Proposal to recognize the expanded Vinh City as meeting the criteria for a Type I urban area.
(Baonghean.vn) - At the regular meeting in May 2023, the Provincial People's Committee unanimously approved the draft proposal requesting recognition of the expanded Vinh City as meeting the criteria of a Type I urban area.
On May 29th, under the chairmanship of Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the Provincial People's Committee held its regular monthly meeting for May 2023.
Attending the meeting were: Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Comrade Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee; and other members of the Provincial People's Committee.
At the meeting, the Provincial People's Committee unanimously approved the draft proposal requesting recognition of the expanded Vinh City as meeting the criteria of a Type I urban area, and the report reviewing and assessing the level of infrastructure development in the area where the ward is expected to be established under Vinh City.

Previously, according to the plan to expand the administrative boundaries and urban space of Vinh City approved by the Provincial Party Standing Committee, the entire natural area and existing population of 7 wards: Nghi Hoa, Nghi Hai, Nghi Huong, Nghi Tan, Nghi Thu, Nghi Thuy, and Thu Thuy, formerly belonging to Cua Lo town, will be transferred to Vinh City for management.
Simultaneously, the entire natural area and existing population of four communes: Nghi Xuan, Phuc Tho, Nghi Thai, and Nghi Phong in Nghi Loc district will be transferred to Vinh City for management. Four wards will be established based on the existing natural area and population of four communes: Hung Dong, Hung Loc, Nghi Phu, and Nghi Duc.

In order to ensure sufficient conditions to propose to the Standing Committee of the National Assembly a resolution to expand the administrative boundaries of Vinh City and establish wards within Vinh City as prescribed, the Department of Internal Affairs has advised on the preparation of a dossier requesting recognition of the expanded Vinh City as meeting the criteria of a Type I urban area according to the prescribed standards.
Through reviewing, analyzing, evaluating, and synthesizing the current status of the area under study for the project, and comparing it with the five criteria for a Type I urban area as stipulated in Resolution No. 26/2022 of the Standing Committee of the National Assembly on urban classification, the current state of urban infrastructure in the expanded Vinh City achieved 83.24/100 points.
In addition, compared with the 63 standards for Type I urban areas stipulated in Resolution No. 26/2022 of the Standing Committee of the National Assembly on urban classification, the expanded Vinh City has met or exceeded 32 standards; achieved points but not reached the maximum level for 22 standards, and failed to achieve points for 9 standards.

Thus, according to the criteria and standards of a Type I urban area as stipulated in Resolution No. 26/2022 of the Standing Committee of the National Assembly amending and supplementing a number of articles of Resolution No. 1210/2016 on urban classification, the current status of the expanded Vinh City has met the criteria and standards of a Type I urban area as prescribed.
Besides developing the plan, the Provincial People's Committee also assigned the Department of Internal Affairs to prepare a report assessing the standards for infrastructure development in the areas where wards are planned to be established, including 4 communes: Hung Dong, Hung Loc, Nghi Phu, Nghi Duc (Vinh City) and 7 wards: Nghi Hoa, Nghi Hai, Nghi Huong, Nghi Tan, Nghi Thu, Nghi Thuy, Thu Thuy (Cua Lo town) according to Resolution No. 1210/2016 of the Standing Committee of the National Assembly and Resolution No. 26/2022 of the Standing Committee of the National Assembly.

According to the Department of Interior Affairs, after reviewing and evaluating the infrastructure development standards of the areas slated for the establishment of wards and the wards slated for incorporation into Vinh City, and comparing them with current regulations, the areas slated for the establishment of wards: Hung Dong, Hung Loc, Nghi Phu, Nghi Duc, and the wards slated for incorporation into Vinh City: Nghi Hai, Nghi Hoa, Nghi Huong, Nghi Tan, Nghi Thu, Nghi Thuy, Thu Thuy, have met the infrastructure development standards for areas slated for the establishment of wards within the city, according to the standards of a Type I urban area.
After approval, the Provincial People's Committee will report to the Provincial Party Standing Committee, submit it to the Provincial People's Council, and then report it to the Ministry of Construction for appraisal before submitting it to the Government for approval.
