Based on Instruction 104, on May 13, the Election Committee of Quynh Lap commune met and developed a detailed election plan for the quarantined area of its locality. Mr. Ho Sy Hoang - Party Secretary, Chairman of the People's Council of Quynh Lap commune (Head of the Steering Committee, Chairman of the Election Committee of Quynh Lap commune) said: In this plan, Quynh Lap divided into 9 polling stations; 2 areas including 3 villages implementing social distancing according to Directive 15 and 5 villages implementing social distancing according to Directive 16; divided into 4 subjects including voters who are F1, F2 cases, people in the socially isolated area according to Directive 16 and people in the isolated area according to Directive 15. |

Specific scenario: For voters who are F1 cases of patient 3098, the Election Committee of Quynh Lap commune sent the voter list to the Election Committees of Quynh Thien and Quynh Di wards so that citizens who are in centralized medical isolation can exercise their right to vote in accordance with the law.In 5 villages implementing social isolation according to Directive 16 - where there are F2 cases being isolated at home and 2 F1 cases being isolated at the commune's centralized isolation area, the Quynh Lap Commune Election Committee built mobile ballot boxes for the election team to bring to 2 citizens who are F1 cases here to exercise their civil rights.

For F2 cases that are being quarantined at home, the election team will let these voters come to vote at the last moment of the election day. After the F2 citizens have finished voting, the election team will organize disinfection before counting the votes.In the 3 villages implementing social distancing according to Directive 15, Quynh Lap commune has organized specific designs for each polling station with full epidemic prevention measures from the location of hand sanitizers, masks; distance lines, ensuring voters are at least 2m apart when voting.
