Difficulty in budget collection

Opening the discussion session at Group 7, delegate Nguyen Xuan Hai - Director of the Department of Finance affirmed that immediately after the Covid-19 epidemic was controlled, our province focused on implementing many stimulus solutions, creating conditions for people and businesses to stabilize production; in which some sectors of agriculture - forestry - fishery and industry - construction had growth.

However, the impact of the Covid-19 pandemic has affected budget revenue, especially two revenue sources with a large proportion: revenue from central enterprises reaching only 34.4% and revenue from industry, trade and non-state services reaching only 34.9% in the first 6 months of 2020.

These are two revenues to balance the regular expenditure tasks of agencies, units, and public services and the budget for implementing social security policies, including counterpart funds to pay benefits to beneficiaries under the Government's 62 billion VND support package, to overcome drought, forest fires, epidemics, etc.

While budget collection is difficult, the province must also implement a number of mechanisms and policies to reduce tax according to the Government's policy. And this is also one of the reasons why it is difficult to ensure a balance in regular budget expenditures.

From the above difficulties, delegate Nguyen Xuan Hai said that, in addition to the responsibility of the Finance sector agencies in proposing solutions to urge revenue sources, while calculating to ensure regular expenditures, without delay and missing some other urgent tasks, it requires all levels and sectors to have higher responsibility and be more determined in creating all conditions for people and businesses to restore and promote production and business.

Agreeing with the opinion of delegate Nguyen Xuan Hai that the responsibility of all levels and sectors needs to be higher to remove difficulties for people and businesses, ensuring the good implementation of the two "dual" goals of both fighting the epidemic and developing the economy - society, delegate Le Duc Cuong - Head of the Provincial Party Committee's Internal Affairs Committee said that currently, some projects have been approved for investment but land allocation procedures have not been carried out, causing difficulties for investors to implement the project.

Regarding this issue, delegate Pham Van Toan - Deputy Director of the Department of Natural Resources and Environment admitted that, currently, through review in the province, there are 10 projects that have been approved for investment but land allocation procedures have not been implemented, due to the inaccurate determination of the initial land origin of the localities. This issue is being consulted by the Department of Natural Resources and Environment with the Provincial People's Committee for handling.

Also interested in solutions to promote production and business "after" Covid-19, delegate Nguyen Nhu Khoi (elected in Quynh Luu) said that, besides promoting investment attraction from outside, the province needs to pay attention to solving the difficulties of enterprises that have invested and are investing related to expanding production scale, which will be much more convincing.

Along with that, it is necessary to point out the subjective causes of the existing problems and difficulties in which sectors, localities and units. This is the most important "key" to better resolve the existing problems as well as promote the implementation of policies and tasks in the last 6 months of 2020.

Some opinions also suggested that the Provincial People's Council and People's Committee need to have solutions to stimulate tourism development; have a strategy to develop agricultural products into high-end goods with strong influence in the market.

There are also opinions related to solutions to handle some degraded traffic routes; environmental pollution on the N27 canal passing through 3 districts: Do Luong, Yen Thanh and Dien Chau; forest management and protection; quality of electricity supply services; auction of land use rights in localities; speeding up the implementation of support policies according to the Government's 62 billion VND package; solving problems "after" merging communes and hamlets and implementing policies for non-professional activists in hamlets...

Speaking at the group discussion, Vice Chairman of the Provincial People's Committee Bui Dinh Long said that in order to solve the existing problems and limitations raised by the delegates, the Provincial People's Committee continues to focus on leadership and direction, and requests that sectors and localities need to take drastic action, uphold their responsibilities to handle, especially promptly review and count the number of workers, producers, traders and enterprises who are beneficiaries of the 62,000 billion VND support package, and at the same time monitor the implementation of this policy.
