Proposing Vinh city to soon complete site clearance for Vinh - Cua Lo road

GPMB progress is still slow

Vinh - Cua Lo road has a total length of 10.83km: Vinh city (3.4km), Nghi Loc district (4.83km) and Cua Lo town (2.6km). The starting point is Km0+00 at the intersection with Truong Van Linh street, Nghi Phu commune, Vinh city. The end point is Km10+830 at the intersection with Binh Minh street, Cua Lo town. The total investment of the project is 1,411 billion VND, of which: Government bond source is 1,100 billion VND and local budget is 311 billion VND.

Currently, the allocated capital is 981 billion VND, disbursed 749,353 billion VND.

The Department of Transport is directing contractors to focus on implementing the construction of sections with available land (8.5km), coordinating with localities to clear remaining sections for early handover, ensuring the construction of layer 1 asphalt concrete for sections with land handed over before December 31, 2018. Specific volume achieved: 8.45/8.5km of roadbed clearance; 8.0/8.5km of crushed stone aggregate foundation; 7.2/8.5km of layer 1 asphalt concrete; 35/35 culverts; 2/2 bridges, 427/518 lighting pole foundations, 17/22.4km of cable trenches.

According to the assessment, the construction progress is basically guaranteed according to the plan for the sections where the site has been handed over, ensuring quality.

Up to now, the 9m strip has been cleared for 8.5 km, with 2.3 km remaining. In the past time, departments and branches have promptly advised the Provincial People's Committee to remove and basically handle the problems. The site clearance for resettlement locations has been carried out for 12/15 concentrated resettlement areas and 9/16 interspersed locations of Nghi Loc district. The organization mobilized the demolition and handover of 76 houses, relocated a total of 925/1,019 graves...

However, the implementation progress is still slow compared to Notice No. 677/TB-UBND dated November 2, 2018 of the Provincial People's Committee, especially the section through Vinh City has not ensured the progress as required by the Provincial People's Committee.

Removing difficulties, completing site clearance before April 30, 2019

After inspecting the field, listening to the statements of departments, branches and localities, concluding the meeting, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien requested the Vinh City People's Committee to make a detailed plan, assign tasks and specific implementation time to relevant departments, offices and individuals; on the basis of that plan, urge departments and individuals to implement, regularly re-evaluate the implementation situation to remove obstacles and speed up progress.

“We request Vinh city to focus on and speed up the progress of the section through Nghi Duc commune, promptly handle problems such as dividing inherited assets, supplementing land prices of missing plots, adjusting cadastral map excerpts... Speed ​​up the procedures for land acquisition and resettlement of Nghi Phu Primary School, thereby creating a premise for implementing land acquisition and resettlement of agricultural land on the main route and resettlement areas of hamlets 5 and 21” - the Vice Chairman of the Provincial People's Committee emphasized.

For the section through Nghi Loc district:Currently, the remaining land area is basically only about 100m of 3 households' residential land and 4 households' agricultural land in Nghi Phong commune. Nghi Loc district is requested to focus on resolving the issue to hand over the land area to the project...

To complete the site clearance work before April 30, 2019, comrade Huynh Thanh Dien directed the People's Committee of Vinh City, Nghi Loc District and Cua Lo Town to focus the entire political system on drastic action, strengthen propaganda, mobilize people to agree and support the project; speed up the site clearance work, mobilize households to dismantle and hand over the site to the contractor according to schedule. Departments and branches advise on allocating part of the provincial budget to implement the project and advise on removing difficulties and obstacles in the site clearance work; Instruct localities to promptly remove difficulties and obstacles according to the functions and tasks of the sector.

At the meeting, the Vice Chairman of the Provincial People's Committee also requested the Department of Transport and localities to focus on managing corridors, completing sidewalks, planting trees to avoid encroachment; At the same time, direct contractors to speed up construction progress, ensuring the best quality. By January 30, 2019, the cleared sections must be completed, the two lanes on both sides of the road must be completed, trees must be planted, and lighting must be installed to ensure safety and security.
