Proposal to merge 5 socio-political organizations into the Vietnam Fatherland Front
This is one of four proposals in the research topic of the Central Organizing Committee on innovation of the organizational model and operation methods of the Vietnam Fatherland Front and socio-political organizations.
In the report presented at the workshop on Innovation of the organizational model and operation method of the Vietnam Fatherland Front and socio-political organizations this morning (April 6), Mr. Mai Van Chinh, Deputy Head of the Central Organizing Committee, emphasized that in 30 years of innovation, the organizational model and operation method of the Vietnam Fatherland Front, in addition to achievements and advantages, also revealed many limitations, weaknesses and inadequacies: the organizational structure and apparatus are still cumbersome, unreasonable, ineffective, and in some areas, functions and tasks have not been clearly separated.
This requires the Vietnam Fatherland Front and socio-political organizations to continue to innovate and perfect their organizational models and methods of operation to suit the political tasks of the new period...

That has somewhat affected the quality of the advisory work of the Central Party Committees on building the organizational apparatus and regulating the methods of operation of the Fatherland Front and socio-political organizations.
“Therefore, both in theory and practice, it is necessary to have research, theory and practical assessment, from which to propose to innovate the organizational model and operation method of the Vietnam Fatherland Front and socio-political organizations in the direction of streamlining, clear functions and tasks, no overlap, practical and effective operation, promoting autonomy, proactively performing the role of a bridge between the Party, the State and the people,” Mr. Chinh emphasized.
At the workshop, Mr. Chinh also presented 4 proposed options in the research topic "Innovation of organizational model and operation method of the Vietnam Fatherland Front and socio-political organizations" conducted by the Central Organizing Committee.
Mr. Chinh said that, identifying the importance of this issue, the Central Organizing Committee has conducted research on this topic for 12 months with the participation of many scientists, leaders, managers and the contents were analyzed and evaluated from many scientific aspects.
Accordingly, option 1: Maintain the current organizational model of the Vietnam Fatherland Front and socio-political organizations, but have a roadmap to gradually implement the mechanism of financial and organizational autonomy, the State allocates funds based on the implementation tasks.
Option 2: Unify the positions of Chairman of the Fatherland Front and socio-political organizations and establish a specialized agency to advise and assist the Fatherland Front and socio-political organizations. Initially, this will be implemented at the provincial and district levels, with a unified name of "Fatherland Front and socio-political organizations" on the basis of restructuring the current advisory and assisting agencies of the Fatherland Front and socio-political organizations.
5 proposed socio-political organizations include: Women's Union, Youth Union, Labor Federation, Farmers' Association, Veterans' Association
