Proposal to recognize Vinh city expansion as meeting the criteria of a type I urban area

(Baonghean.vn) - At the regular meeting in May 2023, the Provincial People's Committee unanimously approved the draft Project proposing to recognize the expanded Vinh city as meeting the criteria of a type I urban area.

On May 29, under the chairmanship of comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held a regular meeting for May 2023.

Attending the meeting were comrades: Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Nguyen Van De - Vice Chairman of the Provincial People's Committee; and members of the Provincial People's Committee.

At the meeting, the Provincial People's Committee unanimously approved the draft Project proposing to recognize the expanded Vinh city as meeting the criteria of a type I urban area and a report reviewing and evaluating the level of infrastructure development in the area planned to establish a ward under Vinh city.

Previously, according to the plan to expand the administrative boundaries and urban space of Vinh city approved by the Provincial Party Committee Standing Committee, the entire natural area and existing population size of 7 wards: Nghi Hoa, Nghi Hai, Nghi Huong, Nghi Tan, Nghi Thu, Nghi Thuy, Thu Thuy of Cua Lo town will be adjusted to Vinh city for management.

At the same time, adjust the entire natural area and existing population size of 4 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong of Nghi Loc district to Vinh city for management. Establish 4 wards on the basis of the original natural area and existing population size of 4 communes: Hung Dong, Hung Loc, Nghi Phu and Nghi Duc.

In order to ensure sufficient conditions to propose the National Assembly Standing Committee to resolve to expand the administrative boundaries of Vinh city and establish wards in Vinh city according to regulations, the Department of Home Affairs has consulted on preparing a dossier to propose recognizing the expanded Vinh city as meeting the criteria of a type I urban area according to prescribed standards.

Through reviewing, analyzing, evaluating, and synthesizing the current status of the project research area, comparing it with the 5 criteria for a type I urban area stipulated in Resolution No. 26/2022 of the National Assembly Standing Committee on urban classification, the current status of urban infrastructure of the expanded Vinh city achieved 83.24/100 points.

In addition, compared with the 63 standards of a type I urban area stipulated in Resolution No. 26/2022 of the National Assembly Standing Committee on urban classification, the expanded Vinh city has 32 standards that have been met and exceeded; 22 standards have reached the maximum score but have not reached the maximum score and 9 standards have not reached the score.

Thus, according to the criteria and standards of a type I urban area stipulated in Resolution No. 26/2022 of the National Assembly Standing Committee amending and supplementing a number of articles of Resolution No. 1210/2016 on urban classification, the current status of the expanded Vinh city has ensured the criteria and standards of a type I urban area as prescribed.

In addition to the project, the Provincial People's Committee also assigned the Department of Home Affairs to prepare a report assessing the standards of infrastructure development level in the area where the ward is expected to be established, including 4 communes: Hung Dong, Hung Loc, Nghi Phu, Nghi Duc (Vinh city) and 7 wards: Nghi Hoa, Nghi Hai, Nghi Huong, Nghi Tan, Nghi Thu, Nghi Thuy, Thu Thuy (Cua Lo town) according to Resolution No. 1210/2016 of the National Assembly Standing Committee and Resolution No. 26/2022 of the National Assembly Standing Committee.

According to the Department of Home Affairs, after reviewing and evaluating the standards on the level of infrastructure development of the areas expected to establish wards and the wards expected to be merged into Vinh city, comparing with current regulations, the areas expected to establish wards: Hung Dong, Hung Loc, Nghi Phu, Nghi Duc and the wards expected to be merged into Vinh city: Nghi Hai, Nghi Hoa, Nghi Huong, Nghi Tan, Nghi Thu, Nghi Thuy, Thu Thuy have ensured the standards on the level of infrastructure development for the areas expected to establish wards in the city according to the standards of a type I urban area.

After being approved, the Provincial People's Committee will report to the Provincial Party Standing Committee, submit to the Provincial People's Council, then report to the Ministry of Construction for appraisal before submitting to the Government for approval.
