Party Congress of the North Central Institute of Agricultural Science and Technology for the 2020 - 2025 term

On the morning of May 20, the Party Committee of the North Central Institute of Agricultural Science and Technology held a Congress for the 2020-2025 term. Attending and directing the congress was comrade Chu Ba Long - Deputy Secretary of the Party Committee of the Provincial Agencies Bloc.

Successfully complete the targets set by the congress

The Party Committee of the North Central Institute of Agricultural Science and Technology currently has 69 party members out of a total of 118 cadres, party members and workers; currently operating in 5 affiliated party cells, including 66 official party members and 3 probationary party members.

The political report presented to the congress assessed: During the past term, the Party Committee closely followed the Resolution of the Congress, focused on leading the implementation of project topics, promoted internal resources, took advantage of external resources to exploit project topics, created more jobs for cadres and party members; trained and improved the professional qualifications and skills of many cadres and party members to meet the implementation of tasks in the new situation.

Develop scientific plans, propose scientific research tasks and transfer technical advances to the North Central region in line with practical production needs. Timely appraise project topics to implement research to ensure progress, and bring many new and effective technical advances to practical production for farmers.

During the term, the Institute has implemented topics and projects with a total budget of 93.64 billion VND; created 3 new technical advances; selected and created 4 new varieties; provided the market with over 500 tons of various plant varieties and 400,000 seedlings of various types; trained and provided technical advances to over 3,000 farmers, all of which achieved and exceeded the targets set at the beginning of the term.

Science and technology tasks were carried out in all 6 provinces of the North Central region, creating many models that were highly appreciated by localities. From 2015 to 2019, 100% of the targets assigned by superiors were completed.

The Party Committee of the Institute has organized for all key cadres and Party members of the Institute to study and research the resolutions; thoroughly grasp the requirements of innovation from thinking to action, build a new working style, dynamic and creative, dare to think, dare to do. Studying and following Ho Chi Minh's ideology, morality and style has always been of interest and direction to the Institute.

The Party Committee has always paid attention to and directed the training and improvement of qualifications for cadres, party members and workers. During the term, the Institute has sent 5 postgraduate students for training, of which 01 cadre completed the doctoral program; 17 cadres went to master's training. Currently, there are 5 party members with advanced political theory qualifications, 10 comrades were sent to attend intermediate political theory courses...

During the past term, the Party Committee has always paid attention to and concretized the Directives, conclusions and instructions of all levels, promptly proposed solutions to effectively implement the regime, discipline and improve the quality of Party Committee activities. The review, supplementation and consolidation of the Party Committee cadres have ensured compliance with the principles and instructions and guidance of the higher levels. The Party Committee and Party cells' activities have been significantly improved in terms of content, discipline and quality of activities; the average number of Party members participating in activities each year has reached over 95%; Party members participating in activities has increased from under 30% to an average of 40-50%; the annual periodic activities have always reached over 95%.

The work of evaluating and classifying party organizations and party members is of interest to the party committee, carried out seriously, democratically, and objectively, ensuring the correct principles and quality of the party organization.

Focus on administrative reform, effective land management and use

In the 2020 - 2025 term, the North Central Institute of Agricultural Science and Technology sets out the following goals: Continue to improve the leadership capacity of Party committees and Party organizations; build a contingent of cadres and Party members who are politically steadfast, have pure moral qualities, and have the working capacity to meet the requirements of the task; build clean and strong Party organizations, unions, agencies, and units; focus on training quality human resources, focus on leadership, and strengthen coordination with leaders of provinces in the region.

Improve the effectiveness of scientific research, technology transfer and training of highly qualified human resources to serve the restructuring policy of the agricultural sector with breakthroughs: Focus on administrative reform, effective land management and use; remove difficulties to build effective autonomous and self-responsible units.

Every year, focus on the Plan to set an example for cadres and party members and summarize and evaluate to draw lessons for the following years. Directly and strictly implement Decree 19 of the Government on streamlining the payroll and apparatus. Effectively exploit tasks, increase revenue from scientific and technological products, ensure jobs for civil servants and workers in the new situation.

Speaking at the Congress, Comrade Chu Ba Long - Deputy Secretary of the Party Committee of the Provincial Agencies acknowledged the efforts and achievements of the Party Committee of the North Central Institute of Agricultural Science and Technology in the past term. In the coming term, he requested the Party Committee to lead, direct and organize the implementation of the following key tasks: Continue to improve the leadership capacity and fighting strength of the Party Committee, improve the quality of Party members associated with the quality of cadres and civil servants. Improve the effectiveness of scientific research, technology transfer and training of high-quality human resources to serve the restructuring policy of the agricultural sector.

Continue to implement the project on organizational arrangement, pay attention to the work of arranging and using staff in accordance with the characteristics of the public service unit, gradually moving towards autonomy. Pay attention to leading the implementation of breakthroughs: in which, pay attention to creating strong changes in technology, researching new varieties with competitive advantages, high commodity value, and competitiveness in the market.

The Party Committee needs to focus on leading and concretizing the Congress Resolution, accurately identifying key tasks and breakthroughs, closely coordinating with agency leaders in leading and directing Party cells, specialized departments, cadres and Party members to develop and effectively organize the implementation of the Action Program to implement the Congress Resolution according to assigned responsibilities and tasks.

The Congress elected the Executive Committee for the 2020-2025 term, consisting of 7 comrades; elected the delegation to attend the 20th Congress of the Provincial Agencies Party Committee. Comrade Pham Van Linh continued to be elected to hold the position of Party Secretary for the 2020-2025 term.

Targets for the 2020 - 2025 term:

Scientific research, creating 4-5 new technical advances suitable for regional ecological conditions.

Propose 5 - 6 new tasks.

Provide the region with 500 - 1,000 tons of high-quality, high-yield varieties of seeds; 300,000 - 400,000 quality seedlings of various types.

Training and coaching on new and advanced technical advances for about 1,500 - 2,000 farming households.

During the entire term, 3-4 PhDs will be trained; 1-2 staff will be assigned to train graduate students; 5-6 masters will be trained.

Strive for the Party Committee to be recognized annually as a Party Committee that has excellently completed its tasks; 100% of subordinate Party cells have completed their tasks well or better; of which 20% of Party cells have excellently completed their tasks..
