Currently, in Vinh City, there are a total of 70 projects of townhouses and villas with 7,909 plots of land, and 3,998 plots of land have been transferred to transferees.
According to Vinh City People's Committee, compared to the number of land lots that investors and households have built, the number of documents that investors and households submitted to the City People's Committee has only reached 84.4%; There are 3,911 land lots that investors have not sold.

Because houses have not yet been built, these plots of land are still stuck in the process of granting land use right certificates, house ownership rights and other assets attached to the land. The rate of granting certificates compared to the number of plots of land and houses under the new planning is only 16%.

It is known that in the process of granting land use right certificates and housing rights to transferees, there are still many problems. There are projects where investors transfer rights to households and individuals to build their own houses, so the construction of houses in many projects is not according to the planning, not according to the approved basic design (regarding setbacks, landscape architecture, etc.).
Mr. Le Sy Chien - Vice Chairman of Vinh City People's Committee said that there are investors who do not supervise the construction of households' houses, leaving it to the locality. Therefore, construction that is not in accordance with the basic design continues to occur and is causing difficulties in the process of granting land use right certificates and housing ownership certificates to transferees in urban areas.
Many investors have not yet built houses or have transferred them to individual households but still have not built houses (1,830 plots of land have been built/7,909 plots of land have been planned)..
