CONGRESS OF UNITY, INNOVATION, INTELLIGENCE, RESPONSIBILITY

The 14th Congress of the Nghe An Provincial Police Party Committee was held with the theme: Promoting tradition, building a clean and strong Party Committee in all aspects, focusing on leading the Nghe An Police to be revolutionary, disciplined, elite, gradually modern, and excellently completing all tasks. The motto of the Congress is: "Proactive - Creative - Solidarity - Discipline - Exemplary - Responsible - Effective".

Speaking at the opening of the Congress, Colonel Vo Trong Hai - Director of Nghe An Provincial Police, on behalf of the Presidium, requested delegates to uphold their sense of responsibility and focus their intelligence so that the Congress is truly a Congress of solidarity, innovation, intelligence and responsibility.

In the 2015 - 2020 term, closely following the direct, comprehensive and absolute leadership of the Central Public Security Party Committee and Nghe An Provincial Party Committee, the Provincial Public Security Party Committee focused on leading the completion and over-fulfillment of the goals and tasks set forth by the 13th Provincial Public Security Party Congress.

With the results and achievements over the past 5 years, Nghe An Police was awarded the Excellent Emulation Flag by the Prime Minister; Nghe An Police Party Committee was awarded the Certificate of Merit by the Provincial Party Committee for "Typical Clean and Strong Party Committee".

The Nghe An Public Security Party Committee is truly the core force together with the Provincial Party Committee and people on the front of protecting security and order, contributing significantly to the implementation of the Resolution of the 18th Provincial Party Congress and the overall achievements of the People's Public Security force.

In the 2020 - 2025 term, the Nghe An Public Security Party Committee sets out the general goal of: Firmly protecting national security, ensuring social order and safety in all situations, building a clean, strong, disciplined, elite, and gradually modern Nghe An Public Security force to meet the requirements of tasks in the new situation.

MAINTAINING SECURITY, POLITICAL STABILITY, SOCIAL ORDER AND SAFETY

Speaking at the Congress, on behalf of the Central Public Security Party Committee and the leaders of the Ministry of Public Security, Major General Tran Quoc To - Deputy Minister of Public Security congratulated and commended the results that the Nghe An Public Security Party Committee has strived to achieve in recent times.

In the new term, the Deputy Minister of Public Security requested the Provincial Public Security Party Committee to continue to thoroughly grasp and focus on leading, directing, synchronously deploying and effectively implementing the resolutions, directives and conclusions of the Politburo, the Secretariat, the Central Public Security Party Committee, and the Nghe An Provincial Party Committee on Party building and rectification work.

In particular, it is necessary to continue to attach importance to and improve the quality of political and ideological education for cadres and party members; to determine that in any circumstance, we must be absolutely loyal to the revolutionary cause of the Party and the nation; to be steadfast in the goals and ideals chosen by the Party and Uncle Ho; and that all thoughts and actions must stem from the common interests of the Fatherland and the people, placed above all and first.

Major General Tran Quoc To also requested to tighten discipline, enhance the role, responsibility, and exemplary role of Party committees, heads of Party committees, heads of agencies and units in performing public duties; attach importance to the work of managing and training cadres, and preventing violations.

Nghe An Police also need to continue to improve its organizational structure to ensure it is streamlined, specialized, and operates effectively and efficiently.

"Building the provincial police in a strong direction; building the district, city and town police in a comprehensive direction; continuing to improve and strengthen the regular police force to take on the positions of commune and town police; building the commune, ward and town police must be based on the grassroots direction".

In particular, Major General Tran Quoc To emphasized the need to "be closely attached to the people; deeply imbued with the idea of ​​taking the people as the root"; focus on improving the quality of Party committees and Party cells; promote the role, responsibility, and exemplary role of Party committees, heads of Party committees, heads of agencies, units, Party organizations, and Party members.

In addition, the Nghe An Public Security Party Committee also needs to continue to pay attention to the work of inspection, supervision, and strict handling of violations (if any); carry out well the work of mass mobilization, especially regularly attaching importance to the skillful mass mobilization work of the people's public security.

Speaking at the Congress, on behalf of the Provincial Party Committee Standing Committee, Nghe An Provincial Party Secretary Thai Thanh Quy warmly commended and congratulated the achievements of the Party Committee and all officers and soldiers of the Provincial Police in the past term.

The Provincial Party Secretary emphasized a number of contents for the congress to discuss and decide. Accordingly, the Provincial Police need to continue to closely follow the direction of the Ministry of Public Security, the Provincial Party Standing Committee and the local realities of the province, proactively forecast early, correctly assess the situation, clearly identify risks, to well perform the important and regular tasks of maintaining security, political stability, social order and safety in all situations; absolutely protect the safety of key targets, areas, and important events taking place in the area.

The provincial police also need to continue to propose and advise on major, long-term policies and decisions to serve the leadership and direction of ensuring security and order in the province in conjunction with the socio-economic development goals for the period 2020 - 2025, with a vision to 2030, with the motto of "proactive security", "early and remote prevention of risks and factors that can cause instability", mobilizing the strength of the political system in ensuring security and order; effectively resolving complex issues arising at each time. Promoting the role of the Standing Committees on Security and Order, focusing on advising, consolidating, perfecting and maintaining the activities of the Steering Committees immediately after the Congress.

Nghe An police also need to synchronously deploy solutions to firmly protect national security; continue to promote the movement "All people protect national security", combined with the movement "All people unite to build a cultural life", the National Target Program on new rural construction; continue to pay attention to building solidarity between Catholics and non-Catholics; promote the role of village elders, village chiefs, and prestigious people in the community in mountainous and border areas...

Focus on ensuring political security and social order and safety in rural areas; at the same time, it is necessary to pay attention to economic zones and industrial parks that are increasingly being filled up, concentrating a large number of workers and foreign experts.

The head of the Provincial Party Committee also requested the provincial police force to continue to grasp the situation on the border, continue to maintain cooperation with Lao security forces, especially localities sharing the border; ensure security and order along the border, deepen the traditional friendship and special solidarity between Vietnam and Laos.

The provincial police force also needs to strengthen coordination with military forces, firmly build people's security associated with building national defense; coordinate with sectors to effectively carry out state management in all fields; step up propaganda, orient public opinion, fight against erroneous and hostile viewpoints, and protect the Party's ideological foundation.

The Provincial Party Secretary also noted that the Provincial Police Department focuses on innovation, improving the quality of Party cell and Party committee activities, and the leadership quality of Party committees in all aspects of work in a specific, practical direction, consistent with political tasks; regularly inspecting and correcting the implementation of working regulations and the People's Police Ordinance, tightening discipline, building a disciplined style and cultural behavior.

"The Party Committee, government and people always pay attention and place their deep trust in the provincial People's Public Security force. Promoting the glorious tradition, valuable experiences and achievements gained over 75 years of construction and growth, we believe that the Provincial Public Security Party Committee will successfully complete the Congress Resolution, continue to achieve many new achievements and feats, and build the People's Public Security force in Uncle Ho's homeland to be "more disciplined, more dedicated, more polite, more determined and more prestigious".

At the working session this morning, the 14th Congress of the Nghe An Provincial Police Party Committee for the 2020-2025 term elected 20 comrades to the 14th Party Executive Committee. The new Party Executive Committee was introduced to take up its duties.
