Policy effectiveness
In the morning, the monitoring delegation divided into 2 working groups to directly monitor the implementation of mechanisms and policies at Nghia Trung commune; Cooperative and Co Do Farm along with a number of policy beneficiaries.
From the practice recorded at the grassroots level, in the afternoon working with the District People's Committee, many members of the monitoring delegation were interested in the issues related to the process, documents, procedures, and coordination relationship between the district and relevant departments and branches in policy implementation.
According to the report of Nghia Dan district, in the past time, the district has implemented 8 resolutions of the Provincial People's Council related to mechanisms and policies. Including resolutions on policies to support agricultural and rural development; specific policies to support the development of human resources in public health; policies to support the construction of infrastructure for industrial clusters; policies to support people with meritorious services to the revolution to improve their housing, etc.
The mechanisms and policies have had practical impacts and effects, promoting the socio-economic development of the district. For example, the implementation of the agricultural machinery support policy has contributed to the introduction of mechanization into production, especially the land preparation stage, ensuring 90-95% of the area; or supporting sugarcane harvesting machines has increased the income value for sugarcane growers, because previously the labor cost of cutting sugarcane manually was higher than that of harvesting by machine.
Or irrigation policies for upland crops including oranges and tangerines; support for cage fish farming; support for building economic models... are all effective.

Along with that is the issue of quality of supported plant and animal varieties; effectiveness and impact of implementing each specific policy in the district; inspection, examination, supervision, and settlement of petitions and recommendations related to the implementation of mechanisms and policies according to the resolution of the Provincial People's Council.
In addition to existing policies, some members proposed that the Provincial People's Council should continue to implement, abolish and propose more appropriate mechanisms and policies to promote the overall socio-economic development of the province as well as each locality.

Deputy Head of the Legal Department Thai Thi An Chung said that supporting plant and animal varieties to expand production scale is correct, however, in agricultural production, the care stage is to create clean products and guarantee the consumption of products, avoiding the situation of "good harvest, low price" and "good price, bad harvest", ensuring effective agricultural production and increasing value.

Proposal to issue policies to encourage large-scale production
In addition, the source of support for building industrial cluster infrastructure is still scattered every year; agricultural support policies are still fragmented and spread out. Based on that reality, Chairman of the District People's Committee Vo Tien Sy said that Nghia Dan district is a fertile land with 81% of the population working in agriculture.
To exploit the strengths of the locality, the Chairman of the People's Committee of Nghia Dan district proposed that the province study and issue policies to create motivation such as supporting large-scale agricultural production; policies to encourage land accumulation; bringing mechanization into production; building value chains; policies to invest in wholesale markets associated with agricultural product storage warehouses, etc.

Concluding the meeting, the Vice Chairman of the Provincial People's Council acknowledged the attention paid to implementing mechanisms and policies according to the resolutions of the Provincial People's Council, contributing to promoting socio-economic development in the district, especially in implementing agricultural policies that have created a shift in thinking in farmers' production, promoting the application of science and technology, bringing mechanization to liberate farmers' labor, increasing productivity and economic value.
Acknowledging the difficulties, obstacles and recommendations of the district, Vice Chairwoman of the Provincial People's Council Cao Thi Hien affirmed that the Standing Committee of the Provincial People's Council is responsible for synthesizing and researching to propose to the Provincial People's Committee and sectors to amend the policy implementation process, both ensuring strict management of budget resources, avoiding policy exploitation, and creating favorable conditions for implementation levels and beneficiaries.
