Proposal to change the 'compensation' regime to a higher 'allowance' for block and hamlet cadres
(Baonghean.vn) - This is one of the recommendations that many voters of Nghi Truong commune, Nghi Loc district are concerned about conveying so that the provincial National Assembly delegates can grasp and give opinions to relevant agencies, in order to soon have more reasonable and satisfactory policies for the contributions and roles of grassroots cadres.
On the morning of October 4, the XV National Assembly deputies, including Ms. Vo Thi Minh Sinh - Member of the National Assembly's Ethnic Council, Member of the Provincial Party Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province; Hoang Thi Thu Hien - Member of the Committee for Science, Technology and Environment, Permanent Vice Chairwoman of the Vietnam Women's Union of Nghe An province, met with voters of Nghi Truong commune, Nghi Loc district before the 4th Session.

At the conference, voters of Nghi Truong commune highly appreciated the innovations of the 15th National Assembly in its activities; at the same time, they also raised recommendations and concerns from practice.
Mr. Nguyen Huu Minh emphasized the importance of developing agriculture, farmers and rural areas, especially recently, the 5th Conference of the 13th Party Central Committee issued Resolution No. 19-NQ/TW on agriculture, farmers and rural areas to 2030, with a vision to 2045.

However, from the current reality in the locality, many farmers abandon their fields and do not cultivate. He believes that there should be strong enough policies so that agriculture can adapt to the new development stage, especially in terms of support for seeds, fertilizers, and science and technology to improve production efficiency.
In addition, regarding this content, from the fact that people's knowledge of the law is not yet complete and comprehensive, and even writing a petition is difficult, voters of Nghi Truong commune suggest solutions to provide legal aid to farmers such as establishing working groups for quarterly implementation or arranging books on laws at the commune library, so that the law can truly come into life.
Mr. Minh also expressed concern that the compensation policy for agricultural land to be converted into project land is still too low, while after the projects, especially residential land projects, are implemented, the value is increased and sold at high prices. He suggested that appropriate policies should be considered.

Mr. Nguyen Anh Xuan highly appreciated the laws issued by the National Assembly, which increasingly meet the practical requirements of life. Along with that, the voter suggested that the National Assembly urgently issue a salary reform policy; this is an extremely urgent issue at present.
Voter Le Viet Trung highly appreciated the leadership of the Party, the management of the State and authorities at all levels in the recent difficult context, thanks to which the country's economy recovered and had high growth in the first 9 months of this year.
Mr. Trung also expressed his high agreement that the work of controlling power has been of interest to the Party and the State and has had specific results. With high expectations for this issue to build an increasingly strong political system, voter Le Viet Trung suggested that it is necessary to continue to strengthen power control. "We must dissect what power control is; it must be clearly defined from the central level to the provincial, district, and communal levels," he said.

In particular, at the Conference, many voters expressed concern about the difficulties of village and hamlet cadres, especially after the merger. Raising the issue that currently, cadre planning has been implemented from the central to commune levels, voter Le Viet Trung said that it is also necessary to implement planning for cadres in villages and hamlets.
According to him, although this is not an administrative level, the political system in the hamlet is the most direct place to implement policies and promote democracy at the grassroots level as a pillar of the socio-political organization. However, this issue has not received due attention.

Mr. Trung also suggested that the current term "compensation" for village and hamlet officials should be replaced with "allowance" and that a more reasonable allowance regime should be soon studied to be issued, in the context of merging hamlets, the area and number of households will increase. This is also an issue that many voters are concerned about and have conveyed their recommendations so that provincial National Assembly deputies can grasp and give their opinions to relevant agencies.
In addition, voters also raised many opinions related to the implementation of policies, improving the local power grid system, slow issuance of land use right certificates, and collection of taxes on private housing construction...

Accordingly, regarding issues related to post-merger of blocks, hamlets, and villages, National Assembly delegate Doan Nghe An said: With the motto of the National Assembly acting, innovating, and closely grasping the thoughts and aspirations of the people, the National Assembly Standing Committee has received opinions from voters nationwide on this issue and has a document requesting the Government to re-evaluate all advantages, limitations, and shortcomings after the merger of blocks, hamlets, and villages; as well as policies for block, hamlet, and village officials.
