Pay attention to solving the problem of cement supply for new rural construction
Opening the discussion, delegate Le Thi Theu (Tan Ky district) reflected on the slow supply of cement to units registered for new rural and advanced new rural areas. Although this is a regular, annual task, not an ad hoc task.
For example, cement for 2021 will not be received until April 2022 and cement for 2022 is not yet available, while the rainy season is coming, causing difficulties for localities to build and complete the criteria.

Regarding this opinion, delegate Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and delegate Nguyen Thanh Tung - Deputy Director of the Department of Finance clarified the reason, the supply of cement according to regulations must be organized by bidding, while the bidding process and procedures go through many stages, from consulting, building unit prices, and public bidding announcement; on the other hand, during the Covid-19 pandemic, many localities were locked down, building unit prices was difficult because it was not possible to conduct field surveys.
In addition, the assignment of new rural construction targets is still slow in April and May every year. To overcome this problem, the responsibility of the Department of Agriculture and Rural Development is to advise the Provincial People's Committee to assign new rural construction targets to localities early, on that basis the Department of Finance will conduct bidding according to regulations.

The issue of agricultural production efficiency was also discussed by delegates of Group 3. Delegate Hoang Thi Hong Hanh (Do Luong) pointed out the fact that input material prices increased, output was difficult, and farmers' production efficiency was low, leading to the situation of abandoned fields in localities.
Also interested in agriculture, delegate Tran Dinh Toan (Do Luong) proposed that the province study and improve agricultural support policies to reduce difficulties for farmers.

Explaining the issues that delegates are concerned about regarding the advisory and management responsibilities of the industry, delegate Nguyen Van De - Director of the Department of Agriculture and Rural Development informed about the solutions that the industry has implemented in recent times, such as strengthening inspection and supervision of the quality and prices of input materials associated with strict handling of violations; directing farmers to produce in a clean, organic direction associated with popularizing the use of microbial fertilizers for farmers, limiting the use of inorganic fertilizers, and in livestock farming, directing the direction of raising grass-fed cattle to obtain fertilizer for crops; building concentrated production models, attracting investment from enterprises and introducing mechanization into production, reducing manual labor, and increasing production efficiency.
Regarding the level of support for agricultural policies, according to the Director of the Department of Agriculture and Rural Development, the province currently has many policies and quite high support levels. For example, the policy to support building net houses is 200 million VND/house; support for high-tech shrimp farming models is 230 million VND/model. Or support for buying plows, transplanters, harvesters, drones is 20% of the total value; support for livestock farms is 300 million VND/farm...

Regarding agriculture, the Standing Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development to coordinate with the Provincial Statistics Office to review and synthesize data on the area of abandoned fields by farmers to have specific directions; at the same time, fully synthesize agricultural policies to inform the Provincial People's Council delegates and local people.
Need to remove shortcomings after merging villages and hamlets
Discussing in group 3, delegates Hoang Thi Thu Trang (Nghia Dan district), Trinh Van Nha (Thanh Chuong district), Hoang Thi Hong Hanh (Do Luong district), Tran Ngoc Son (Tan Ky) reflected on the existing problems at the grassroots level related to the merger of villages and hamlets. After the merger, many villages and hamlets increased in population, area, and work, but the regime for the team working in the villages and hamlets did not increase, and even decreased in some areas.
That affects the ideology and psychology of those working in the hamlet, leading to difficulties in finding people to take on the positions of Party cell secretary and hamlet chief in many localities.

Delegates suggested that the province recommend the Central Government to amend Decree 34 issued by the Government in 2019 or study and develop policies to support and motivate the "extended arm" of the Party Committee and government.
Sharing the difficulties and hardships of those working in the blocks, hamlets, villages and communes who often encounter many practical problems; the Standing Vice Chairman of the Provincial People's Committee informed that the policy for this group is currently applied by the province at the "maximum level" according to the provisions of Decree 34 of the Government. To meet the requirements, the provincial budget is difficult to balance, especially now that the pressure of key projects is requiring a huge budget, while the province's budget revenue is lower than expenditure.

On the other hand, the merger of blocks, hamlets, villages, and hamlets in some places has merged 2-3 hamlets but still has not reached 350 households and the merger plan that the province has proposed is based on the reality in some localities before the merger, there were hamlets with over 350 households that were still well managed and operated. The Standing Vice Chairman of the Provincial People's Committee also hopes that the Provincial People's Council delegates will inform the grassroots to share difficulties with the province.
Many issues related to mineral exploitation management and licensing; backlog and difficulties in granting land use right certificates to people; shortcomings in rural power grid infrastructure; slow disbursement of public investment; slow payment of allowances for medical staff participating in the fight against Covid-19 pandemic... were also mentioned and reflected by delegates, and representatives of leaders of provincial departments, branches and sectors analyzed the causes and clarified specific solutions to overcome them.
