities in the auction implementation process. The establishment of a monitoring team to strengthen inspection and supervision of land use rights auctions in the district is very necessary to promptly detect and strictly handle violations of legal regulations in land auctions, preventing acts of taking advantage of auctions to disrupt the market and profiteering.
Regarding the issue of land subdivision and transfer of land use rights immediately after the certificate is issued, some voters recommended that agencies, departments and branches need to have more reasonable binding regulations to avoid land speculation.

Voter Hoang Nhu Le in Yen Son hamlet proposed that the competent authorities should improve the effectiveness of inspection, supervision and urging the slow progress of infrastructure construction projects in Do Luong district. For example, the implementation of the construction of the road connecting National Highway 7 to the industrial park.
It is known that this route, after being put into use, will play a very important role, connecting Lac Son Industrial Park to National Highway 7, connecting product consumption in the area. However, the actual implementation is still behind schedule. Therefore, voters hope that there will be appropriate solutions to resolve the remaining problems and complete the project soon.

Voter Thai Dinh Loc in Ho Sen hamlet reflected the fact that the prices of agricultural materials such as fertilizers, rice seeds, and animal feed are increasing, however, the value of agricultural products is decreasing, making it difficult for farmers to stabilize production and develop the economy. In particular, due to the impact of the Covid-19 pandemic, agricultural products are almost stagnant and cannot be consumed. Therefore, there needs to be appropriate policies to encourage farmers to stick to their fields for production, gradually overcoming difficulties in the production process.
Many voters expressed their wishes to consider increasing the allowance for village and hamlet cadres, because Do Luong is a locality with many units merging. With a large area and dense population, this team faces many difficulties in the process of implementing the work. Many young and capable forces cannot stick to their jobs because the allowance is too low. At the same time, the desire for elderly party members without state subsidies is to be given more attention in the process of medical examination and treatment, issuance of health insurance cards and services to ensure a secure life.

Issues related to drowning prevention for children; referral during medical examination and treatment with health insurance; issuance of land use right certificates; job creation for local workers; assessment of poor households; settlement of burial allowances for deceased veterans who are not eligible for burial allowances according to the provisions of the Ordinance on preferential treatment for people with revolutionary contributions and the Law on Social Insurance; construction of local crematoriums... were also of interest to voters and reflected.
On behalf of the National Assembly delegation, Deputy Tran Nhat Minh - Member of the National Assembly's Law Committee, full-time National Assembly Deputy highly appreciated the enthusiastic and responsible opinions of Do Luong district voters. At the same time, he affirmed that this is an important basis for the National Assembly to consider, develop and issue practical policies, in line with reality, meeting the needs and aspirations of the people.

National Assembly deputies and representatives of departments, branches and local authorities discussed and clarified a number of voters' recommendations under their authority. For opinions under the authority of the National Assembly Standing Committee, the Government, central ministries and branches, the provincial National Assembly Delegation will synthesize and fully convey them to the National Assembly, the Government and central and local authorities in the most timely manner.

Voter Dau Van Binh (village 5, Long Son commune) reported on the delay in the construction of the Japanese green tea and high-quality green tea factory in Long Son commune. Although the project has been planned since 2016, up to now, no items have been put into production.
Along with that, the price of fresh tea buds in Anh Son district in general and Long Son commune in particular has been decreasing in recent times. If in previous years the price of fresh tea was above 5,000 VND per kg, it has now decreased to 2,600 - 3,000 VND/kg. In particular, during the period affected by the Covid-19 pandemic, the amount of tea is even more difficult to consume, the price "hit rock bottom" at 1,800 VND/kg of fresh buds. With this price, tea growers face many difficulties in maintaining production. Therefore, voters expressed their hope that agencies, departments, branches and local authorities need to have a plan to stabilize tea purchasing prices, and at the same time implement appropriate support policies for tea growers in the coming time.

Issues related to housing support policies for people with revolutionary contributions; granting land use right certificates; investment in infrastructure construction; output for agricultural products... are also of interest to voters.
At the end of the conference, delegate Hoang Minh Hieu - Standing member of the National Assembly's Law Committee acknowledged and accepted the enthusiastic opinions, concerns and worries in many areas of voters. Many important recommendations of voters were explained and clarified by the National Assembly delegates and departments, branches, sectors and local leaders within their authority. The remaining opinions will be fully recorded and synthesized by the National Assembly delegation to reflect to the relevant agencies and submit to the National Assembly in the upcoming session./.
